To pre-qualify for the bidding to Build and/or Renovate, Lease, Operate, and Maintain Public Comfort Rooms Located in the Various Tourist Spots and Public Places in the City of Baguio, Interested Parties must submit the following documentary requirements:
A. Letter of Intent signifying their willingness, intention, and readiness to Build and/or Renovate, Lease, Operate, and Maintain Public Comfort Rooms Located in the Various Tourist Spots and Public Places in the City of Baguio;
B. Financial Proposal
1. Monthly Rental Fee and;
2. Detailed Scope of Work and Cost of Repairs and New Constructions;
C. Eligibility Requirements:
1. Current Business Permit with relevant line of business;
2. Certificates of Registration from the following:
a. Department of Trade and Industry (DTI);
b. Bureau of Internal Revenue (BIR);
c. Security and Exchange Commission (for corporation/partnership);
d. Cooperative Development Authority (CDA) (for cooperative);
e. Social Security System (SSS);
f. Home Development Mutual Fund (Pag-Ibig), central/locally issued; and
g. Philippine Health Insurance Corporation (Phil-Health).
3. A Joint Venture Agreement with a duly licensed contractor possessing a valid Philippine Contractors Accreditation Board (PCAB License appropriate to the classification and category of the works to be performed.
D. Technical Requirements:
1. Must submit a DOLE Certificate of No Pending Labor Case;
2. Must submit a Certificate of Good Standing from the following:
a. Social Security System (SSS);
b. Philippine Health Insurance Corporation (Philhealth)
c. Home Development Mutual Fund (PAG-IBIG); and
d. Tax Clearance from BIR
3. Must submit Company Profile containing the following:
a. Organizational Set-up
b. Office Tools and Equipment
c. Track Record in the management of comfort rooms of at least five (5) years in private/government institutions (eg. Previously entered Contracts), Certification from respective LGU that business existed for at least five years in the same relevant line of business;
d. Record that the bidder has employed at least fifty (50) employees in a single and related contract for the last five (5) years (eg. Form RS -Employer Contributions Payment Return with Form R3 - Contribution Collection List, PHIC RF-1 Employer's Remittance Report, PHIC ER2
Report of Employee-Members, PAG-IBIG Member's Contribution
Remittance Form (MCRF));
e. Proof of ownership of at least two (2) Water Trucks, each with a minimum capacity of thirty-five (35) drums.
f. Proof of ownership or a notarized partnership agreement/contract with a licensed vacuum truck operator;
g. All necessary national and local environmental permits of equipment owned;
E. Duncil or the exeCoon or his Coltrat and may be renewed once for hainum of vecil, years upon mutual agreement of the parties, provided that such renewal shall be confirmed by the City Council to account for prevailing rates, inflation and any future renovations. In no case shall the rental rate be lower than the prevailing rental rate at the time of expiration of the original contract.
F. Rental Fee - The bidder shall bid an amount not lower than the minimum/baseline rental fee of Eight Hundred Thousand Pesos (Php 800,000.00) per month for Thirty-Two (32) Comfort Rooms.
G. Cost of Repair and Construction - The bidder shall bid an amount equal to or less than the maximum allowed cost of renovation of existing Comfort Rooms and construction of new
Comfort Rooms amounting to Thirty Million Pesos (Php 30,000,000.00).
H. Cash Bid Security of Five (5) Percent of the offered Monthly Rental Rate / Bid Price.
Availability/Sale of Bid Documents will be on June 13, 2026 to June 30, 2026(8:00 A.M. to 5:00 P.M.) at the City General Services Office, #35 New Lucan Barangay, Baguio City (located at the Back of New Lucan Barangay Hall). Bid Documents cost Two Thousand Five Hundred Pesos (Php 2,500.00) only.
All Interested Bidders are invited to a Pre-Bid Conference on June 24, 2026, 9:00 A.M. at the Baguio City Multi-Purpose Hall, City Hall, Baguio City.
Deadline of Dropping of Bid Documents will be on the 30 of June 2026, 5:00 P.M. at the City Budget Office, City Hall, Baguio City.

Duration of Lease Contract - period of seven (7) years commencing on the approval of the City Council of the ex*****on of this Contract and may be renewed once for the maximum of seven (7) years upon mutual agreement of the parties, provided that such renewal shall be confirmed by the City Council to account for prevailing rates, inflation and any future renovations. In no case shall the rental rate be lower than the prevailing rental rate at the time of expiration of the original contract.
