A fruitful afternoon meeting of 𝗣𝗔𝗡𝗚𝗚𝗔𝗦 𝗡𝗲𝘁𝘄𝗼𝗿𝗸, composed of 𝗖𝗮𝗿𝗶𝘁𝗮𝘀 𝗕𝗮𝗰𝗼𝗹𝗼𝗱 𝗦𝗼𝗰𝗶𝗮𝗹 𝗔𝗰𝘁𝗶𝗼𝗻 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗰. of the Diocese of Bacolod and its member schools, together with 𝗛𝗼𝗻. 𝗘𝘂𝗴𝗲𝗻𝗶𝗼 𝗝𝗼𝘀𝗲 "𝗕𝗼𝗻𝗴" 𝗟𝗮𝗰𝘀𝗼𝗻, Governor of Negros Occidental.

Representing Caritas Bacolod was Director, 𝙍𝙚𝙫. 𝙁𝙧. 𝙅𝙪𝙡𝙞𝙪𝙨 𝙄. 𝙀𝙨𝙥𝙞𝙣𝙤𝙨𝙖, together with the Caritas Bacolod staff and volunteer. Also present were 𝙎𝙧. 𝙈𝙖𝙪𝙧𝙚𝙚𝙣 𝘾𝙖𝙧𝙞𝙖𝙜𝙖, 𝙊𝙎𝘽, Directress of 𝗦𝘁. 𝗦𝗰𝗵𝗼𝗹𝗮𝘀𝘁𝗶𝗰𝗮'𝘀 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 𝗕𝗮𝗰𝗼𝗹𝗼𝗱 with her staff and coordinators, as well as representatives from 𝗦𝘁. 𝗝𝗼𝘀𝗲𝗽𝗵 𝗦𝗰𝗵𝗼𝗼𝗹 – 𝗟𝗮 𝗦𝗮𝗹𝗹𝗲 and the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗼𝗳 𝗦𝘁. 𝗟𝗮 𝗦𝗮𝗹𝗹𝗲.

Today, I personally informed Mayor Greg Gasataya that Victorias City is withdrawing its request to dispose residual waste at the Bacolod sanitary landfill. I have also sent a letter formalizing this withdrawal. Ako ang nagpangayo sini, kag ako man ang nagabawi.

I made that request for a simple reason. For many years, Victorias disposed of its residual waste through a partnership with a neighboring LGU. That arrangement recently ended, and we needed a legal and safe alternative while our own facility is being completed. The DILG itself recognizes that it is not economical for every LGU to build and operate its own sanitary landfill. This is why RA 9003 encourages LGUs to share facilities, the same principle behind the provincial landfill in La Castellana. Our request to the City of Bacolod was legal, transparent, temporary, and paid for. The documents set a ceiling of 30 cubic meters a month, but the actual plan was one mid-sized compactor truck, around ten cubic meters. Victorias’ entire month of residual waste is less than what the Felisa landfill receives in a single hour of a single day.

So why withdraw it? Nabatian ko ang tingog sang mga Bacolodnon, labi na gid ang mga pumuluyo sang Barangay Felisa. Ila ina nga lugar, kag may kinamatarung sila nga ipabutyag ang ila kabalaka. Our request was legal and small, but I will not allow it to become a source of conflict between two cities that have long been like brothers. Mas importante sa akon ang relasyon sang Victorias kag Bacolod sang sa bisan ano nga kahapusan.

Victorias will stand on its own. Garbage collection across the city will continue without interruption, and we are fast-tracking the completion of our own sanitary landfill, targeted to be operational by the year 2027.

To Mayor Greg and the Bacolod Solid Waste Management Board, salamat gid for your openness to help a fellow LGU. To the Sangguniang Panlungsod of Bacolod, we fully respect your process. And to our CENRO and city staff, who did their work properly and according to law, thank you.

Sa akon mga kasimanwa nga Victoriasanon: ang aton pinakamaayo nga sabat sa sini nga isyu indi away, kundi aksyon. Magsegregate kita sa aton mga balay. Kada kilo nga aton ma-recycle ukon ma-compost, ginagamay naton ang basura nga kinahanglan itambak. Kaya ini sang tanan na Victoriasanon.
