NVPPO's STATEMENT ON THE 911 EMERGENCY RESPONSE AND POLICE INTERVENTION IN KASIBU
The Nueva Vizcaya Police Provincial Office (NVPPO) sees the deep pain, frustration, and sharp criticism shared by the community following the recent police response to a 911 call in Kasibu. We understand that emotions are high and that public trust feels fragile. Even in the face of harsh words, online backlash, and distress directed at our police officers, our hearts remain open to the community we have sworn to protect.
When a 911 national emergency call comes in, regardless of who makes the call, the PNP cannot simply stand by. The 911 national emergency call was made because the passage along the road had been obstructed. The road is a municipal road, as certified by the Municipal Government, and is therefore open to the public. Whoever has the right to pass through the road should not be prevented from doing so. The placing of barricades to block the passage is not allowed, as the PNP has the authority to regulate access when necessary for public safety and order.
With great emphasis, the PNP responded because we remain committed to the fundamental principle that rights must coexist. The right to protest must coexist with the right to pass. The right to express one’s concerns must coexist with the right of others to access and use a public road. The right to be heard must coexist with the right of others to safety, security, and orderly movement. Our responsibility is to protect these rights, not to choose which side deserves them.
We recognize how painful it is for a community to feel misunderstood during a crisis. It does break our hearts to see a divide between the public and the police, but we choose to respond to anger with patience and understanding, rather than resentment. Every officer who wore a uniform that day carried the heavy burden of upholding the law under immense stress, solely to keep the peace and prevent further harm.
If we put ourselves in each other’s situation, we may better understand why we had to act. NVPPO acted because that is what the law requires, what the situation demanded, and what our mandate provides.
