BACOLOD CITY, Negros Occidental - Demonstrating the Department of Labor and Employment's commitment to accessible and responsive public service and in line with the Bagong Pilipinas agenda of President Ferdinand R. Marcos, Jr., DOLE Secretary Francis N. Tolentino personally met with farmworkers from Cadiz City during his visit to Negros Occidental on August 4 to hear their concerns and reaffirm the Department's commitment to ensuring the fair resolution of labor disputes.

The dialogue brought together workers who had previously sought the assistance of the DOLE Negros Island Region–Negros Occidental Field Office through a Request for Assistance involving their labor-related monetary claims.

BACOLOD CITY, Negros Occidental - In a move aimed at expanding opportunities for sugar workers and their families and in line with the directives of President Ferdinand R. Marcos Jr. under the Bagong Pilipinas agenda, the Department of Labor and Employment (DOLE) on 04 August 2026 formalized two strategic partnerships with the Sugar Industry Foundation, Inc. (SIFI) and the United Sugar Producers' Federation of the Philippines, Inc. (UNIFED) to strengthen the implementation of socio-economic and educational programs for the workers in the sugar industry.

The agreements, signed during the visit of DOLE Secretary Francis N. Tolentino to the Negros Island Region, reaffirm the Department's commitment to ensuring that sugar workers receive long-term interventions that improve their quality of life through sustainable livelihood, education, and organizational development.

𝘉𝘪𝘯𝘥𝘰𝘺, 𝘕𝘦𝘨𝘳𝘰𝘴 𝘖𝘳𝘪𝘦𝘯𝘵𝘢𝘭 – The Department of Labor and Employment (DOLE) Negros Island Region, under the leadership of Regional Director Atty. Randolf C. Pensoy, reaffirmed its commitment to protecting children from child labor during the SHIELD (Strategic Helpdesks for Information, Education, Livelihood, and Other Developmental Interventions) Educational Assistance Release held on July 22, 2026, in Bindoy, Negros Oriental.

In his message, RD Pensoy emphasized the importance of ensuring that every child should have an access to education and is protected from child labor. He highlighted that the SHIELD Program serves as one of the Department's key interventions in supporting vulnerable families, enabling children to continue their education and pursue a brighter future.

The activity, jointly conducted by the Department of Social Welfare and Development (DSWD) and the Local Government Units of Bindoy and Ayungon, provided educational assistance to 50 qualified beneficiaries: 40 from Bindoy and 10 from Ayungon. Each beneficiary received ₱2,500 in educational assistance.

DOLE's intervention underscored the guidance of Secretary Tolentino in promoting the unwavering commitment to fostering stronger partnerships with stakeholders in advancing child labor prevention initiatives and ensuring that every child is given the opportunity to learn, grow, and realize their full potential.

𝘔𝘢𝘯𝘫𝘶𝘺𝘰𝘥, 𝘕𝘦𝘨𝘳𝘰𝘴 𝘖𝘳𝘪𝘦𝘯𝘵𝘢𝘭 – The Department of Labor and Employment (DOLE) Negros Island Region, in partnership with Universal Robina Sugar Milling Corporation (URSUMCO), awarded SAWP-CEA (Scholarship Assistance for Workers' Program – College Education Assistance) Scholarship Grants to deserving scholars during an awarding ceremony on July 22, 2026, in Manjuyod, Negros Oriental.

Antoinette V. Eullaran from URSUMCO and the rest of the partners joined the activity in recognition of the company's continued commitment to supporting the education of workers' children. The participation of DOLE NIR Regional Director Atty. Randolf C. Pensoy, together with Senior Labor and Employment Officer Sandra Delfin and DOLE personnel, reflected the collaborative efforts of the government and the private sector in advancing the educational aspirations of workers' children.

The scholarship grants were awarded to Emzee B. Cataylo, child of Matrozalem P. Cataylo, a Yeastman at URSUMCO, and Angel Khe Z. Culanculan, child of Edward P. Culanculan, an Electrician at URSUMCO.

Under the SAWP-CEA Scholarship Program, Emzee received a scholarship grant amounting to ₱100,000, covering the 1st and 2nd Semesters of School Year 2024–2025 and the 1st and 2nd Semesters of School Year 2025–2026. Meanwhile, Angel received ₱75,000, covering the 2nd Semester of School Year 2024–2025 and the 1st and 2nd Semesters of School Year 2025–2026.

This reflects the continuous support of DOLE Secretary Tolentino's directives on programs promoting workers' welfare by supporting their children's education while encouraging academic excellence.

𝘋𝘶𝘮𝘢𝘨𝘶𝘦𝘵𝘦 𝘊𝘪𝘵𝘺, 𝘕𝘦𝘨𝘳𝘰𝘴 𝘖𝘳𝘪𝘦𝘯𝘵𝘢𝘭 - Following the successful visit of DOLE Secretary Francis N. Tolentino to the Negros Island Region on July 17–18, 2026, DOLE-NIR Regional Director Atty. Randolf C. Pensoy paid a courtesy visit to the Provincial Government of Negros Oriental today, July 20, 2026, to reaffirm the strong partnership between the Department of Labor and Employment and the Provincial Government in advancing programs and services for the benefit of the people of Negros Oriental.

Representing Governor Manuel "Chaco" Sagarbarria during the meeting were Atty. Myles Bejar, Provincial Legal Officer; Ms. Alein Balsamo, Provincial PESO Manager; Mr. Adrian Sedillo, Provincial Disaster Risk Reduction and Management Officer; and Mr. Edward Du, President of the Negros Oriental Chamber of Commerce and Industry. Joining RD Pensoy were DOLE-NIR personnel, including Ms. Anita Melicor, Senior Labor and Employment Officer and NIR Focal Person for Employment Facilitation.

During the meeting, RD Pensoy conveyed Secretary Tolentino's commitment to immediately extend DOLE interventions to farmers and sugarcane workers affected by the infestation of the red-striped soft scale insect (RSSI), following the declaration of a state of calamity in the Province of Negros Oriental. Among the Department's priority interventions is the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, which provides emergency employment to displaced, underemployed, and seasonal workers, enabling affected workers to earn temporary income while assisting in community-based activities. RD Pensoy also reiterated the Department's commitment to implementing other appropriate labor and employment programs to help mitigate the adverse effects of the RSSI infestation and El Niño, particularly on the agricultural sector and other vulnerable workers.

In turn, the Provincial Government of Negros Oriental expressed its continued support for the regional operations and initiatives of DOLE-NIR, further strengthening the partnership between the national government and the province in promoting employment opportunities, protecting workers' welfare, and improving the lives of Negrenses through responsive labor and employment programs.

DUMAGUETE CITY, Negros Oriental – More than 20,000 workers, farmers, and disadvantaged individuals in Negros Oriental, Negros Occidental, and Siquijor received a significant boost to their livelihood and employment opportunities as the Department of Labor and Employment (DOLE), led by Secretary Francis M. Tolentino, turned over more than PHP 174.6 million worth of livelihood and employment assistance during his official visit to the Negros Island Region.

This assistance reflects the Department’s ongoing commitment to building sustainable jobs and community enterprises, aligning with the Marcos Jr. administration's directive to bring government services directly to families across the region.
