: The Department of Agrarian Reform Regional Office Negros Island Region (DARRO NIR), through the Land Tenure Improvement Division (LTID), is leading the Creation of the Regional Organizational Inter-Agency Agrarian Reform Law Enforcement Program and Action Planning today, August 20, 2026, at Roy’s Hotel and Convention Center, Bacolod City.

The activity brings together DAR regional and provincial offices, DILG-NIR, Police Regional Office-NIR, and the Armed Forces of the Philippines, through the 302nd and 303rd Infantry Brigades, to strengthen coordination in enforcing agrarian reform laws and implementing CARP.

Discussions covered Joint DAR-DILG-DND Memorandum Circular No. 05, Series of 2002, which outlines the agencies’ roles and responsibilities in law enforcement. The activity also seeks to institutionalize the Regional Organizational Inter-Agency Agrarian Reform Law Enforcement Program and establish the Regional Inter-Agency Committee on the Law Enforcement of Agrarian Reform to support regular coordination, information-sharing, and joint action on agrarian concerns.

Through this initiative, DAR NIR and its partner agencies aim to ensure timely and coordinated action on issues affecting agrarian reform. This will help protect the rights and welfare of agrarian reform beneficiaries (ARBs) and support the peaceful and effective implementation of agrarian reform programs across the Negros Island Region.

In line with the implementation of Project SPLIT (Support to Parcelization of Lands for Individual Titlimg), the Department of Agrarian Reform Negros Island Region (DAR NIR) is conducting the Performance Assessment of Survey by Administration and Survey by Contract (2025-A and 2025-B) for CY 2026 on August 17-18, 2026, at Roy’s Hotel and Convention Center in Bacolod City.

The two-day activity brings together officials and personnel of the DAR NIR Regional Office, headed by Regional Director Lucrecia S. Taberna, together with the teams from Negros Occidental and Negros Oriental Provincial Offices, led by their respective Provincial Project Managers, to assess the progress of land survey activities and address implementation concerns across the region.

The activity provides a venue for the teams to present detailed status updates on their assigned landholdings and account for accomplishments, and pending deliverables. Discussions cover key survey milestones, including Lot Data Computation (LDC), Field Work Completed (FWC), Survey Returns (SRs), and Approved Subdivision Plans (ASPs), among others. The teams also identify Problems, Issues, Needs, and Concerns (PINCs) that may affect the timely completion of survey activities and subsequent titling.

Through this comprehensive assessment, DAR NIR aims to evaluate, validate, and align actual survey performance, field accomplishments, and pending deliverables with CY 2026 targets. The activity will also help the Region establish concrete catch-up plans and policy directives to address gaps, accelerate Land Registration Authority (LRA) approval, and facilitate individual titling.

More than a performance check, the assessment strengthens DAR NIR’s commitment to resolving bottlenecks, accelerating land survey processes, and ensuring that agrarian reform beneficiaries move closer to securing individual titles to their land.

ADVISORY: Temporary Work Schedule Adjustment

To all officials, employees, and valued clients of the Department of Agrarian Reform (DAR) - Negros Island Region, including DAR Negros Occidental 1, DAR Negros Occidental 2, DAR Negros Oriental, and DAR Siquijor:

In view of the upcoming holiday on August 21, our offices will temporarily revert to a standard 8-hour work schedule from August 17 to 20, 2026.

Our regular compressed workweek will resume on Monday, August 24, 2026.

We remain fully committed to maintaining our productivity, professionalism, and responsiveness as we continue to serve our agrarian reform beneficiaries and the public.

Lastimoso, conducts its Midyear Assessment for CY 2026 from August 12-13 at Roy’s Hotel and Convention Center — a venue to review how the division has been ensuring the effective and efficient delivery of agrarian justice for Agrarian Reform Beneficiaries (ARBs), including the handling and resolution of Agrarian Law Implementation (ALI) cases and other legal services.

Earlier today, DAR NIR Land Tenure Improvement Division (LTID), together with the Central Project Management Office (CPMO) representatives, held a Market Sounding on the Procurement of Subdivision Survey of Collective CLOAs 2026‑A, B, and C under Project SPLIT (Support to Parcelization of Lands for Individual Titling) and Orientation on NGPA–World Bank Harmonized Procurement Bidding Documents (PBDs) at Roy’s Hotel and Convention Center, Bacolod City.

The discussion included harmonized procurement principles, eligibility and participation requirements, bid evaluation and award criteria, value‑for‑money and fit‑for‑purpose procurement, environmental and social safeguards, fraud and corruption provisions, digital procurement processes, contract implementation obligations, and procurement timelines and compliance requirements.

The activity aims to strengthen procurement readiness and ensure clearer, more transparent processes for subdivision survey engagements under Project SPLIT.
