A meaningful exchange of knowledge, experiences, and best practices took place as the Province of Kalinga conducted a benchmarking visit to the Province of Negros Occidental on August 26-27, 2026, focusing on treasury management and the development and management of economic enterprises.

The activity provided an opportunity to share strategies, systems, and innovations in revenue generation, treasury operations, financial management, and economic enterprise development, with the common goal of strengthening local government operations and improving the delivery of public services.

More than a benchmarking activity, this was a celebration of collaboration, learning, and partnership among local government professionals.

Through the open sharing of experiences and best practices, both provinces continue to discover new ideas and approaches that can contribute to more efficient, transparent, sustainable, and responsive governance.

We extend our sincere appreciation to our colleagues from the Province of Kalinga for choosing Negros Occidental as benchmarking partner.

The Provincial Treasurer’s Office, through Provincial Treasurer Atty. Amy Grace Ofamin Bolivar, held a consultative meeting with representatives from the Department of Agrarian Reform (DAR) Negros Occidental - North and South, and the Provincial Assessor’s Office last June 17, 2026 at the PTO Conference Room.

The discussion focused on CARP-covered properties, particularly concerns related to assessment and the collection of real property taxes. The meeting served as an avenue to strengthen coordination, address challenges, and work together toward improving collection efforts.

We look forward to more collaborative discussions and stronger partnerships ahead. Our sincere appreciation to DAR for their commitment and willingness to support this initiative.

Together, through cooperation and shared responsibility, we can achieve better public service.
