The Metropolitan BLISTT Development Authority, through its Planning Office led by Mr. Marcial D. Aloda, Planning Officer IV, successfully conducted the two-day Training Workshop on Sectoral Development Planning vis a vis CCADRR (Climate Change Adaptation and Disaster Risk Reduction) on June 10-11, 2026.
The workshop opened with welcome remarks from Asec. Maria Monica C. Costales, PhD, who expressed her gratitude to the attendees for their continued support in strengthening local planning and development efforts and their commitment to advancing coordinated development across the BLISTT area.
The activity gathered Provincial, City, and Municipal Planning Officers, GIS personnel, DRRM Officers, and Environment and Natural Resources Officers from Benguet, Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay.
Recognizing their expertise and extensive knowledge of local situations, participants led the SWOT analysis of key sectoral concerns: environmental, institutional, infrastructure, social, and economic sectors.
The workshop also provided an avenue for LGUs to share their PPAs that align with metropolitan development goals. The insights, recommendations, and PPAs identified by the participating LGUs will serve as important inputs in the continuing formulation of the MBLISTT Comprehensive Master Plan.
On the second day, participants were joined by representatives from the Watershed and Water Resources Research, Development and Extension Center (WWRDEC), led by For. Rej Winlove M. Bungabong, incoming Center Head, who presented the project, โDevelopment and Field Evaluation of a Forest Fire Extinguishing Gel (FiFexGel) for the Protection of e-NGP Plantations, Forest Ecosystems, and Watersheds.โ This was followed by a stakeholder analysis survey facilitated by Ms. Dorina K. Espenilla and Carissa C. Manongyao.
In his closing remarks, Engr. Honasan P. Ollasic, Project Development Officer IV of the Operations Office, emphasized the importance of harmonizing the plans of the LGUs as this allows for an interconnected BLISTT. He likewise thanked the participants for their active participation.
This workshop marks the second phase of MBLISTTDAโs capability-building activities with the Benguet-BLISTT LGUs, following the Training Workshop on Spatial Planning (Basic to Intermediate GIS) conducted earlier this year.
