Beloria Jr is not just an advocacy of their household, but the Belorias’ way of life. Growing up, Atty. Cesar Jr, or known to his neighborhood as Toto Cesar, witnessed how his father, Atty. Cesar L. Beloria, a retired prosecutor, and mother, Felicidad, opened their home to whoever in need. Such has so much influence to each of his siblings, especially to Toto Cesar who decided to bring his service

to a greater venue in order to accommodate not just a few but each and every Bacoleño, specifically giving importance to the passing of the Code of Discipline- the Anti- Ningas Cogon Ordinance which would codify, and revise if necessary, existing ordinances imposing discipline for effective implementation so to bring back orderliness in the streets and in the lives of the people. He also intends to focus on legislating Human Development and promote, among others, the neglected public service. Beloria Jr once served as a Legal Officer of the city of Bacolod, Talisay City, Negros Occidental, and the Municipality of Don Salvador Benedicto, Negros Occidental, with specific assignments on law enforcement, case and administrative review, asset recovery and management, and other legal and regulatory works. He was also the Technical Assistant of the Office of Bacolod City Vice-Mayor Elcid Familiaran and the Office of the late city Councilor Atty. Lyndon Caña. Prior becoming a lawyer, he had served Brgy. Villamonte, Bacolod City as the Barangay Secretary and as one of the members of the Lupong Tagapamayapa. He was also a member of the academe when he taught law and economics courses such as Taxation, Obligations & Contracts, and Tourism Laws, and History, Philippine Constitution, Economics, and Sociology at VMA Global College, Bacolod City and Colegio San Agustin - Bacolod City. All these experiences prepared him to throw his hat in Bacolod City Council this May 2022 election. The life of Atty. Beloria Jr is a testimony of multiple chances and a manifestation of how much power there is from the love of a family. Because of these, at his 17th, he passed the Philippine Educational Placement Test which qualified him to enroll for his bachelors degree in Economics at the Colegio San Agustin Bacolod and cope with the lost years in high school. He then took his unfinished Graduate Studies in Religious Education at Maranatha Graduate School before he enrolled and finished his Bachelor of Laws at the University of St. La Salle Bacolod. Part of his public service programs include his social media free legal service program (Legally Yours PH) and radio program in RADYO BANDERA 103.9 (Legally Yours, Kabandera), and RMN -DYHB (Experto Legal). He was also a co-anchor of AKSYON RADYO BACOLOD (Aksyon Legal) and DYRL ABYAN RADYO BACOLOD (Serbisyo Legal). He also served as lecturer and speaker on PHILIPPINE CONSTITUTION AWARENESS, ELECTION LAWS and RELATED REGULATIONS, BARANGAY JUSTICE SYSTEM, STUDENT GOVERNANCE, and YOUTH EMPOWERMENT. He had served, and is still serving as PRO BONO COUNSEL for the urban poor, other disadvantaged and underprivileged sectors, and victims of injustices. To date, he has served at least 500 families in Bacolod City and other parts of Negros Occidental. He is able to do all these as he is married to a wife who believed from the very start that Atty. Beloria Jr belongs to the universe and is fated to SERVE THE PEOPLE.

UPDATE: ICC CONFIRMATION OF CHARGES HEARING VS. FORMER PRESIDENT RODRIGO DUTERTE (Day 1)

Today, February 23, 2026, the International Criminal Court in The Hague formally opened the confirmation of charges hearing against former President Rodrigo Duterte.

Let me clarify at the outset: this is not yet a trial.

What happened today was the start of a four-day hearing where ICC judges will determine whether there is enough evidence for the case to proceed to a full trial.

Former President Duterte did not personally attend the hearing. His lawyers asked that he be excused from appearing, and the court allowed it.

The prosecution presented its opening arguments and summarized the evidence they intend to rely on. They claim that the anti-drug campaign involved widespread killings that qualify as crimes against humanity under international law.

On the other hand, the defense is challenging the prosecution’s evidence and the manner in which certain information was disclosed. As expected, the former President continues to deny any wrongdoing.

No decision was made today on guilt or innocence.

The judges are only asking one question at this stage: "Is there sufficient evidence to move forward to trial?"

After the hearing concludes, the judges are expected to issue a written ruling within about 60 days.

EXPLAINER FOR EVERYONE

Many are confused about what this stage means. Let me simplify it.

This is similar to a preliminary determination. The court is not yet deciding whether the accused is guilty. The court is only deciding whether the evidence is strong enough to justify a full trial.

The standard used by the ICC at this stage is called “substantial grounds to believe.” That is lower than proof beyond reasonable doubt, which is required for conviction.

If the charges are confirmed, the case proceeds to trial.
If they are not confirmed, the case may be dismissed or returned for further evidence.

At this point, the presumption of innocence still applies.

This is a significant legal development, but it is only one step in a long process.
