‎In the heart of the “Livestock Capital” of Negros Occidental, the commitment to uplift local farmers took a meaningful step forward as the Department of Agriculture - Special Area for Agricultural Development Negros Island Region (DA-SAAD NIR) conducted its Phase 2 orientation on March 18, 2026, in Moises Padilla. The activity gathered chairpersons of various Farmers’ Associations, representatives from the Municipal Agriculture Office, and DA-SAAD NIR personnel, fostering a collaborative environment focused on empowering the town’s most underserved farming communities.

‎True to its name - SAAD, meaning “promise” in Bisaya - the program continues to deliver on its mission of providing sustainable and inclusive support. Eliezar G. Villar, Regional SAAD Assistant Alternate Focal Person, presented a comprehensive yet accessible overview of Phase 2, clearly outlining its goals, processes, and expected outcomes. Emphasizing a shift from short-term assistance to long-term development, he introduced a structured approach that guides farmer groups from social preparation to enterprise development and market linkage - ultimately aiming to build self-reliant and resilient agricultural communities.

‎The orientation also became a venue for meaningful dialogue, where leaders of Farmers’ Associations openly shared the realities they face, from limited resources to fluctuating market conditions. These concerns were met with practical solutions and clear guidance, reinforcing trust and encouraging active participation. As the session concluded, a renewed sense of optimism filled the room.
