A unique marketing strategy is gaining ground in Tayum, Abra, through the Bagalay Gaddani Fisherfolk Association (BGFA), the rolling fishmart or mobile fish market. Using a tricycle, members sell fresh tilapia while moving across different routes, and at times strategically station themselves along main roads to reach more customers.

One of its active practitioners is Mrs. Jeneper A. Sebastian, a 43-year-old mother of three who drives her own tricycle to bring live tilapia directly to customers along her regular routes. Through her rolling fish market, she sells around 30 kilograms of tilapia daily, sourced both from her own harvest and from fellow fishpond operators, making her a trusted tilapia vendor in their community.

โ€œSeeing that we can meet our production targets and sell all our tilapia gives me a sense of fulfillment. It makes all the hard work worthwhile because I know that my efforts are helping support my familyโ€™s daily needs,โ€ Mrs. Jeneper shared.

The harvest festival is a community-driven program which marks the success of Tilapia farming through the Special Area for Agricultural Development (SAAD) program.

Under the program, the fisherfolk-beneficiaries were given with Tilapian Fingerlings and other aquaculture resources as livelihood startup.

Sustained production gains under the BFARโ€“Special Area for Agricultural Development (SAAD) Program enabled the Fisherfolk of Sablan Highlands (FISH), composed of 15 members, to reinvest their earnings and expand their grow-out tilapia culture ponds by 3,250 square meters (sqm). This strategic move was driven by consistently high production performance and growing market demand.

Since becoming a SAAD beneficiary in 2023, FISH has already established a consolidated fishpond area of 4,600 sqm. The association has emerged as one of the leading SAAD-assisted groups in the Cordillera, consistently meeting and exceeding production targets. It has recorded an average production performance rate of 94 percent, with a peak of 109 percent in its latest cycle. These results reflect not only production efficiency but also increasing market confidence in their tilapia products, prompting the group to scale up operations.

โ€œThe reason why we expanded is because our production was not enough to meet the demand of our customers. Whenever there are orders, we want to supply the required volume. This is especially because they appreciate the unique and flavorful taste of our tilapia. This really encouraged us to expand,โ€ explained FISH President Ronelle C. Polon.

Across regions, stories of farmers and fisherfolk reflect steady progress, stronger organizations, and growing confidence to move forward on their own.

As SAAD enters its fourth year under Phase 2, one goal stands out: to ensure that what has been started will continue, even beyond the Program.

โ€œIt was a livelihood program, and I thought it could bring good benefits,โ€ shared Mang Dovi Naboye, who saw aquaculture as an opportunity to expand his farming livelihood and set aside a portion of his land to begin.

That decision marked the beginning of a transformation for the 49-year-old farmer-beneficiary, now the Chairman of the Naluwah Farmers and Fisherfolk Organization (NFFO) in Cababuyan South, Hingyon, Ifugao. As one of the beneficiaries of the Bureau of Fisheries and Aquatic Resources โ€“ Special Area for Agricultural Development (BFAR-SAAD) Program, what started as an experiment in fish farming gradually evolved into a more stable and productive source of income for him and his family.

In his third cropping cycle, persistence and practice paid off as Mang Dovi exceeded his production target by 44 percent, reaching a 144 percent success rate. Through the program, he was provided with tilapia fingerlings, feeds, and technical and capacity-building trainings. For his 200-square-meter fishpond, he received 1,000 fingerlings and complete feed support from fry mash to finisher.

Continuing its efforts to capacitate beneficiaries under the BFARโ€“Special Area for Agricultural Development (SAAD) Program Phase II through the Social Preparation (Soc Prep) component for Year 4, a series of organizational strengthening seminars was earlier rolled out and conducted for ten beneficiary groups. The activity benefited 220 fisherfolk members across the provinces of Abra, Benguet, Mountain Province, and Kalinga.

The seminar, designed based on the training needs assessment conducted last year, aim to strengthen beneficiariesโ€™ capacity in conflict management, equip them with key steps for effective conflict resolution, cultivate empathy in interpersonal interactions, and reinforce cooperative values and principles within their organizations.

๐๐š๐ง๐จ๐จ๐ซ๐ข๐ง | Sa unang bahagi ng taon, patuloy ang implementasyon ng SAAD Phase 2 sa bulubunduking rehiyon ng Cordillera.

Isinagawa ang Social Preparation, Marketing Assistance and Enterprise Development (MAED), at mga specialized training, kasabay ng pamamahagi ng aquaculture livelihood interventions para sa unang cropping cycle. Naipagkaloob din ang village-level fish hatchery sa Asipulo, Ifugao bilang dagdag na suporta sa produksyon.

Kasabay nito, patuloy ang pakikilahok sa mga aktibidad para sa promosyon ng mga post-harvest products, kabilang ang 9th International Farm Tourism Conference at ang Tilapia Tinono Festival sa Kalinga.

Mas pinatatag ang mga programa at aktibidad para sa mga mangingisda na naglalayong mapaunlad ang antas ng kanilang pamumuhay.
