On March 22, we celebrated World Water Day—a reminder that every drop of water matters. To protect the quality of our rivers, seas, and other water bodies, industries, commercial establishments, and similar entities are required to secure a Discharge Permit. Mangrove misplanting is rampant.

🇵🇭 The latest example comes from the Philippines.

For months, incredibly well-intentioned volunteers waded into the water, manually pressing hundreds of seedlings into the mud.

The intention was to protect their coastlines but their efforts failed.

And worst part? Their failure was predictable:

Lack of proper baseline studies,
site assessments and community input

Lead to the wrong choice
of planting sites

And even planting the wrong species
in the wrong zones

🌱 In this particular case, some planting took place on seagrass beds (which actively harms another vital ecosystem) and Rhizophoras planted where Sonneratia and Avicennia naturally grow.

A timely reminder that, restoration must of course be encouraged. But science cannot be ignored.

The Local Government Unit of Baclayon proudly joins the 40th International Coastal Cleanup. We extend our heartfelt gratitude to all our municipal officials, led by our Municipal Mayor Atty. A Alvin J Uy and the Sangguniang Bayan Members headed by Atty. Jodel Theodore Cabahug, as well as the heads of office and all LGU employees, for your unwavering support.

Special thanks to our MDRRM Office for their invaluable assistance in making this event possible. We also appreciate the support of our partner national agencies—DILG, PNP, BFP, and the PCG.

Our sincere appreciation goes out to all our stakeholders, including the academe, the religious sector, and all our barangays, headed by their respective barangay captains. Thank you for your dedication, volunteerism, and collective effort in preserving and protecting our coastal environment.

Grateful for the STRONG PARTNERSHIPS!

The Municipality of Baclayon extends its heartfelt appreciation to the Community Environment and Natural Resources Office (DENR-CENRO) for their invaluable technical assistance to our municipality. One of their key initiatives, the Coastal and Marine Ecosystems Management Program (CMEMP), addresses a wide range of coastal and marine concerns. Recognizing the importance of this effort, the LGU eagerly embraced their offer and, in partnership with the Bohol Provincial Environment Management Office (BPEMO)—particularly the Coastal Resource Management Division and the Solid Waste Management Division—conducted a comprehensive Ridge to Reef Assessment in Pamilacan Island.

Through our collaborative efforts with dedicated environment partners like you, Baclayon is one step closer toward developing effective programs and policies for environmental conservation, solid waste management and marine ecosystem protection. The data and insights gathered from this assessment will serve as a vital foundation for safeguarding Pamilacan Island’s natural heritage for generations to come.

We also wish to express our appreciation to the Barangay Officials, residents of Pamilacan, and local guides for their invaluable support and assistance throughout this endeavor. Your active participation and cooperation have been instrumental to the success of this undertaking.

Day 2 of the 3-Day Comprehensive Ridge to Reef Ecosystem Assessment and Monitoring Activity in Pamilacan Island 🏝️

Despite the impact of the Southwest Monsoon (Habagat) and Tropical Depression CRISING, which affected Pamilacan Island and led the Philippine Coast Guard to suspend all maritime activities, our team pressed on with our mission. With no marine activities allowed, we shifted our focus to assessing and mapping turtle nesting areas on the island. Hearing stories from local residents about witnessing hatchings of baby turtles was truly inspiring—highlighting the importance of community involvement.

This experience highlights the need for an Information and Education Campaign (IEC) to raise awareness among residents about turtle conservation and proper handling, especially in anticipation of future nesting seasons.

Inland assessments were equally fruitful. We examined the beaches and ridges, identifying several issues such as encroachments, solid waste management concerns, and other factors that could harm our marine ecosystem if left unaddressed.

In the afternoon, the PCG granted us permission to resume diving in areas with manageable wave conditions, particularly near the watchtower where sea turtles are often sighted. To ensure safety, we opted for shore entry. Our goal was to identify and map key areas, including entry and exit points for tourists during snorkeling and diving activities. Additionally, one team conducted a seagrass transect to assess the health and species diversity of seagrass beds.

Despite the weather, Day 2 was highly productive and filled with meaningful discoveries. We're grateful for the resilience of our team and the support of the community in advancing our conservation efforts.

🌿✨ Day 1 of the 3-Day Comprehensive Ridge-to-Reef Ecosystem Assessment & Monitoring Activity in Pamilacan Island! ✨🌿

LGU Baclayon, through the Office of the Municipal Environment and Natural Resources, is proud to conduct a 3-Day Comprehensive Ridge-to-Reef Ecosystem Assessment and Monitoring Activity on Pamilacan Island, in collaboration with DENR-CENRO and the Bohol Provincial Environment and Management Office.

As tourist arrivals continue to rise, the need for sustainable practices that strike a balance between ecological preservation and economic growth becomes even more urgent. This activity aims to gather vital data on both marine and inland environments—covering coral reefs, seagrass beds, MPAs, and inland areas such as solid waste management and easements. The insights gained will guide policy-making, resource management, and community engagement, ensuring the long-term health of Pamilacan’s rich ecosystems.

Additionally, this initiative will support the updating of the Municipal Ordinance on Dive Site Management, promoting responsible tourism and environmental stewardship on the island.

On our first day, we arrived on the island, held a meeting to organize divers and assign areas, paid a courtesy call to Barangay Captain Hon. Crispo Valeroso, and conducted monitoring and assessment at the designated dive site, Dakit-Dakit.

Strengthening our environmental enforcement! 🌱💪 LGU Baclayon, in partnership with BPEMO, successfully held a one-day refresher course for our ESWM enforcers at Alta Bohol Garden Resort. Led by expert resource persons, our team enhanced their skills to better implement RA 9003 and local SWM ordinances, ensuring a cleaner and greener Baclayon. Together, we continue to uphold our commitment to ecological solid waste management!
