The DepEd Schools Division Office of Angeles City honored the Angeles City Justice Zone (ACJZ) with a plaque of appreciation during the 2026 Project ROSES (Recognition of Outstanding Stakeholders for Engagement and Support for Basic Education). ACJZ Acting Convenor Ramon Corazon P. Blanco and Secretary Daryl Yanga y Rivera accepted the recognition on behalf of the Justice Zone. Several members of the ACJZ were likewise awarded, including the Honorable City Mayor, the City Social Welfare and Development Office, the Angeles University Foundation, and the Women and Children Protection Desk of the Angeles City Police Office.

ACJZ and DepEd Angeles City partnered in delivering, on 21 April 2026, the Learners' Rights and Protection Program, which strengthened our public school principals' foundations of child protection by understanding policies and frameworks anchored on Anti-Bullying Act of 2013; Special Protection of Children Against Abuse, Exploitation, and Discrimination Act; and DepEd Order No. 40, s. 2012. Plans are underway for a second leg targeting private school principals, alongside a new program addressing Online Sexual Abuse or Exploitation of Children. Both are slated to launch later this year.

ACJZ extends its gratitude to the DepEd Schools Division Office for its ongoing collaboration. It likewise commends the JZ members for their unwavering commitment to ensuring that students learn in a safe and protected environment.

Echoes of Creativity Beyond the Walls: โ€œArt as a Path to Renewalโ€“Shaping Lives Beyond Confinementโ€

The Angeles City Justice Zone (ACJZ) proudly presents the special art exhibition of the persons deprived of liberty (PDLs) from the Angeles District Jail (ADJ) and Camiling Municipal Jail (CMJ) at the Clark Museum from 16 July to 9 August 2026. The exhibition showcases remarkable artworks, highlighting the artistic expression, resilience, and commitment to personal transformation through rehabilitation of the PDLs.

The exhibition was opened by ACJZ Convenor Eda P. Dizon, who welcomed the guests. It was followed by a message of support from the Clark Development Corporation President, Atty. Agenes VST Devanadera, whose partnership made this meaningful undertaking possible.

An inspirational message was delivered by Court of Appeals Associate Justice Jaime Fortunato A. Caringal, Vice-Chairperson of the Technical Working Group on Processes and Capacity Building of the Justice Sector Coordination Council. He highlighted that the exhibit serves as a reminder that every individual deserves a second chance to rebuild their life, and that creativity knows no boundaries.

Also in attendance were officers and personnel from the Bureau of Jail Management and Penology (BJMP) Regional Office and BJMP Provincial Office. Joining them were the wardens of ADJ and CMJโ€”JSupt. Edmund L. Llamasares, JCInsp. Rizza F. Fuentes, and JSInsp. Jessica A. Corpuz. The event was also graced by the presence of Vice-Executive Judge Ramon Corazon P. Blanco and other judges from Angeles City, Mabalacat City, Magalang, and Office of the Regional Court Manager Third Judicial Region, all showing their support for this initiative.

The ACJZ extends its sincere gratitude to President Devanadera, Vice President Noelle Mina D. Meneses, and the whole Clark Development Corporation for their invaluable partnership and support in making this exhibition possible.

We invite everyone to visit the exhibit and support this meaningful cause. The proceeds from the sale of the artworks will help provide incentives to the PDL artists and support livelihood, education, and other rehabilitation programs for the PDLs. Through art and compassion, let us help foster hope, healing, rehabilitation, and opportunities for a better future.

Seven (7) years since our establishment in April 2019, the Angeles City Justice Zone (ACJZ) has officially been institutionalized!

We have the honor and pleasure to announce the passage and approval of Ordinance No. 773, S-2026, which formalizes ACJZโ€™s structure and operations. The ordinance will officially take effect upon its publication.

We convey our sincere appreciation to Mayor Carmelo B. Lazatin II, Vice Mayor Amos B. Rivera, and Councilor Jeselle Ann V. Dayrit, the principal sponsor of the measure, and the rest of the members of the Sangguinang Panlungsod of Angeles City. Your commitment to strengthening the rule of law and promoting access to justice has made a lasting impact on our city.

In addition, we extend our deepest gratitude to the Justice Sector Coordinating Council (JSCC), the SC Program Management Office (PMO), and the Governance in Justice Programme (GoJUST). Reaching this pivotal milestone would not have been possible without your invaluable support and unwavering guidance.

9 July 2026 | Initial Meeting on OSAEC-related Measures

The Angeles City Justice Zone (ACJZ) stakeholders convened online to discuss the alignment of initiatives and activities aimed at preventing and addressing Online Sexual Abuse or Exploitation of Children (OSAEC), while strengthening support for the reintegration of the victims. The discussion recognized that Angeles City has been among the localities with a significant number of OSAEC incidents, underscoring the need for collaborative, systematic interventions to combat this growing concern.

Present at the meeting were the Angeles University Foundation (AUF), the Angeles City Social Welfare and Development Office (CSWDO), the Woman and Children Protection Desk of the Angeles City Police Office (WCPD-ACPO), and the Regional Trial Court (RTC) of Angeles City.

Representing AUF were School of Law Associate Dean Marianne Beltran-Angeles and Clinical Legal Education Program (CLEP) Director Camille Ross G. Parpan. Also in attendance were Social Welfare Officer Ana Rose F. Lansang of the CSWDO and Police Master Segeant Ethnika D. Quilala of the WCPD-ACPO.

Meanwhile, RTC Angeles City was led by Executive Judge and the ACJZ Convenor Eda P. Dizon, Family Court Presiding Judge (Branch 10) Katrina Nora S. Buan-Factora, and Clerk of Court and ACJZ Secretary Daryl Yanga y Rivera, together with the rest of the ACJZ Secretariat.

The meeting began with the presentation of AUFโ€™s proposed institutional response to OSAEC to synergize with the initiatives of the other stakeholders to ensure complementary, non-duplicative, and holistic interventions. AUF presented its proposed framework anchored on four (4) aspects: Prevention, Enforcement, Reintegration, and Policy.

The discussion evolved into a productive exchange of ideas and best practices among the participating agencies. The participants explored a wide range of possible interventions, including the development of age-appropriate educational materials, the provision of psychological first aid and trauma-informed care, capacity-building for various stakeholders, policy development, and community-based initiatives involving parents, guardians, children, educators, and barangay officials.

The participants left the meeting united in the understanding that the road ahead would be long and demanding. This was just the first of many meetings. Yet together, they stood ready to confront the task with purpose, partnership, and a commitment beyond the call of duty, driven by a shared conviction: it takes a village to raise (and protect) a child.

9 July 2026 | Victim-Sensitive Room at the Angeles City Hall of Justice

The Angeles City Justice Zone (ACJZ) recognizes the importance of providing a safe, private, and comfortable space for children and other vulnerable individuals involved in legal proceedings. To support this commitment, a Victim-Sensitive Room has been designated at the Angeles City Hall of Justice for the conduct of interviews, preliminary investigations, inquest proceedings, and other victim-sensitive processes.

Ultimately, this victim-sensitive room is planned to be the cityโ€™s one-stop, child-friendly space. It will provide a secure, trauma-informed area where multidisciplinary professionals collaborate to conduct sensitive investigations, ensuring child safety and protection while preventing retraumatization through a single, coordinated and compassionate investigation process.

Yesterday, 8 July 2026, the first Memorandum of Agreement (MOA) was executed as part of the initial steps in the accomplishment of this program.

Earlier today, the room was officially put into use for preliminary investigations of cases involving minors by the Office of the City Prosecutor. The courtโ€™s social workers are just outside the room to provide professional support whenever the need arises. Moreover, the Rafael Lazatin Memorial Medical Center also provides medical assistance as needed by assigning on-call physicians.

This initiative reflects the shared commitment of the members of the ACJZ to provide a safe, healing, and compassionate environment for vulnerable individuals seeking justice.

The Angeles City Justice Zone (ACJZ) joins the celebration of the 14th Inaugural Anniversary of the Chief Justice Jose Abad Santos (Angeles City) Hall of Justice.

This July, the Chief Justice Jose Abad Santos (Angeles City) Hall of Justice celebrates its 14th Inaugural Anniversary with a month-long set of activities that promote wellness, public service, community engagement, and collaboration among its key stakeholdersโ€”Trial Courts, Office of the City Prosecutor, Public Attorneyโ€™s Office, and Parole and Probation Office.

On July 3, 2026, the celebration kicked off with a fun run, followed by a food and product bazaar and wellness activities.

As part of the ACJZ initiatives against abuse of women and children, a Cartoon Poster or Comic Strip Contest promoting anti-bullying and the protection of children from abuse, exploitation, and discrimination was launched. Several private and public schools in Angeles City have already confirmed their interest to join the contest.

As one justice zone, we celebrate this milestone with our justice sector partners and look forward to many more years of dedicated service to the people of Angeles City.
