SIGNIFICANT DROP OF 23.26% IN SHOOTING INCIDENTS UNDER SAFER CITIES PROGRAM

The Police Regional Office Negros Island Region recorded a significant 23.26% decrease in shooting incidents during the implementation of the Safer Cities Program (SCP), reflecting the impact of stronger police visibility, proactive interventions, and closer police-community cooperation in keeping communities safe.

Comparative data covering the 43-day period of SCP implementation from April 6 to May 18, 2026, showed that PRO NIR recorded 33 shooting incidents, down from 43 incidents during the preceding 43-day period from February 22 to April 5, 2026. This translates to 10 fewer shooting incidents, equivalent to a 23.26 percent reduction.

The Safer Cities initiative has reinforced the region’s approach to public safety by bringing police services closer to the people and strengthening the ability of police units to identify and address potential security concerns before they escalate.

More than just a reduction in numbers, the improvement represents the collective effort of police personnel, local government units, community leaders, and residents working together to keep communities safe. It also demonstrates the value of sustained police visibility, timely response, intelligence-driven operations, and active community engagement.

β€œThe reduction in shooting incidents is more than just a positive figure. Behind these numbers are communities that experienced fewer violent incidents, families that were spared from fear, and lives that may have been protected. This achievement reflects the hard work of our personnel and the cooperation of our communities and partners. However, we will not be complacent. We will continue to strengthen police visibility, act on reliable information, respond swiftly to threats, and work closely with our stakeholders to prevent violence and protect lives,” said PBGEN ROMANO V. CARDIΓ‘O, Regional Director, PRO NIR.

The gains achieved under the Safer Cities Program inspire PRO NIR to push further in delivering preventive, responsive, and people-centered policing. With sustained police visibility, intelligence-driven operations, timely response, and stronger community partnerships, PRO NIR remains steadfast in its mission to protect lives, preserve peace, and make every community across Negros Island safer.

As part of this commitment, PRO NIR encourages the public to actively partner with the police by calling SAFE NIR DIAL 911 whenever immediate police assistance is needed or when information may help prevent crime and violence. Every call, every report, and every shared concern can make a difference. WHEN PEOPLE FINALLY START CALLING
THE POLICE

A police emergency hotline is only as effective as the public's willingness to use it.

For years, many hotlines existed, but too often they remained underutilized because people doubted whether help would arrive.

That appears to be changing in the Negros Island Region.

Under the leadership of PBGen. Romano CardiΓ±o, the intensified implementation of SAFE NIR Dial 911 has produced results that go beyond impressive statistics.

Before its launch, PRO NIR received only 21 emergency calls from January to May 2026, resulting in just two arrests.

After the campaign began in June, emergency calls surged to 214, followed by 261 in July. More importantly, arrests increased to 13 in June and 28 in July.

Some may interpret the increase in calls as a sign that more incidents are occurring. The numbers tell a different story.

They show that more people now know where to seek help and, more importantly, believe the police will respond.

That growing confidence is one of the clearest indicators of effective policing.

The public's trust is further reflected in the customer satisfaction survey.

Since July 1, a total of 215 callers expressed satisfaction with the service, with no dissatisfied responses and only five neutral ratings.

Even more encouraging, only two prank calls were recorded, suggesting that citizens are using the hotline responsibly.

These achievements are the result of sustained public information campaigns, stronger coordination with partner agencies, better-trained personnel and a leadership that understands that accessibility is just as important as enforcement.

PBGen. CardiΓ±o recognized that an emergency hotline cannot protect the public if people are unaware of it or lack confidence in it.

SAFE NIR Dial 911 is proving that effective policing begins with communication.

When people trust the police enough to make that emergency call, officers receive timely information, respond faster, arrest offenders and make communities safer.

The true success of SAFE NIR Dial 911 is not quantified by the number of calls received, but by the confidence it has restored between the police and the people they serve.
