𝐍𝐞𝐰𝐬 𝐑𝐞𝐥𝐞𝐚𝐬𝐞 | BFAR-CAR SAAD exceeds FY 2026 midyear targets with 137% physical accomplishment

The Bureau of Fisheries and Aquatic Resources–Cordillera Administrative Region (BFAR-CAR) Special Area for Agricultural Development (SAAD) Program exceeded its first-semester physical target, achieving a 137 percent accomplishment rate while advancing the development of community-based enterprises (CBEs) in the SAAD-covered communities, as highlighted during the FY 2026 Midyear Review and Assessment held at the BFAR-CAR Regional Office.

“My compliments to our project champions, especially our implementers from the provinces. You are instrumental in translating the objectives of the program into meaningful outcomes. The goal of SAAD is for our marginalized beneficiaries to no longer remain ‘sad.’ While the Cordillera may not be known for high fish sufficiency levels, what we can proudly show as a measure of our performance is the impact we create in reducing poverty incidence and improving the lives of our fisherfolk,” said OIC-Regional Director Nazario C. Briguera during his welcome remarks.

Bringing together regional and provincial SAAD personnel from the Cordillera's six provinces, the assessment went beyond measuring physical accomplishments by capturing field-level experiences that reflect the program's impact. Participants shared best practices, discussed implementation challenges, highlighted market linkages and enterprise development initiatives, and documented key milestones achieved by beneficiary fisherfolk associations (FAs).

𝐂𝐎𝐍𝐆𝐑𝐀𝐓𝐔𝐋𝐀𝐓𝐈𝐎𝐍𝐒 𝐁𝐅𝐀𝐑-𝐒𝐀𝐀𝐃!

The Bureau of Fisheries and Aquatic Resources – Special Area for Agricultural Development (BFAR-SAAD) Program Phase II has been recognized as one of the top-performing locally funded projects by the Department of Agriculture - Special Projects Coordination and Management Assistance Division (DA-SPCMAD). For the first semester of CY 2026, the Program earned an impressive 97.56% performance rating under the Special Projects Monitoring and Evaluation Tool (SPMET), officially awarded during the Midyear Assessment held in Diliman, Quezon City last July 31, 2026.

This recognition reflects the teamwork and shared commitment of the Program's implementers, who continue to work hand in hand to keep the program moving forward. With this achievement as added inspiration, the team remains committed to excellence in implementation and firm in its mission: to help reduce poverty by advancing fisheries development initiatives that bring lasting, meaningful change to coastal and fisherfolk communities.

Our office was honored to be represented at the "Aldaw ti Panagkalap" (Harvest Field Day) organized by the Bureau of Fisheries and Aquatic Resources – Cordillera Administrative Region (BFAR-CAR) under the Special Area for Agricultural Development (SAAD) Program Phase II, held in Barangay Palina, Kibungan, Benguet.

The activity showcased livelihood technologies and interventions for the Tilapia in Ponds Project, highlighting opportunities to improve fish production and strengthen the livelihoods of our fisherfolk and local communities.

We thank BFAR-CAR for the invitation and for its continued partnership in advancing sustainable fisheries and livelihood programs in Benguet. Our office remains committed to supporting initiatives that contribute to the growth and development of our communities.

𝐍𝐞𝐰𝐬 𝐑𝐞𝐥𝐞𝐚𝐬𝐞 | San Juan fisherfolk invest accumulated income shares to launch community enterprise

SAN JUAN, ABRA – Demonstrating the value of financial discipline and collective effort, the Ganagan Fisherfolk Association (GFA) invested PhP 90,000.00 from its accumulated income shares and members' fees to establish its own Agri-Fishery and General Merchandise Stall, marking a major milestone in sustaining its community-based enterprise (CBE) under the BFAR–Special Area for Agricultural Development (SAAD) Program.

The investment covered the stall rental and the purchase of products and merchandise. It also included some of the materials used in establishing their storage room, which is separate from the stall and provided rent-free by one of the members. Other materials, including wood, were donated by the members.

The association's Agri-Fishery and General Merchandise Stall serves as its CBE established under the BFAR SAAD Program’s Food Production and Livelihood component. Through the program, the group received an agri-fishery stall package consisting of an upright freezer, insulated cooler boxes, metal racks, weighing scales, trays, and other equipment to support the operation of the stall.
