AFCs are a nationwide network (Barangay up to National) composed primarily of private sector volunteers (farmers, fisherfolk, a

nd agribusiness leaders). They serve as the institutional mechanism for participatory governance, ensuring policies are relevant and sector-driven, as mandated by the Agriculture and Fisheries Modernization Act (RA 8435).

๐˜พ๐™ค๐™ง๐™š ๐™๐™ค๐™ก๐™š๐™จ
AFCs perform three vital functions, formalized under the Guidelines on the Engagement of Consultative Bodies (GoECB):

Advisory and Policy: They are the official forum for the private sector to critique, advise, and endorse the DA's plans, budgets, and policies before implementation. Monitoring and Evaluation (Watchdog): They establish private sector-led teams to conduct on-site validation and oversight of government-funded agricultural projects, ensuring accountability and transparency. Integration and Partnership (The Bridge): They link the DA with local governments (LGUs) and, notably, the RAFC Chairperson acts as the Farmer Regional Executive Director (FRED) every May, embedding the farmer's perspective directly into regional executive management.

Culminating the vibrant celebration of Farmers and Fisherfolk Month, the Itogon Municipal Agricultural and Fishery Council (MAFC), the Office of the Municipal Agriculturist (OMAG), and the Local Government Unit (LGU) of Itogon successfully staged the grand Awarding Ceremony for the Search for Outstanding Barangay Agricultural and Fishery Councils (BAFCs) and Search for Outstanding Farmer/Fisherfolk Volunteer on May 26, 2026, during the Agriculture and Fishery Day (AFC Day) festivities.

The competitive search, meticulously patterned after the benchmarks of the PCAF National Volunteer Day (PCAF NVD) and the prestigious Gawad Saka Awards, recently underwent a strict field validation by regional and provincial evaluation teams to determine the final winners among the top three contenders.

Setting an inspiring tone for the event, Dr. Susan Balanza, RAFC Executive Officer and Planning, Monitoring, and Evaluation Division (PMED) Chief, delivered a powerful keynote message prior to the presentation of awards. Dr. Balanza lauded the local leadership for institutionalizing such reward systems and emphasized the critical, unyielding contribution of agricultural volunteers and grassroots councils in sustaining food security amidst prevailing economic and sector challenges.

Expanding its recognition of vital frontliners, the search also honored the Outstanding Barangay Biosecurity Officer (BBO) and Outstanding Barangay Agriculture Extension Worker (BAEW) for their indispensable roles in safeguarding local livestock and improving farm technology transfer. Furthermore, institutional excellence was spotlighted through special awards given to the Most Supportive Barangay Local Government Unit (BLGU) and the Outstanding Barangay Committee on Agriculture for their exceptional legislative and financial backing of municipal food production.

Demonstrating its commitment to holistic employee well-being and inclusive development, the Regional Agricultural and Fishery Council - Cordillera Administrative Region (RAFC-CAR) hosted the weekly flag-raising ceremony today, May 25, 2026, at the Department of Agriculture-Regional Field Office CAR (DA-RFO CAR) grounds.

The event highlighted the council's strong collaborative partnerships with Easter College, Inc. - Department of Nursing and the Family Planning Organization of the Philippines (FPOP) Baguio-Benguet Chapter. Following the morning ceremony, nursing students from Easter College provided free blood pressure monitoring and health screenings, while FPOP Baguio-Benguet spearheaded family planning services, distributing vital commodities including oral contraceptive pills and condoms alongside providing reproductive health counseling. A total of more than 55 employees from DA-RFO CAR, the Bureau of Plant Industry (BPI), and the Bureau of Fisheries and Aquatic Resources (BFAR) successfully availed themselves of these free medical and family planning services throughout the morning.

Cappleman, this landmark legislation formally integrated the council into the Provincial Local Government Unit (PLGU), ensuring that the voices of the private agricultural sector were morally, socially, and financially supported as a permanent fixture of provincial governance.

In line with the celebration of Farmers and Fisherfolk Month, the Regional Agricultural and Fishery Council (RAFC-CAR) and the Provincial Agricultural and Fishery Council (PAFC) Benguet recently conducted a field validation of the Top 3 finalists for the Search for Outstanding Barangay Agricultural and Fishery Councils (BAFCs) and the Search for Outstanding Farmer/Fisherfolk Volunteer.

The evaluation team comprised the leadership from both the regional and provincial bodies. Representing RAFC-CAR were the RAFC Chairperson, the RAFC Coordinator, and the PCAF Region-based Coordinators, while PAFC Benguet was represented by the PAFC Chairperson and the PAFC Coordinator. Together, these key officials ensured a meticulous, objective, and high-level evaluation process.

This competitive search is an initiative of the Itogon Municipal Agricultural and Fishery Council (MAFC), the Office of the Municipal Agriculturist (OMAg), and the Local Government Unit (LGU) of Itogon to recognize exceptional grassroots leadership and community service. To guarantee the integrity of the selection, the criteria are strictly patterned after the guidelines of the Philippine Council for Agriculture and Fisheries National Volunteer Day (PCAF NVD) and the prestigious Gawad Saka Awards, aligning local achievements with established national benchmarks for agricultural excellence.

The official announcement and honoring of the winners will take place on May 26, 2026, during the grand celebration of Agriculture and Fishery Day (AFC Day). Through this incentive program, the Itogon MAFC continues to strengthen BAFC operations and elevate the vital role of agricultural volunteers in driving municipal development.
