BONTOC, Mountain Province โ August 3, 2026, Brigadier General Darrell R. Baรฑez PA, Commander of the 501st Infantry (VALIANT) Brigade, Philippine Army, conducted a unit visitation to the 1403rd Community Defense Center (CDC), 14th Regional Community Defense Group, Reserve Command, Philippine Army, in Bontoc, Mountain Province, reaffirming the vital role of the Reserve Force in strengthening the country's Territorial Defense posture and enhancing inter-agency preparedness for emergencies.
The visit formed part of the Brigade Commander's command engagement within the Brigade's expanded Area of Responsibility in the Cordillera Administrative Region. It aimed to assess the operational readiness of the Community Defense Center, strengthen collaboration between the Active and Reserve Components, and align reserve force initiatives with the Philippine Army' transition toward Territorial Defense Operations.
During the visit, Brig Gen Baรฑez received comprehensive briefings by LTC Vincent A Lauigan (AGS) PA, Director of 1403CDC on their unit's organizational structure, reserve force development programs, mobilization capabilities, training initiatives, and community engagement efforts. He also met with officers, enlisted personnel, reservists, commending their unwavering commitment to national service.
In his guidance, Brig Gen Baรฑez underscored that reservists are a critical force multiplier in safeguarding the country's sovereignty and territorial integrity. He emphasized that as the AFP shifts its operational focus from Internal Security Operations to Territorial Defense Operations, the Reserve Force will play an increasingly significant role in force generation, mobilization, area security, sustainment operations and civil support.
The Brigade Commander likewise highlighted the importance of continuously strengthening interoperability among the Armed Forces of the Philippines, Reserve Command, local government units, national government agencies, the Philippine National Police, the Office of Civil Defense, and other stakeholders.
He emphasized the future plan to conduct inter-agency exercises designed to prepare participating organizations for coordinated responses during human-induced calamities and complex emergencies.
Brig Gen Baรฑez further encouraged reservists to continuously enhance their military competencies, leadership, and disaster response capabilities through sustained training and active participation in civil defense, humanitarian assistance, and community resilience programs. He stressed that a highly trained and mission-ready Reserve Force serves not only as a strategic military capability but also as an essential partner in nation-building and public service.
