LIGHTNING SAFETY ADVISORY
Situation:�A lightning-related fatality has been reported today during Typhoon Nando. Thunderstorms and lightning remain a threat while the storm is in the area.

Key Messages for the Public
1. When Thunder Roars, Go Indoors
* Immediately seek shelter in a safe building or fully enclosed vehicle when you hear thunder.
* Stay indoors until 30 minutes after the last thunder clap.
2. Avoid High-Risk Areas
* Do not stay under trees, powerlines, or near tall objects.
* Avoid open fields, beaches, hilltops, and isolated shelters.
* Stay away from metal objects (bikes, fences, farm tools).
3. Stay Safe Indoors
* Avoid contact with water (don’t take showers, wash dishes, or swim).
* Stay off corded phones, unplug appliances if possible.
* Keep away from windows and doors.
4. If Caught Outdoors and No Shelter is Available
* Crouch low with feet together, hands over ears — do not lie flat on the ground.
* Move away from groups — spread out by 15 meters to reduce multiple casualties.
5. What to Do if Someone is Struck
* Call emergency services immediately.
* Start CPR if unresponsive — victims of lightning can survive if resuscitated quickly.
* Move the victim to a safe area before giving first aid.

"Bridging the Gap: Gender Disparities in La Union’s Literacy Landscape"

In 2024, La Union emerged as the province with the highest Functional Literacy Rate (FLR) in Region 1, according to the Functional Literacy, Education and Mass Media Survey (FLEMMS) conducted by the Philippine Statistics Authority. The province recorded a functional literacy rate of 71.5%, surpassing not only its regional counterparts but also the national average of 70.8%. This reflects La Union’s relatively strong standing in terms of literacy and education.
However, a closer look at the data reveals a significant gender divide in the province’s literacy landscape. Women in La Union have a markedly higher functional literacy rate compared to men. Specifically, 77.1% of women in the province are functionally literate, while only 66.1% of men fall within the same category. This 11 percentage-point gap suggests that women in La Union are more likely to possess the essential skills in reading, writing, and numeracy that are necessary for effective daily communication and participation in society.
The reasons behind this divide may be multifaceted. It could be influenced by higher school participation or completion rates among females, targeted literacy programs, or shifting social norms that increasingly support female education. Regardless of the causes, the data underscores the need to address the educational gap experienced by men in the province.
While La Union’s performance is commendable within Region 1, it still falls behind provinces like neighboring Benguet, which recorded the highest functional literacy rate in the entire country at an impressive 87.9%. This comparison highlights the potential for further improvement in La Union, particularly in efforts to bridge the gender gap and raise the overall literacy rate.
In sum, La Union’s 2024 FLR figures reveal both progress and challenges. The province leads in regional literacy and exceeds national averages, but the marked gender disparity points to a critical area for policy and programmatic focus in the years ahead.

A Simple Celebration of Flavors: The 3rd Baddek ni Aring Festival Opens

The crisp December air carried the scent of rice cake as the 3rd Baddek ni Aring Festival officially opened its gates today, December 1st, 2024. Unlike previous years, this year's opening ceremony eschewed grand spectacles, opting instead for a heartwarming and intimate celebration focused on the heart of the festival: the Kankanen Culinary Contest. The simplicity was refreshing, allowing the true spirit of the event – community and culinary excellence – to shine through.

The ceremony took place in the central plaza, a space usually bustling with market activity during festivals, now transformed into a stage for the day’s events. A modest stage, with the boothd adorned with vibrant locally-sourced bougainvillea plants teeming with flowers was the focal point. Rhe usual program preliminaries was done. The festival song was launched. This was followed by a brief welcome address by the festival’s focal person, who spoke of the festival's growth and the importance of preserving the culinary heritage of the region. Her words were simple, direct, and infused with genuine warmth, resonating deeply with the assembled crowd.

The highlight of the opening ceremony, and indeed the day, was the unveiling of the Kankanen Culinary Contest. Unlike larger culinary competitions, this contest celebrated the simplicity and authenticity of Kankanen cuisine, a traditional style emphasizing local ingredients and time-honored recipes. This year's theme, "Flavors of Our Heritage," encouraged participants to showcase dishes that reflected the rich history and cultural identity of the region.

The judges, a panel of respected food critics from the region and beyond, were introduced to the excited murmurs of the crowd. Their presence added a layer of credibility to the competition, while their approachable demeanor reassured the contestants. The judges were Mr. Julius Manabat, Acting Provincial Tourism Officer,
Mr. Jason Hilario, a known social media influencer and food critic, Ms. Jennie Apilas, Provincial Nutrition Officer and Ms. Maricris Trillana,
their introductory remarks, emphasized their appreciation for the authenticity and artistry of Kankanen cuisine, highlighting the importance of preserving traditional recipes while also fostering innovation.

Instead of lengthy speeches, the ceremony included a symbolic act – the launching of the festival song : Baddek ni Aring sung by a representative from the younger generation. This act served as a powerful metaphor for the festival's aim to cultivate and nurture their culinary heritage for future generations. Baddek ni Aring also symbolizes resilience and growth, and it stands as a testament to the community’s commitment to preserving its traditions.

The culinary creativity of San Eugenio shone brightest at the awarding ceremony, earning them the grand prize for their innovative buyos dishes: savory balls, creamy pearl-adorned buyos, and a unique takoyaki-inspired buyos. Dulao's resplendent p**o recipe secured first runner-up, while Sta. Rita West's creative kutchinta ensemble claimed second runner-up honors.


The overall atmosphere was one of relaxed camaraderie, a stark contrast to the often-overwhelming scale of larger festivals. The success of the 3rd Baddek ni Aring Festival opening ceremony lay not in its grandeur, but in its authenticity and genuine celebration of community, culture, and the delicious flavors of Kankanen cuisine. The day's simple beginnings promised a rich and fulfilling culinary journey for all involved. The competition itself, which followed the ceremony, promised to be a vibrant showcase of the region’s unique culinary identity.
