𝐄𝐌𝐁 𝐂𝐀𝐑 𝐣𝐨𝐢𝐧𝐬 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐨𝐧 𝐭𝐡𝐞 𝟏𝟎-𝐘𝐞𝐚𝐫 𝐒𝐖𝐌𝐏 𝐨𝐟 𝐀𝐩𝐚𝐲𝐚𝐨 𝐋𝐆𝐔𝐬

LOOK | The Provincial Government of Apayao, through the Provincial Governor's Office (PGO) Environment and Natural Resources Division (ENRD), is assisting the seven municipal local government units in updating their respective 10-Year Ecological Solid Waste Management Plans in San Isidro Sur, Luna.

The technical assistance provides the MLGUs an opportunity to review and update their existing plans based on current solid waste management requirements and conditions in their respective municipalities. The updated plans will guide local governments in managing waste collection, segregation, reduction, recycling, disposal, and other measures needed to improve solid waste management in their communities.

The Environmental Management Bureau – CAR actively participated in the activity, underscoring its commitment to strengthen the capacity of local government units in Apayao to implement sustainable and compliant solid waste management strategies. Consultant Atty. Arnold Janssen V. Castillo highlighted the importance of collective responsibility and proactive action in addressing solid waste challenges. Hon. Hector Revel D. Pascua, Chairman of the SP Committee on Environment, underscored the need for discipline and proper segregation at source, while assuring continued legislative support for solid waste management initiatives. Provincial Planning Officer IV Dr. Leonel A. Basquez emphasized the significance of aligning municipal plans with the broader vision of the province to ensure that environmental goals are achieved in a unified manner.

The event reflects the strong partnership between EMB CAR, the Provincial Government of Apayao, and its legislative and planning bodies in advancing responsive environmental governance. By working hand-in-hand with LGUs, the initiative ensures that long-term solid waste management goals are actively pursued with community participation, institutional support, and a shared vision for the environment.

The Environmental Management Bureau – Cordillera Administrative Region (EMB – CAR) participates in the Capacity Development for Local Government Units (LGUs) on the Use of the Online Local Government Unit Solid Waste Management Self-Compliance Monitoring and Auditing Report (LGU SWM SCMAR) held at the Linden Suites, Pasig City on August 4-6, 2026.

EMB CAR is represented by Mr. Nestor B. Poclis Jr. and Mr. Kurt B. Abeya from the Solid Waste Management Section, together with the representatives from the participating LGUs of the region – La Trinidad and Paracelis.

This 3-day activity underscores the bureau’s commitment to capacitate both regional offices and LGUs to further improve the preparation and submission of reports aligned with the proper processes and compliance.
