Pride and joy filled the air as Quezon Hill Elementary School celebrated its 54th Commencement Exercises on March 30, 2026, honoring 182 learners who successfully completed their elementary education.

The Guest Speaker, Mr. Evander O. Palsi, who is currently the Interim Pastor of Shalom Christian Church of San Carlos Heights, Inc., and a proud alumnus of the school, added inspiration to the event. He shared his personal journey, highlighting that a person's value, potential, and eventual success are not determined by their humble beginnings. He urged the completers to follow their dreams with faith, determination, and a clear sense of purpose, rooted in Filipino values and prepared with the abilities required in a world that is constantly changing.

Serving as the confirming official was Dr. Marina D. Tabangcura, Education Program Supervisor in Araling Panlipunan.

This yearโ€™s ceremony carried the theme: โ€œFilipino Graduates: Prepared to Lead with Competence and Character.โ€

The first batch of examinees at Quezon Hill Elementary School took the 2026 Regional Achievement Test today, February 16, 2026.

There is a total of 110 randomly selected Grade 6 examinees for School Year 2025-2026.

The testing window of SDO-Baguio City is February 16-20, 2026.

The Regional Achievement Test 2026 (RAT 2026) is an online regional competency-based test that assesses five core learning disciplines like English, Science, Mathematics, Filipino, and Araling Panlipunan with the integration of 21st-century skills sub-skills and progression indicators, HOTS-SOLO and PISA-aligned questions.

The Regional Achievement Test 2026 aims to: 1. determine if learners are meeting the learning standards; 2. evaluate the effectiveness and efficiency of education service delivery using learning outcomes as an indicator; 3. help provide information to improve instructional policies; 4. formulate evidence-based policies, plans, and intervention programs that impact learning outcomes; and 5. identify professional development needs for teachers.

Quezon Hill Elementary School (QHES) and San Carlos Heights Elementary School (SCHES) formally received desktop computer units funded by the City Government through the Special Education Fund(SEF) during the turnover ceremony on February 6, 2026.

The program is part of a broader allocation supporting 22 elementary schools in Baguio City aimed at strengthening Smart Learning Community (SLC) and Special Science Elementary School (SSES) program that would be offered next school year in the school.

In her message, Schools Division Superintendent, Dr. Soraya T. Faculo emphasized the factors affecting the performance of learners when taking examinations, including the school climate, learnerโ€™s confidence, and nutrition. She also encouraged the active participation of the local government officials and other stakeholders in ensuring a safe and conducive learning environment.

The recipient schools, QHES and SCHES, through their respective school heads, Dr. Maria O. Palsi, and Jacqueline L. Fianza, expressed their heartfelt gratitude to the City Government and the Schools Division Office for the successful realization of the project.

โ€œThese computer sets are more than just equipment. They are powerful tools that will help us make learning closer to the realities of the 21st century,โ€ Dr. Palsi said.

The event was attended by Schools Division Superintendent, Dr. Soraya T. Faculo; Information Technology Officer, Harris G. Dizon, Jr.; school administrators of District 7, and other stakeholders including administrative officers, selected learners, teachers, and SPTA officers.

Learning Beyond the Classroom: BSP and GSP Backyard Camping at Quezon Hill Elementary School

On January 30โ€“31, Quezon Hill Elementary School transformed its familiar grounds into a vibrant campsite filled with laughter, teamwork, and meaningful learning as the Boy Scouts of the Philippines (BSP) and Girl Scouts of the Philippines (GSP) successfully conducted their much-anticipated backyard camping activity. The event was made possible through the initiative of the Scout Coordinatorsโ€”Rex Juel Mero for BSP and Rischelle Bernadette Peralta for GSPโ€”with the invaluable support of the troop leaders, most especially our School Principal, Maria O. Palsi. Although the activity was held within the school premises and organized on short notice, it provided experiences and lessons that extended far beyond the four walls of the classroom.

Throughout the two-day activity, patrol flags were proudly raised as young scouts actively participated in various camp activities. They showcased their talents during the campfire program, prepared and cooked food using firewood, and spent the night resting on classroom floors with simple bedding. Despite the modest setting, the scouts enthusiastically embraced the true spirit of camping, demonstrating adaptability, cooperation, and enthusiasm.

In addition to learning basic camping skills, the scouts actively participated in community service by picking up trash along the neighboring streets of the school. This activity strengthened their sense of responsibility, environmental awareness, and commitment to serving the community. For many participants, this backyard camping marked their first experience of outdoor livingโ€”learning to share responsibilities, follow a structured camp routine, and work harmoniously with others.

The activity proved that adventure and learning do not always require traveling far. Meaningful experiences can happen right in oneโ€™s own backyard, where values such as teamwork, self-reliance, discipline, leadership, and service to others are nurtured. Through this backyard camping, the BSP and GSP members gained not only practical scouting skills but also lasting memories that will inspire them to grow into confident, responsible, and service-oriented individuals.

A once quiet corner with flat white walls of Quezon Hill Elementary School (QHES) has been transformed into a vibrant reading sanctuary that bursts with lively murals and cozy reading corners as Mayor Benjamin Magalong, LINKS Building Bridges for Children, Inc., and the Department of Education-Schools Division of Baguio City formally launched the 27th Hooked on Books (HOB) Library on November 25, 2025.

The ceremonial turnover was led by LINKS PH co-founder and president Maria Consuelo โ€œNingningโ€ Doble, Mayor Benjamin Magalong, Chief Education Supervisor Nino Tibangay, representing Dr. Soraya Faculo of SDO Baguio City, School Principal Maria Palsi, and School Library In-Charge Amy B. Macedonio. They were joined by DepEd officials, including Juliet Piok, Senior Education Program Specialist; Armi Victoria Fiangaan, Education Program Supervisor in English; Lourdes Lomas-e, District 7 Public Schools District Supervisor; and head of the Public Order and Safety Division (POSD) Baguio City, Darryl Kim Longid.

The event also recognized the invaluable presence of the SPTA officers headed by Anna Rose U. Mayhay, faculty members, selected learners, and the LINKS PH board and core members and volunteers, as well as LGU representatives whose dedication drives the HOB mission.

In his message, Benjie Magalong - Public Servant underscored the crucial role of reading in nurturing intelligence, talent, and leadership. โ€œWhen you develop knowledge, you also develop communities,โ€ he said.

The program concluded on a warm and imaginative note with a storytelling session.

In the days leading up to the launch, the QHES community buzzed with activity. Starting November 22, volunteers transformed the space through mural painting, book sorting, and a series of student and community workshops.

This includes the ๐™Ž๐™ฉ๐™ช๐™™๐™š๐™ฃ๐™ฉ ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ where the learners shared their reading habits and challenges in an open and supportive dialogue facilitated by volunteers; the ๐™Ž๐™ฉ๐™ค๐™ง๐™ฎ๐™ฉ๐™š๐™ก๐™ก๐™ž๐™ฃ๐™œ ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ, where each child turned wordless illustrations into an original story, developing confidence in writing, creativity, and self-expression; the ๐™๐™๐™š๐™–๐™ฉ๐™š๐™ง ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ that helped learners build spontaneity, communication skills, and collaborative spirit through theater arts; the ๐˜ผ๐™ง๐™ฉ ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ that made learners explore colors, shapes, and imagination, creating artworks that now bring life to the new reading space, the ๐™‚๐™ค๐™ค๐™™ ๐™‚๐™ค๐™ซ๐™š๐™ง๐™ฃ๐™–๐™ฃ๐™˜๐™š ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ where school officers engaged in values formation, leadership reflection that helped them shape a shared vision of positive change within the school community. Lastly, the ๐˜พ๐™ค๐™ข๐™ข๐™ช๐™ฃ๐™ž๐™ฉ๐™ฎ ๐™’๐™ค๐™ง๐™ ๐™จ๐™๐™ค๐™ฅ that brought together parents, teachers, and community leaders and emphasized the shared responsibility for sustaining the HOB Library and aiding in addressing the reading gap in the country.

As the door of the 27th HOB library opens to the learners of Quezon Hill Elementary School, the space stands not just as a room full of books but as a room representing the unbreakable Filipino spirit of ๐˜ฃ๐˜ข๐˜บ๐˜ข๐˜ฏ๐˜ช๐˜ฉ๐˜ข๐˜ฏ and the hope of making every Quezonian an independent reader.

This library stands as a symbol of community engagement, where a nonprofit organization, government, private partners, parents, teachers, and volunteers joined together for a common purpose of creating a meaningful space for knowledge to thrive and learners to be empowered.

Promoting literacy, a love of reading and increasing access to books among learners are just few of the objectives of LINKS organization which collaborates with Quezon Hill Elementary school. This initiative is spearheaded by Ms. Maria Consuelo C. Doble, the President, along with Ms. Maria O. Palsi and Ms. Amy Macedonio.

Day 1-Morning Activities

The QHES Library HOB officially opened with an orientation for all volunteers including muralists, teachers, parents, learner-participants and partner organizations facilitated by LINKS, led by their president, Ms. Maria Consuelo โ€œNingningโ€C. Doble. Warm message of support and welcome were also shared by Principal Maria O. Palsi, and SPTA Officers headed by Anna Rose U. Mayhay.
After the said orientation, volunteers and participants immediately proceeded with the mural painting and book-sorting tasks, jointly carried out by LINKS members and local volunteers.
Simultaneously, three engaging and interactive learning workshops were held for selected learners of Quezon Hill Elementary School:
1. Student Workshop
Consists of 20 learners-10 from grade 5 and 10 from Grade 6 both achievers and struggling readers. The workshop aimed to strengthened learnersโ€™ reading skills by providing engaging, level-appropriate activities that build confidence, enhance comprehension, and promote a love for reading. Learners took turns sharing their thoughts on guide questions about their reading experiences, favorite teachers, and other personal insights.

2. Theater Arts Workshop
Group of 20 learners aged 8-12 who focused on building self-expression, confidence, spontaneity, camaraderie and collaborative skills through engaging theater arts activities that enhance communication and imagination. The participants were encouraged the use of facial expressions and emotions through aโ€ show meโ€ game. They acted out simple scenarios, applying the appropriate emotional responses.

3. Storytelling Workshop
Participated by 20 learners aged 8-12. This interesting activity aimed for learners to help them develop the skills to write confidently a story, craft and share meaningful stories. Learners can build their communication skills, enhance imagination, boost confidence, develop critical thinking and foster empathy. The participants have proven themselves by sharing the story that they made during the session.

Day 1- Afternoon Activities

The afternoon continued with simultaneous activities , including an Art Workshop and Good Governance Workshop, while book-sorting carried on with the help of volunteer teachers, parents, and other stakeholders.

During the Good Governance Workshop, SELG officers, Journalism members and selected club leaders participated in sessions that empathized assertiveness, responsibility, and value-based leadership. They were able to identify values that are needed and applied in becoming an effective leader.

As Day 1 of Library Hob at QHES concluded with excitement of new discoveries of learners transformed into a day of connection, curiosity, and the first steps toward nurturing a lifelong love for reading.

Day 2- Learning โ€“ Learning Hub Preparations

Day 2 marked a milestone in the Learning Hub project with the visit of Honorable Mayor Benjamin B. Magalong. The mayor enthusiastically joined volunteer artists in painting the walls, adding life and color to the growing space and inspiring all those present. His support underscored the importance of community involvement and the local governmentโ€™s commitment to fostering education and creativity.
In the afternoon, a Community Workshop was held with the participation of teachers, SPTA officers, and volunteer LGU representatives, including SK officers. Facilitated by the LINKS team under the leadership of Ms. Doble, the workshop centered on recognizing the vital roles each sector plays in ensuring the success of the Learning Hub and its mission to support learners. The discussions highlighted the collaborative spirit essential for the HOBโ€™s long term viability.
The LINKS team also discussed the mission and goals behind the establishment of the Learning Hub, deepening participantsโ€™ understanding and commitment to the project. Key objectives included enhancing literacy and providing a safe and conducive learning and reading environment for all the community members. By the end of the workshop, participants established several committees tasked with sustaining and managing the HOBโ€™s programs:

Each committee presented its planned activities, complete with timelines and assigned persons-in-charge.
