𝐒𝐍𝐀𝐏𝐒𝐇𝐎𝐓𝐒 | The Provincial Linggo ng Kabataan 2026 opened on August 12, 2026, at Poblacion, Calanasan, Apayao, bringing together youth leaders and participants from the seven municipalities of the province under the theme, “Youth Advancing Multilateral Cooperation through Technology and Partnerships.”

Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan served as Guest Speaker and delivered an insightful message on youth leadership and accountability. She emphasized that true leadership is demonstrated not merely through words or position, but through showing up, doing the work, and being accountable for one’s actions and responsibilities.

The three-day celebration will feature a series of activities designed to strengthen youth participation, leadership, community involvement, and preparedness.

On its second day, participants will undergo disaster response activities, including fire and earthquake drills and CPR demonstrations, complemented by traditional Filipino games.

The celebration will culminate on the third day with eco-wellness activities, including tree planting and a fun walk, followed by the SAYAWIT Talent Showcase and the official awarding ceremony.

Vice Governor Hon. Kyle Mariah Chelsea S. Bulut-Cunan served as Guest of Honor and Speaker as the Provincial Linggo ng Kabataan officially commenced through an opening program on August 12, 2026, at the Calanasan Sports and Cultural Center, Poblacion, Calanasan, Apayao.

In her inspirational message, Vice Governor Bulut-Cunan reflected on her own journey from being a young person from Calanasan with dreams and uncertainties to serving as Vice Governor of the Province. She encouraged the youth not to be discouraged by uncertainty, emphasizing that young people need not have their entire future figured out before taking the first step toward their aspirations.

She further emphasized that youth leadership must go beyond programs, certificates, and public recognition. According to her, genuine leadership is measured by the willingness to understand problems deeply before attempting to address them, underscoring the importance of responsible, informed, and purpose-driven youth participation in governance and community development.

Anchored on this year’s theme, Vice Governor Bulut-Cunan emphasized that geographical limitations should never hinder the aspirations and potential of Apayao’s youth. She underscored the importance of technology, education, partnerships, and strong values in enabling young people to participate meaningfully in a rapidly changing world.

The opening program was attended by provincial and municipal officials, Sangguniang Kabataan officials, youth leaders, and youth participants representing the seven municipalities of Apayao.

The Provincial Government of Apayao convened the Joint Provincial Development Council Meeting and Kapehan sa Kapitolyo on August 10, 2026, at the LMP Clubhouse, Luna, Apayao, presided over by Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan.

The meeting was attended by Congresswoman Eleanor C. Bulut-Begtang, Lady Representative of the Lone District of Apayao; members of the 11th Sangguniang Panlalawigan of Apayao; municipal mayors; provincial department heads; representatives of various national government agencies; and representatives of civil society organizations.

Among the matters taken up was the presentation of the proposed activities for the forthcoming 126th Philippine Civil Service Anniversary by Human Resource Management Officer Loyd Karl Rio Sion. Updates on local governance were likewise presented by DILG-Apayao Provincial Director Marleen Guerzon, together with sectoral updates from the Social Services, Peace and Order, Economic, and Development Administration sectors.

The respective reports and presentations were subjected to review and scrutiny by the members of the Council, during which pertinent issues, concerns, and matters requiring inter-agency coordination were raised and discussed.

The proceedings provided an avenue to address pertinent concerns, strengthen inter-agency coordination, and ensure responsive implementation of development programs and initiatives across the Province.

Apayao has lost one of its pioneers.

The Provincial Government of Apayao joins the family of Hon. Hoyt Joy Lacuesta, the first Vice Governor of Apayao, in mourning his passing.

We remember his years of service to the province and his place among the men and women who were there during Apayao’s early years.

Our sincere condolences to his family and loved ones.

Rest in peace, Hon. Lacuesta.

Balasi INF (GSC) (Philippine Army) Commanding Officer of the 98th Infantry Battalion, met with Governor Elias C. Bulut, Jr. and Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan for a coordination meeting on the post-State of Stable Internal Peace and Security (SIPS) situation within their respective areas of responsibility on August 07, 2026 at the Office of the Governor, Apayao Government Center, Luna, Apayao.

The meeting focused on the latest peace and security developments and strengthened coordination between the Provincial Government and the Philippine Army toward sustaining peace, stability, and public safety in Apayao.

Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan underscored the continuing value of education and lifelong learning during the ADAL Plus Graduation and Moving-Up Ceremonies held on August 7, 2026, at the BGV Jr. Memorial Sports Center in Luna, Apayao with the theme “Filipino Graduates: Prepared to Lead with Competence and Character.”

Addressing the 89 barangay officials and workers who completed their basic education through the Academic Development Through Alternative Learning Promoting Leadership, Upskilling and Sustainability for Barangay Officials (ADAL Plus) Program, Vice Governor Bulut-Cunan emphasized that education is a continuing journey, regardless of age, position, or circumstance.

The Vice Governor highlighted that learning never stops, particularly for public servants whose responsibilities require them to continually develop their knowledge, skills, and capacity to serve their communities.

Of the 89 completers, six (6) graduated from elementary, while 83 completed Junior High School through the Alternative Learning System (ALS).

Spearheaded by the Provincial Government of Apayao, in partnership with DepEd-CAR and the DILG Apayao Provincial Office, ADAL Plus provides barangay officials and workers an opportunity to pursue basic education while continuing to fulfill their duties in public service. The program likewise incorporates capacity-building in leadership, communication, project development, and information and communications technology.

The ceremony was attended by Apayao Representative Cong. Eleanor C. Bulut-Begtang, Governor Elias C. Bulut, Jr., DILG-CAR Assistant Regional Director Ruperto B. Maribbay, Jr., CESO IV, DILG Apayao Provincial Director Marleen Guerzon, DepEd Apayao Schools Division Superintendent Benedicta Gamatero, local chief executives, and other government officials.

The activity also featured the allocation of ₱200,000 to each of Apayao’s 138 barangays under the Bawat Barangay Makikinabang Program (BBMP), with ₱100,000 allocated for the Bagong Pilipinas Barangay Scholars Program and ₱100,000 for identified barangay development priorities, subject to applicable rules and regulations.

The 31st Apayao Corporate Existence Day Celebration formally came to a close with a Gala and Awards Night, an evening dedicated to celebrating the Province’s history, recognizing public service, and honoring leadership and excellence in government, held on August 05, 2026 at the BGVJR Memorial Gymnasium, Poblacion, Luna, Apayao.

The culminating activity was graced by Governor Elias C. Bulut, Jr.; Congresswoman Eleanor C. Bulut-Begtang; Vice Governor Kyle Mariah Chelsea S. Bulut-Cunan; Assistant Regional Director of NAPOLCOM-CAR Nathaniel Cayaba; incoming Provincial Director of NAPOLCOM-Apayao Atty. Joshua Tuguic; CSC-Apayao Provincial Director Ruthgail Balagso; and the Members of the 11th Sangguniang Panlalawigan of Apayao, together with provincial officials and employees.

In her message, Vice Governor Bulut-Cunan emphasized that Apayao’s history and development did not end with the province’s establishment as a corporate and political entity in 1995. She underscored that every completed project, public service rendered, community served, and challenge overcome constitutes part of the continuing story of Apayao.

The Vice Governor likewise recognized the collective contribution of the provincial workforce—including department heads, healthcare workers, permanent and job order employees, field personnel, drivers, utility workers, security personnel, and other government workers—emphasizing that the Province’s progress over the past 31 years is a product not only of elected leadership but also of generations of public servants who faithfully carried out their respective mandates in service of the Apayaoan people.

Meanwhile, ARD Nathaniel Cayaba and Provincial Director Ruthgail Balagso conveyed their support and appreciation for the Province’s continuing commitment to public service. Their messages highlighted the significance of being a Lingkod Bayan and the shared responsibility of government institutions and public servants in advancing responsive, accountable, and people-centered governance.

As part of the celebration, oath-taking ceremonies for newly appointed and promoted provincial government employees were conducted. The ceremony was followed by the Leadership Awards, recognizing provincial leaders whose dedication, performance, and commitment have contributed to the effective delivery of government services and the advancement of the Province of Apayao.

Adding distinction to the evening was the Parade of Style and Confidence, where provincial officials and employees showcased their attire infused with Isnag accents, highlighting Apayao’s cultural identity and heritage while fostering unity and pride among the provincial workforce.

Bulut-Cunan calls on PGA workforce to carry forward pioneers’ legacy

Vice Governor Kyle Mariah Chelsea Bulut-Cunan called on employees of the Provincial Government of Apayao to honor the province’s pioneers by carrying their work forward through dedicated public service.

Speaking during the 31st Corporate Existence Day celebration on August 5 at the BGV Jr. Memorial Gymnasium, Bulut-Cunan paid tribute to Elias K. Bulut, the pioneer employees, and elected officials who helped establish Apayao as a separate province and laid the groundwork for its development.

She said remembering their contributions must go beyond recounting the province’s history, as the present generation of public servants now carries the responsibility of writing its succeeding chapters.

“History did not stop in 1995. Every project we complete, every service we provide, every community we serve, and every challenge we overcome become part of the next chapter of Apayao’s story,” Bulut-Cunan said.

The Vice Governor also recognized the work of department heads, healthcare workers, permanent and job order employees, field personnel, drivers, utility workers, security personnel, and other members of the provincial workforce.

She said the progress Apayao has made over the past 31 years cannot be credited to elected officials alone, but to generations of government workers who have performed their respective duties for the province and its people.

Bulut-Cunan urged the present workforce to continue that responsibility, saying the legacy left by Apayao’s pioneers is best honored through the quality of service given to fellow yApayaos.
