The ₱20 Rice Program or “Benteng Bigas, Meron na sa Baguio” was made available to qualified beneficiaries in Baguio City on September 14, 2026, at the Covered Basketball Court in Barangay Sto. Niño.

The Baguio City Veterinary and Agriculture Office (CVAO)-Urban Agriculture Services Division organized and facilitated the event, in partnership with the Food Terminal Incorporated (FTI) and the Department of Agriculture-Cordillera (DA-CAR). A total of 500 qualified beneficiaries, including senior citizens, solo parents, persons with disabilities (PWDs), farmers, fisherfolk, jeepney and taxi drivers, and 4Ps beneficiaries, were able to purchase up to 10 kilograms of rice.

The program supported several Sustainable Development Goals (SDGs), particularly SDG 1: No Poverty, SDG 2: Zero Hunger, SDG 8: Decent Work and Economic Growth, and SDG 12: Responsible Consumption and Production.

Held alongside the ₱20 Rice Program was the KADIWA ng Pangulo sa Baguio, which provided an avenue for farmers and farmer cooperatives and associations (FCAs) to bring fresh vegetables, fruits, and processed agricultural products closer to consumers. Also, the Baguio City Police Office (BCPO) offered assistance for National Police Clearance applications, and the Agricultural Program Coordinating Office (APCO)-Baguio assisted residents in registering for the Registry System for Basic Sectors in Agriculture (RSBSA).

The simultaneous activities brought government services closer to the residents, strengthened food accessibility, supported local farmers, and promoted a more resilient community. //

The Summer Capital is taking another bite out of food waste as the city government under Mayor Benjamin Magalong and the Department of Agriculture-Philippine Rice Research Institute (DA-PhilRice Isabela) move to revive and strengthen the city’s Half-Cup Rice policy.

The renewed push is part of the nationwide Be RICEponsible Campaign, which calls on consumers and food establishments to practice responsible rice consumption and avoid wasting one of the country’s most important staple foods.

City officials and PhilRice Isabela met on August 27, 2026 at the City Veterinary and Agriculture Office (CVAO) to lay the groundwork for the initiative.

Representatives from the CVAO led by Dr. Silardo Bested, the City Tourism Office, the City Health Services Office, the Public Information Office and PhilRice Isabela took part in the initial discussions, which centered on the “Be RICEponsible Every Day” information campaign and closer cooperation between PhilRice and the city government.

Baguio adopted its Half-Cup Rice policy through Ordinance No. 16, s. 2017, making the city one of the local governments that have taken steps to promote more responsible rice consumption.

Under the renewed initiative, concerned city offices are set to revisit the existing ordinance and explore ways to make its implementation more effective.

Further meetings, including discussions with the City Mayor’s Office, are expected to focus on strengthening implementation strategies and expanding the campaign through various communication platforms.

The initiative also complements the city’s advocacy for a circular economy and healthy living, linking responsible food consumption with efforts to reduce waste and promote sustainable practices.

With PhilRice Isabela and the city government joining forces, Baguio is seeking to turn the Half-Cup Rice policy into a stronger public advocacy by encouraging the public to make every grain count.-Gaby B. Keith with CVAO report

✅ Fisherfolk - Fisherfolk ID or certification issued by BFAR or LGU
✅ Jeepney & taxi drivers - LTFRB-issued Driver's ID or franchise-based ID endorsed by local transport coop
✅ 4Ps Beneficiaries - 4Ps ID issued by DSWD

NOTE: For SENIORS and PWDs (esp. those who are unable to walk), you can give your valid ID to your representative to secure a slot, process and claim your Benteng Bigas.

IN PHOTOS || Waste Management and Urban Food Production Seminar-Training at Pinsao Pilot and St. Joseph Village

August 28, 2026 – The Baguio City Veterinary and Agriculture Office (CVAO)-Urban Agriculture Services Division continued its efforts to promote agricultural and environmental sustainability, household food production, and community participation through separate training activities on solid waste management, composting, and basic hydroponics.

At St. Joseph Village Barangay, a total of 19 participants, composed of members of the Barangay Council, persons with disabilities (PWDs), 4Ps beneficiaries, and senior citizens, attended the Solid Waste Management Seminar focusing on the provisions of Republic Act No. 9003 or the Ecological Solid Waste Management Act, as well as proper waste segregation and home composting practices. The activity aimed to increase awareness and strengthen community participation in proper solid waste management, waste segregation, and composting.

Meanwhile, at the Pinsao Pilot Project Barangay, 15 participants from the Senior Citizens sector, Women’s Group, Barangay Council, and 4Ps attended the Training and Demonstration on Basic Hydroponics.

The activity introduced participants to practical hydroponic techniques that can be applied at home, providing them with additional knowledge and skills for growing food in limited urban spaces. The initiative also supports efforts to promote household food security and sustainable urban agriculture.

IEC materials, seeds, and seedlings were likewise distributed to participants to encourage them to establish and maintain their own household gardens.

August 27, 2026 - A total of 19 residents, composed of parents, senior citizens, 4Ps beneficiaries, and barangay health workers of Barangay Dontogan, gained practical knowledge on household nutrition, food production, and sustainable livelihood through learning sessions on egg citing and backyard gardening conducted as part of the Nutrition Education and Livelihood Caregivers Class Program held at Care Baptist Church, Brgy. Dontogan, Baguio City.

The Health, Nutrition and Sanitation Committee of Barangay Dontogan initiated the said activity. The speaker and facilitator was Mr. Patrick Darato, Agriculturist I of the Baguio City Veterinary and Agriculture Office. Free seeds and IEC materials were also distributed to the participants.

Through initiatives such as the Nutrition Education and Livelihood Caregivers Class Program, LGU-Baguio continues to promote community-based learning that empowers residents to make practical choices for healthier families and more sustainable households. // A Tad-o & C Cimatu
