On June 19, 2026, the Metropolitan BLISTT Development Authority (MBLISTTDA), through Assistant Secretary Maria Monica C. Costales, PhD, conveyed its message of support during the training-workshop entitled โ€œGender and Development: Empowering Workplaces Through Gender Equality and Diversity,โ€ organized by the Cordillera Pride Community Leaders (CPCL) at the Olive Grand Ballroom, Venus Parkview Hotel in Baguio City.

The activity highlighted the importance of promoting gender equality, diversity, and inclusivity in workplaces, particularly in service-oriented industries such as tourism and hospitality, where creating a welcoming environment is essential to providing quality experiences for all.

In her message, ASec. Costales emphasized that inclusivity is not merely a policy requirement but a shared responsibility that contributes to stronger communities and better public service.
โ€œInclusiveness is not only a matter of policy, but it is a driver of success. Every hotel, restaurant establishment, transport provider, entrepreneur, and public servant contributes to the reputation of Metro BLISTT. The quality of service we provide reflects who we are as a community,โ€ she said.

ASec. Costales also underscored the importance of fostering workplaces where respect, professionalism, and equal opportunities are upheld, recognizing that diversity strengthens institutions and enhances the quality of services provided to residents and visitors alike.

The Authority's support for the activity aligns with the objectives of Republic Act No. 11932, which mandates MBLISTTDA to coordinate metropolitan development initiatives, including tourism promotion throughout the BLISTT area.

As the region continues to position itself as a premier destination in Northern Luzon, cultivating inclusive and welcoming communities contributes to a positive visitor experience and strengthens the BLISTT area's reputation for hospitality.

The Baguio Business Club (BBC) proudly formalized its partnership with Food Bank Foundation, Inc. through a contract signing with Mr. Rafael โ€œItongโ€ C. Torres, President of Food Bank Foundation, Inc., marking a significant step toward building a healthier, more sustainable, and more inclusive MBLISTT.

This collaboration seeks to address two critical challenges facing our community: child food security, child malnutrition and rescued food.

Through this initiative, surplus but perfectly consumable food will be redirected to those who need it most, particularly the youngest members of our community. Likewise, surplus vegetables that do not pass quality control can be directed to community kitchens and then partner with schools in the conduct of Feeding Programs for undernourished school children. By helping ensure that children have access to nutritious meals, we hope to contribute to better health, improved academic performance, and healthy growth. Investing in our children today is an investment in the future of MBLISTT.

At the same time, the program supports the metro's environmental goals by reducing food waste that would otherwise end up in landfills. By rescuing edible food and putting it to good use, we can help ease the burden on MBLISTTโ€™s waste management system while promoting responsible consumption and sustainability.

MBLISTTDA Joins the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2026

The Metropolitan BLISTT Development Authority, led by the Operations Office, successfully participated in the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) as assisted by the Bureau of Fire Protection (BFP) June 18, 2026.

The activity, which was discussed by SFO3 Christon Pedaso, initially provided an orientation of the critical phases in conducting an earthquake drill, such as the Alarm Phase, Response and Evacuation Phase, Head Count, and the Evaluation of the drill simulation. Moreover, he emphasized proper procedures and posture adaptations, particularly the โ€œDuck, Cover, and Holdโ€ technique for responding appropriately during emergencies.

During the simulation, the employees of MBLISTTDA exercised the proper โ€œDuck, Cover, and Holdโ€ protocol which was observed by the BFP personnel, including FO1 Jervis Lenze Buslotan. They proceeded with the evacuation and conducted a headcount. After the observation of the evacuation drill, comments and ways forward were discussed by FO3 Jason Alalag and FO2 Clint Dominick Labon.

MBLISTTDAโ€™s participation reflects its disaster preparedness program, guided accordingly by the Operations Office. In this way, MBLISTTDA continues to ensure the preparedness and response capabilities of its employees, being aware and knowledgeable about the safety protocols before, during, and after emergencies.

The Metropolitan BLISTT Development Authority (MBLISTTDA), through Assistant Secretary Maria Monica C. Costales, PhD, joined Regional Director Jovita A. Ganongan of the Department of Tourismโ€“Cordillera Administrative Region (DOT-CAR), Baguio City Mayor Benjamin B. Magalong, and other representatives from the City Government of Baguio in the opening of the Cordillera Heritage and Art Hub on June 17, 2026.

The program began with the blessing of the Cultural Heritage and Art Hub, followed by a ribbon-cutting ceremony led by Baguio City Councilor Vladimir D. Cayabas, and welcoming messages and remarks from Director Ganongan and the respective representatives of Baguio City.

โ€œWhile Baguio upholds being a UNESCO Creative City, we continue to invest in the very people who showcase their creativity. Creativity thrives when nurtured; this is why we continue to create public spaces for artistic expression. This Heritage and Art Hub is designed as an open and inclusive space for outdoor cultural exhibitions and creative gatheringsโ€”where artists and visitors create, connect, and collaborate,โ€ Director Ganongan said in her welcoming remarks.

The program ended with a community dance performance by Baguio Central Universityโ€™s Fungakan Cultural Dance Troupe and an open house designed to showcase local culture and businesses to the community and visitors.

The participation of MBLISTTDA reflects its mandate under Republic Act No. 11932 to promote tourism, particularly cultural heritage, sustainable, and community-based tourism. Through its tourism development and promotional functions, the Authority continues to support initiatives that enhance the cultural identity and economic development of the BLISTT area.

The activity also serves to strengthen tourism development efforts and foster partnerships among local government units and stakeholders in promoting the Cordillera as a vibrant cultural and tourism destination.

The Metropolitan BLISTT Development Authority, through its Operations Office, successfully convened the 2nd MBLISTTDA Workshop in Alternative and Multimodal Transportation System Study: โ€œData Requirements and Collection Methodologiesโ€ on June 15, 2026.

The workshop opened with welcoming remarks from Engr. Honasan P. Ollasic, Project Development Officer IV, and Engr. John Paul C. Bartolome, Project Development Officer III, from the Operations Office. Later on, the workshopโ€™s primary resource speakers, Engr. Mervinkay Abenoja, Ms. Maristy P. Oplas, and Engr. Jan Vincent Niรฑalga was also introduced.

The first session of the workshop, led by Engr. Abenoja and Ms. Oplas, initially discussed the Public Transport Modernization Program (PTMP) that prioritizes the improved safety of passengers, route rationalization, and the modernization of traffic or transit units.

Engr. Abenoja highlighted the importance of the Local Public Transport Route Plan (LPTRP), an LGU-mandated transport plan that determines the necessary public transportation routes, operational locations, and the number of units needed to be served based on actual passenger demand and transport needs. During the discussion, Ms. Oplas provided an overview of the necessary data requirements, survey types, and methodologies used to develop the LPTRP.

In the second session of the workshop, Engr. Niรฑalga discussed volume studies and the use of traffic volume data, followed by an enumeration of transportation surveys that ensure how transport systems serve all stakeholders, from LGUs, daily commuters, and road users, effectively.

The event concluded with the awarding of certificates and tokens of appreciation to the distinguished resource speakers, Engr. Mervinkay Abenoja, Ms. Maristy P. Oplas, and Engr. Jan Vincent Niรฑalga.

Through this workshop, MBLISTTDA's commitment to recognizing professional contributions and fostering collaborative relationships with experts in the field can better support LGUs in developing transport solutions that promote safer and more reliable public transportation, both in urbanized and rural communities.

The Metropolitan BLISTT Development Authority, through its Planning Office led by Mr. Marcial D. Aloda, Planning Officer IV, successfully conducted the two-day Training Workshop on Sectoral Development Planning vis a vis CCADRR (Climate Change Adaptation and Disaster Risk Reduction) on June 10-11, 2026.

The workshop opened with welcome remarks from Asec. Maria Monica C. Costales, PhD, who expressed her gratitude to the attendees for their continued support in strengthening local planning and development efforts and their commitment to advancing coordinated development across the BLISTT area.

The activity gathered Provincial, City, and Municipal Planning Officers, GIS personnel, DRRM Officers, and Environment and Natural Resources Officers from Benguet, Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay.

Recognizing their expertise and extensive knowledge of local situations, participants led the SWOT analysis of key sectoral concerns: environmental, institutional, infrastructure, social, and economic sectors.

The workshop also provided an avenue for LGUs to share their PPAs that align with metropolitan development goals. The insights, recommendations, and PPAs identified by the participating LGUs will serve as important inputs in the continuing formulation of the MBLISTT Comprehensive Master Plan.

On the second day, participants were joined by representatives from the Watershed and Water Resources Research, Development and Extension Center (WWRDEC), led by For. Rej Winlove M. Bungabong, incoming Center Head, who presented the project, โ€œDevelopment and Field Evaluation of a Forest Fire Extinguishing Gel (FiFexGel) for the Protection of e-NGP Plantations, Forest Ecosystems, and Watersheds.โ€ This was followed by a stakeholder analysis survey facilitated by Ms. Dorina K. Espenilla and Carissa C. Manongyao.

In his closing remarks, Engr. Honasan P. Ollasic, Project Development Officer IV of the Operations Office, emphasized the importance of harmonizing the plans of the LGUs as this allows for an interconnected BLISTT. He likewise thanked the participants for their active participation.

This workshop marks the second phase of MBLISTTDAโ€™s capability-building activities with the Benguet-BLISTT LGUs, following the Training Workshop on Spatial Planning (Basic to Intermediate GIS) conducted earlier this year.
