𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Rooted in Unity: DA-NIR SAAD Strengthens Farmers’ Organizations through Capability Building in La Castellana

Farming is not only about cultivating the land. For rural communities, building an organization that can work together, make sound decisions, and sustain its efforts is equally important. Recognizing this, the Department of Agriculture - Negros Island Region Special Area for Agricultural Development (DA-NIR SAAD) Program conducted a series of Capability Enhancement Trainings for farmer-beneficiaries across different barangays in La Castellana throughout July 2026.

The training series began on July 8 in Barangay Sag-ang, where 21 members of the Mandayao-Gomes Farmers and Workers Association (MAGOFAWA) participated in the session. This was followed by a training in Barangay Robles on July 10, attended by 29 farmers - 14 members of the Sitio Bungyod Agrarian Reform Beneficiaries Association (SOBARBA) and 15 members of the Hda. Agho Camandag Agrarian Reform Beneficiaries Association (HAGCARBA).

The series continued in Barangay Talaptap on July 17, with 17 members of the Mainuswagon na Association nga may Gabay nga Handum nga Ipadayun nga Maghimakas Agud Maangkon ang Kahilwayan sa Palangabuhi-an kag duta nga Aguman sang Taga Talaptap (MAGHIMAKASTA) taking part in the training. It concluded with back-to-back sessions in Barangay Lalagsan on July 23, involving 16 members of the Sitio Baclayon Barangay Lalagsan Farmers Association (SBBLFA), and Barangay Masulog on July 24, with 18 members of the Masulog Integrated Farmers and Farm Workers Association (MIFFWA).

Across the different sessions, Ms. Amy V. Parillo, Area Coordinator of DA-NIR SAAD, served as the primary resource speaker. The training was anchored on two key areas: Leadership and Organizational Strengthening and Values Formation. Through workshops and interactive activities, participants were encouraged to examine how leadership, participation, communication, and collective decision-making can contribute to stronger and more functional farmer organizations.

Beyond organizational skills, the Values Formation sessions created space for participants to reflect on their relationships with one another and on the deeper purpose of their associations. The discussions emphasized that an association is more than a group formed around a common project - it is also a community where members can support, understand, and work with one another toward shared goals.

With a total of 101 farmer-beneficiaries reached across six associations, the capability enhancement activities provided more than training sessions. They created opportunities for farmers to strengthen their organizations from within - by developing leadership, building trust, and reinforcing their sense of shared responsibility. Through these strengthened associations, the DA-NIR SAAD Program aims to help farmer-beneficiaries become more capable of managing their collective efforts and pursuing sustainable opportunities for their communities in La Castellana. # # #

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | DA-NIR Strengthens Livelihood Support Through Quality Inspection of SAAD Layer Chicken Project in Siquijor

Reinforcing its commitment to delivering quality agricultural interventions and ensuring that government resources reach intended beneficiaries in the best possible condition, the Department of Agriculture - Negros Island Region (DA-NIR) conducted a comprehensive inspection of the Ready-to-Lay (RTL) Chicken and Feeds distributed under the Special Area for Agricultural Development (SAAD) Program on July 21, 2026.

The inspection forms part of DA-NIR’s quality assurance and accountability mechanisms, aimed at verifying that all livestock interventions comply with program specifications before they are officially accepted and utilized by beneficiary associations. By conducting thorough inspections, the agency ensures that every intervention delivered under the SAAD Program contributes effectively to improving rural livelihoods and promoting sustainable agricultural enterprises.

The activity covered eight ( 8 ) farmers’ associations in Siquijor, each receiving three (3) sets of Ready-to-Lay (RTL) chickens along with 68 bags of poultry feeds to support the establishment of community-based egg production enterprises. These interventions are expected to provide beneficiary organizations with an additional and sustainable source of income while helping improve household food security within their respective communities.

Leading the inspection were Ms. Agnes Guanella M. Cafe, Agricultural Program Coordinating Officer (APCO) Siquijor, and Ms. Margrette Magsanay, Alternate Center Chief of the DA - Siquijor Research and Development Center (SRDC), together with members of the Inspectorate Team. The team carefully evaluated the condition of the RTL chickens, verified the quantity and quality of the feeds delivered, and ensured that all items conformed to the technical specifications and procurement requirements set under the SAAD Program.

Beyond ensuring compliance, the inspection also reflects the agency’s commitment to responsible stewardship of public funds. By validating the quality of every intervention prior to turnover, DA-NIR helps safeguard the investments made by the government while ensuring that beneficiaries receive complete, functional, and high-quality agricultural inputs capable of generating long-term economic benefits.

The Ready-to-Lay Chicken Project is one of the livelihood interventions under the SAAD Program designed to assist marginalized farming communities in developing resilient and income-generating enterprises. Through poultry production, beneficiaries are provided with an opportunity to diversify their sources of income, improve local egg production, and contribute to food availability within their communities.

As the SAAD Program continues to expand its interventions across the Negros Island Region, DA-NIR remains steadfast in upholding the principles of transparency, accountability, and quality service delivery. 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐅𝐞𝐚𝐭𝐮𝐫𝐞 | Finding her voice through farming: Annaliza’s SAAD journey

Every morning, Annaliza Sualog starts her day by collecting freshly laid eggs and tending to their poultry farm. For many, these are ordinary farm tasks. For Annaliza, they represent the opportunity to provide for her family and build a better future.

Born with a cleft palate that resulted in a speech impairment, Annaliza has faced many challenges throughout her life. Despite these, she never allowed her disability to define what she could achieve. Instead, she continued working hard and remained determined to improve her family's situation.

As a member of the Minahan Hog Raiser Association, Annaliza benefited from the Department of Agriculture – Negros Island Region Special Area for Agricultural Development (DA-NIR SAAD) Program. Through the association's chicken layer livelihood project, she became actively involved in managing the enterprise and helping sustain its operations.

The income generated from selling eggs and vegetables has helped support her family's daily needs. It has enabled her and her husband to provide food on the table, pay household expenses, and send their four children to school. Their livelihood has also given them a more stable source of income and greater confidence in facing everyday challenges.

For Annaliza, the assistance from the SAAD Program has been more than financial support. It has given her the chance to become self-reliant, contribute to her family's well-being, and show that disability is not a barrier to living a productive and meaningful life.

Today, Annaliza continues to work with dedication, proving that with perseverance, support, and opportunity, anyone can overcome life's challenges and create a better future for their family.

Her journey, however, was not always easy.

Growing up with a speech impairment, Annaliza often experienced discrimination and derogatory remarks by people who judged her because of the way she spoke. The hurtful remarks affected her, but she refused to let them stop her from living a meaningful life. Instead, she accepted her condition and focused on what she could do rather than on what others said about her.

Over the years, Annaliza gained the confidence to interact with customers and fellow association members. Her kindness, honesty, and hard work earned the trust of people in their community. Many became regular buyers of the fresh eggs and vegetables she helped produce, proving that character and dedication matter more than physical limitations.

She also found strength in the support of her family and fellow members of the Minahan Hog Raiser Association. Their encouragement helped her become more confident and motivated to continue working, not only for her family but also for the success of their association.

As the country observes National Disability Rights Week, Annaliza's story serves as a reminder that persons with disabilities have the same ability to contribute, succeed, and inspire others when given equal opportunities and support. Her journey shows that resilience, determination, and acceptance can overcome the challenges brought by discrimination and self-doubt.

For those facing similar struggles, Annaliza shared a simple yet heartfelt message:
"Huwag mong ikahiya kung ano ang meron ka. Magpatuloy ka lang sa buhay, tanggapin mo ang sarili mo, at ipagmalaki kung sino ka."

(Do not be ashamed of what you have. Keep moving forward, accept yourself, and be proud of who you are.)

Today, Annaliza continues to work with hope and determination. Through her story, she reminds others that a person's true value is not defined by a disability but by the courage to keep moving forward and make a difference in the lives of others. # # #

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | DA-SAAD Strengthens Cattle Production in Negros Oriental Through Livestock Input Distribution

The Department of Agriculture – Special Area for Agricultural Development (DA-SAAD) Program Negros Island Region distributed livestock production inputs to two farmers’ associations in San Jose, Negros Oriental on July 9, 2026, reinforcing its commitment to improving cattle production and increasing farmers’ income through sustainable livelihood interventions.

Held at the San Jose Gymnasium, the distribution benefited the Barangay Basak Farmers Association and the Janay-janay Farmers Association under the program’s Food Production and Livelihood (FPL) Project.

A total of 556 bags of Cattle Grower Concentrate feeds, 600 bags of pollard feeds, and 11 boxes of mineral block salt were turned over to the two associations. Each organization received 278 bags of Cattle Grower Concentrate feeds, 300 bags of pollard feeds, while the Barangay Basak Farmers Association received five boxes of mineral block salt and the Janay-janay Farmers Association received six boxes.

The livestock inputs are expected to improve cattle nutrition, enhance animal health and productivity, reduce production costs, and contribute to higher income for farmer-beneficiaries. The provision of quality feeds and mineral supplements also supports the associations in sustaining and expanding their livestock production activities.

Through the DA-SAAD Program, the Department of Agriculture continues to provide targeted interventions that empower marginalized farming communities by strengthening their livelihood opportunities and improving agricultural productivity. The initiative forms part of the agency’s continuing efforts to promote food security, increase farmers’ resilience, and support sustainable rural development across the Negros Island Region. # # #

‎𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | DA-SAAD Rolls Out Layer Chicken Project to Strengthen Livelihoods and Food Security in Negros Island Region

The Department of Agriculture - Negros Island Region Special Area for Agricultural Development Program has commenced the implementation of its Layer Chicken Project under the Fiscal Year (FY) 2026 program, reaffirming its commitment to improving rural livelihoods and enhancing food security among marginalized farming communities.

As part of the project’s initial rollout, the DA-SAAD Program is facilitating the delivery and installation of battery cages for layer chicken production. The intervention aims to establish efficient and sustainable egg production systems that will provide farmer-beneficiaries with a reliable source of income while contributing to the region’s local food supply.

The project will benefit selected farmers’ associations in Negros Occidental and Siquijor, equipping them with appropriate poultry production facilities to improve farm management, enhance biosecurity, promote better animal welfare, and increase egg productivity. The use of modern battery cages is expected to reduce feed wastage, improve sanitation practices, and maximize production efficiency, enabling beneficiaries to operate more sustainable poultry enterprises.

Beyond the provision of infrastructure, the DA-SAAD Program integrates capability-building activities, technical assistance, and continuous monitoring to ensure the successful implementation and long-term sustainability of the project. Through these interventions, beneficiaries are empowered to strengthen their livelihood, increase household income, and transition toward more resilient and market-oriented agricultural enterprises.

The Layer Chicken Project forms part of the DA-SAAD Program’s continuing efforts to uplift underserved farming communities through inclusive agricultural development. 𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | DA-SAAD NIR Phase 2 Strengthens Siquijor Poultry Livelihoods through Initial Feed Distribution

In support of sustainable poultry production and improved rural livelihoods, the Department of Agriculture - Negros Island Region (DA-NIR), through its Special Area for Agricultural Development (SAAD) Program Phase 2, successfully conducted the first batch of feed distribution for poultry beneficiaries across Siquijor from June 30 to July 1, 2026.

The two-day distribution activity covered eight farmer associations from four municipalities in the province, specifically in Barangays Can-asagan and Cangmunag in San Juan; Barangays Bintangan and Ponong in Larena; Barangays Olang and Cabal-asan in Maria; and Barangays Pari-an and Balolong in Enrique Villanueva.

The activity was led by Agricultural Program Coordinating Officer (APCO) for Siquijor Agnes Guanella M. Cafe, with the assistance of Provincial Coordinator Bryan M. Capunong and Area Coordinator Bernadette P. Camilo, ensuring the timely and orderly distribution of agricultural inputs to the beneficiaries.

A total of eight farmers’ associations received poultry feeds under the intervention, namely the Can-asagan Rural Improvement Club, Purok Sudlon Farmers Association, Bintangan El Paraiso Association, Ponong Farmers and Women’s Association, Pari-an Small Coconut Farmers Organization, Balolong Livelihood Association, Orchid Rural Improvement Club, and the Olang Women’s Association.

Each association received five bags of chicken developer feed crumble and 63 bags of high-yield layer feed crumble to support the nutritional requirements of their layer chickens during various stages of production. The intervention aims to ensure healthy flock development, maintain consistent egg production, and improve the overall productivity of the beneficiaries’ poultry enterprises.

Implemented in close coordination with the Provincial Agricultural Technology Coordinating Office (PATCO) - Siquijor, the feed distribution forms part of the DA-SAAD Program’s continuing efforts to strengthen community-based agricultural enterprises and improve the economic resilience of marginalized farming communities.

By providing timely production inputs, the DA-SAAD Program Phase 2 enables farmer-beneficiaries to sustain their poultry operations, enhance local egg production, and create additional income opportunities while contributing to food security and rural development in the province of Siquijor. # # #
