The Department of Agrarian Reform Negros Occidental 2 through its Program Beneficiaries Development Division (PBDD) is conducting a review and updating of the ALBAPA Agrarian Reform Community (ARC) Development Plan at Barangay Bayabas, Valladolid. ALBAPA Agrarian Reform Community is situated in the Municipality of Valladolid and is composed of three barangays namely Barangay Alijis, Bayabas, and Pacol.

Agrarian Reform Program Technologist (ARPT) Diane Grace O. Flores is conducting the activity with the assistance of PBDD personnel ARPT Kristine Mae Esteves and ARPT Joenarie S. Ramoran of DARMO Valladolid. In attendance as well are the barangay officials headed by Brgy. Captain Susan E. Mapa, barangay health workers, agrarian reform beneficiaries and cooperative members.

The same activity was conducted last August 19, 2022, at Brgy. Alijis, the central barangay of ALBAPA ARC. The PBDD will also facilitate ARC updating at Barangay Pacol on August 31, 2022.

The Bacong Gustilo Farmers Association (BGFA) visited the Philippine Carabao Center (PCC) at La Granja La Carlota City for experiential learning under the Sustainable Livelihood Support to Disaster Affected Areas Project of the Department. The participants were able to see the different breeds of Carabao and witnessed the milking process.

As pointed out during their last training, the field visit is a unique and once-in-a-lifetime opportunity for farmers. They will not only gain knowledge but also gain hands-on experience in the milking process, post-processing of milk and dairy products, and other activities of PCC.

One of the PCC's staff shared and talked about his daily activities as a dairy farmer and how the carabao program has helped them improve their way of living. The Center Director of the Philippine Carabao Center: Ma’am Eva C. Rom also added that their agency provides free of charge - technical assistance and allowance, to the farmers who are willing to be trained in the areas of artificial insemination, dairy production, and processing.

Chairman Ismael Taguligan expressed his gratitude to the Philippine Carabao Center for sparing the time in sharing their knowledge and expertise in dairy production with our Agrarian Reform Beneficiaries.

The Program Beneficiaries Development Division (PBDD) under the supervision of CARPO Edna M. Villaruel, conducted the Agrarian Reform Community (ARC) Development Plan Review and Updating at Brgy. Tuguis, Hinigaran last August 10, 2022. In attendance were the barangay officials, agrarian reform beneficiaries (ARBs), barangay health workers, PBDD facilitators and DARMO- Hinigaran personnel. During the activity, the participants reviewed the development plan and identified issues that need to be addressed under the key components of ARCDP namely organizational development, agricultural development, physical infrastructure, basic social services, gender and development, and land tenure improvement. Data gathered during the activity will be consolidated and packaged for the final presentation and pledging session with the concerned local government unit and government agencies. Before the activity concluded, Barangay Captain Adriano L. Eulatic expressed his appreciation to the DAR Provincial Office and DARMO Hinigaran for a successful and effective group discussion.

The combined forces of DARMO Kabankalan C represented by Norman Rhys Israel and PBDD staff Allan Mark Labrador and Rommel Peralta successfully conducted the Records Management training for Tampalon Rainfed Upland Farmers Association (TRUFA) in Brgy. Tampalon, Kabankalan City.

The training will help the participants understand the concept of records and documents and the need to keep them.
Likewise, record management training will help them properly administer their records from creation, storage, safekeeping and retention, identification, circulation, and up to disposal. The importance of keeping records and information in order and organizing them for easy retrieval for future use or reference was also discussed.

Overall, the activities involved in records management were explained and the organization was advised to set up a system of administration and disposition of records, as well as how to secure them through preventive and protective measures.

The 23 participants who attended were the Board of Directors, Bookkeeper, Manager, Storekeeper, and some of the members.
When asked about their feedback on the training, the Chairman, Mr.Reyme Ruales said "Naga pasalamat gid kami sa DAR sa sini nga training nga magamit gid namon sa amon organisasyon, especially sa gin grant nga livelihood sa amon sang DOLE".

The two-day training was concluded on August 12, 2022.

AGRARIAN REFORM BENEFICIARIES ORGANIZATION (ARBO) OF KABANKALAN CITY RECEIVED FARM machinery, INPUTS, AND TOOLS FROM DAR AS PART OF THE MAJOR CROP BASED BLOCK FARM PROJECT IMPLEMENTATION.

Victory Hills Farmers Association (VHFA) is the beneficiary of the Major Crop Based Block Farm Project for C.Y. 2022. The assistance is primarily focused on the provisions of technical and capacity development training, farm inputs and tools, and farm machinery.
The total project cost is P1,080,000.00 and partially delivered as of this writing are one (1) unit of Power Tiller, one (1) unit of Rice Thresher, fertilizers, vegetable seeds, and farm tools. To complete the delivery, two (2) water buffaloes and twenty-five (25) sacks of rice seeds will soon be delivered.

The personnel of the 94th Infantry Battalion of the Philippine Army, an active partner of the Department in implementing the project, are also present during the delivery.

Department of Agrarian Reform Negros Occidental 2 conducted Agrarian Reform Community (ARC) Development Plan Review and Updating at Barangay General Malvar, Pontevedra. The activity was conducted by Program Beneficiaries Development Division (PBDD) led by Agrarian Reform Program Officer (ARPO 1) Lalena M. Montellibano and Agrarian Reform Program Technologist (ARPT) Rommel T. Peralta. It was also participated by barangay officials, midwives, barangay health workers, and agricultural cooperative representatives.

The activity re-assessed and updated the development interventions in ARC which focuses on agricultural development, physical infrastructure, basic social services, organizational development, gender and development, and land tenure improvement.

Data and inputs gathered during the activity will be consolidated and packaged for the final presentation and pledging session with the concerned local government unit and government agencies.

An ARBO Organizing activity was conducted on Forty (40) ARBs from three different landholdings from Sitios Lublub, Kimpo, and Garilao Brgy. Paticui, Hinigaran on August 4, 2022.
This was made possible thru the effort of DARMO Hinigaran and DARPO personnel, led by OIC-CAO DIONA M. MOLINA and MARPO Drexel Glen Pajarilla.

What took place in the activity was the clear discussion of the ARBs' rights, roles, and responsibilities, the same as the benefits they can avail of being a member of an organization. It was emphasized that an ARBO is an important avenue for the ARBs and other members of the farming sector to access various support services such as market, credit, and agricultural production technology. More so, impressing upon the ARBs and other members of the community the values of cooperation and maximizing opportunities in improving bargaining power to protect and maintain their land, and ownership, better their livelihood, productivity, income, and improve their well-being. In the same manner, the importance of an organization in the community was also highlighted.

When the group decided to organize themselves, the Constitution and By-Laws were drafted and adopted. And, in acquiring their legal personality with the Department of Labor and Employment, they decided to name their organization as Lublub Kimpo Garilao Agrarian Reform Beneficiaries Association (LKG ARBA).
Once formally organized, the ARBs are looking forward to receiving their Certificate of Land Ownership Award on August 20, 2022, in Silay City, with no less than the Secretary himself, Conrado Estrella III.

The formation of an ARB Organization and membership recruitment before CLOA distribution is one of the strategies for ARB membership recruitment and mobilization as mandated.
