𝐏𝐚𝐭𝐞𝐫𝐨𝐬 𝐇𝐨𝐥𝐝𝐬 𝟐𝐧𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐏𝐞𝐚𝐜𝐞 𝐚𝐧𝐝 𝐎𝐫𝐝𝐞𝐫 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐌𝐞𝐞𝐭𝐢𝐧𝐠

The Municipality of Pateros successfully convened the 2nd Quarter Meeting of the Municipal Peace and Order Council (MPOC) on June 3, 2026 at the DRRM Conference Room, bringing together local officials, law enforcement agencies, barangay leaders, and partner stakeholders to discuss the current peace and order situation and strengthen collaborative efforts toward a safer and more secure community.

Presided over by Mayor Gerald German, the meeting was attended by Vice Mayor Carlo Santos, Councilor Atoy Cortez, the Punong Barangays of the Municipality of Pateros, Chief of Police PCOL Gerson Bisayas, Fire Marshal FCINSP. Hanz Tito Benito, Jail Warden JCINSP. Joel Cruz, representatives from the AFP NCR Command and the MMDA, as well as municipal department heads and other key stakeholders committed to advancing peace, order, and public safety initiatives in the municipality.

Under the facilitation of Head Secretariat MLGOO Charlotte Bello Glumal Publićo of DILG Pateros, the Council reviewed updates on previous agreements, discussed key initiatives under the DILG's Safer Cities Program, received accomplishment reports from the PNP, BFP, BJMP, PADAD, and selected barangays, and tackled important concerns involving public safety, youth protection, fire prevention, emergency response, and anti-scam awareness.

The MPOC also approved and endorsed measures aimed at strengthening Katarungang Pambarangay implementation, improving monitoring mechanisms for children-at-risk, enhancing public awareness on local ordinances, and supporting community-based fire safety programs.

More than a venue for reporting accomplishments, the MPOC meeting served as a platform for collaboration, problem-solving, and collective decision-making. By bringing together key stakeholders, the Council ensures that peace and order initiatives remain responsive to the needs and realities of the community.

𝐅𝐞𝐞𝐝𝐛𝐚𝐜𝐤 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐀𝐮𝐝𝐢𝐭 𝐑𝐞𝐬𝐮𝐥𝐭𝐬 (𝐏𝐘 2025 𝐭𝐨 𝐐1 2026)

The DILG Pateros Field Office successfully conducted the Performance Feedback Session on the Results of Barangay Audits on April 23, 2026, covering Performance Year 2025 up to the First Quarter of 2026.

The session presented key findings and updates on the following programs: BADAC, BPOC, BCPC, LTIA, BaRCO, KALINISAN, HAPAG, and VAW Desk Functionality, alongside an orientation on the 2026 Seal of Good Local Governance for Barangays (SGLGB).

Punong Barangays and Barangay Secretaries of the Municipality of Pateros actively participated, engaging in discussions and clarifications on the Means of Verification (MOVs) and performance indicators. The activity emphasized the critical role of accurate and consistent documentation—not only for compliance, but as a vital tool in providing reliable, on-the-ground data that inform national policies and strengthens local governance.

The activity was facilitated by MLGOO Charlotte Publico, LGOO VI Marylane Ramiscal, LGOO III Rose Anne Samson, and LGOO III Paul Sargei Azurin.

Representatives from the Municipal Government also graced the activity. Dr. Jennifer Alejandro of PADAD, and Mr. Jeffray Abadiano and Mr. John Mark Bron of the MSWDO provided valuable insights, responded to queries, and shared important feedback and reminders from the LGU.

Together, we move forward in strengthening barangay performance and accountability—towards a matino, mahusay, at maaasahang pamamahala para sa Pateros.

READ | DILG to LGUs: Strengthen Ordinances, Reclaim Streets for Families

The Department of the Interior and Local Government (DILG) called on local government units (LGUs) to pass new ordinances and strengthen existing local rules in support of the government’s Safer Cities initiative, a nationwide push to make streets, neighborhoods, and public spaces safer for Filipino families.

The campaign carries out the directive of President Ferdinand R. Marcos Jr. to strengthen peace and order, reduce crime, and ensure that people feel secure not only at home, but also on the roads, in markets, near schools, and in places where daily life happens.

The DILG urged provinces, cities, municipalities, and barangays to review and reinforce ordinances covering public drinking, roaming shirtless in public areas, excessive noise, videoke operations beyond 10:00 p.m., and curfew measures for minors.

For LGUs where these rules already exist, the Department called for consistent enforcement and stronger police visibility, especially in busy streets, transport terminals, commercial districts, and other crowded areas where residents expect order and protection.

The Department emphasized that local chief executives are mandated under the law to implement measures that promote the general welfare, maintain peace and order, protect public safety, and preserve public convenience.

Recent implementation data from the Safer Cities initiative recorded 68,257 public safety interventions, reflecting active enforcement, guidance, and community correction across participating areas. Many incidents involved public drinking and smoking, roaming shirtless in public places, minors found outside during curfew hours, and unauthorized karaoke operations beyond allowed hours.

The initiative is currently being piloted across LGUs in the National Capital Region, with expansion set for major urban centers nationwide.

The DILG said safer communities are measured by whether parents feel at ease letting their children walk outside, workers can go home without fear, and neighborhoods can rest peacefully at night.

READ | DILG: Local Sanggunian Cannot Hold Sessions Outside Their Jurisdiction

The Department of the Interior and Local Government (DILG) on Tuesday reminded all local government units (LGUs) that regular and special sanggunian sessions cannot be conducted outside their territorial jurisdiction, stressing that local legislation must remain accessible to the people it serves.

The Department said sanggunian sessions are official legislative proceedings of the LGU and, as a general rule, must be held within the locality, as provided under the Local Government Code. Conducting sessions elsewhere undermines public access to deliberations and decisions that directly affect residents.

The Department added that sessions held beyond an LGU’s jurisdiction may be questioned before the proper courts and could expose responsible officials to appropriate administrative liability.

The DILG, however, recognized limited exceptions in extraordinary and compelling circumstances, including force majeure, natural or human-induced calamities, public emergencies, and serious threats to safety or security within the LGU.

In such cases, any temporary alternative venue must remain open and reasonably accessible to the public and all sanggunian members. Proceedings must also be properly recorded, documented, and reflected in the official minutes.

In a separate reminder, the DILG emphasized that the vice governor or vice mayor, as presiding officers of their respective sanggunian bodies, must be counted in determining quorum to avoid legal questions on the validity of deliberations and enacted measures.

At the barangay level, the punong barangay, as presiding officer of the Sangguniang Barangay, must likewise be included in determining quorum.

The Department said these rules uphold transparency, legal order, and the people’s right to witness how local decisions are made.

READ | ‘NO EXCUSES ON TURNOVER’: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.’s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

“All barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,” the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

“Transitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,” the Department added.

The BSKE is scheduled on the first Monday of November 2026.

Please refrain from using the term "Barangay Captain" when referring to the Barangay's Local Chief Executive.

The title "Barangay Captain" has long been non-existent since the enactment of the Local Government Code of 1991 (RA 7160).

The official title of the Barangay's LCE should be "Punong Barangay" and there is no english translation to said title, therefore must be used when speaking or addressing said position, whatever language is used.
