NAPOLCOM CAR, under the leadership of Regional Director Atty. George Aplas D. Daskeo, CESO IV, successfully passed the Stage 1 Audit for ISO 9001:2015 (Quality Management System) on May 5, 2026, marking a significant step forward in its commitment to quality public service.

The external audit, conducted by Dr. Catherine Sigua of SOCOTEC Certification Philippines, Inc., served as a comprehensive assessment of the agencyโ€™s systems and processes. Despite the identification of five (5) inadequacies, the results reflect NAPOLCOM CARโ€™s readiness to move forward to the next stage of certification, demonstrating both compliance and a strong foundation for continual improvement.

The certification scope covered key frontline services, particularly the development and administration of police examinations, as well as the processing and evaluation of police benefit claims, core functions that directly impact the welfare and professionalism of the Philippine National Police. Supporting processes were likewise evaluated to ensure efficiency, consistency, and alignment with quality standards.

This milestone underscores NAPOLCOM CARโ€™s unwavering dedication to enhancing organizational performance, strengthening accountability, and delivering responsive and reliable service to its stakeholders. As the agency prepares for the Stage 2 Audit, it remains steadfast in its pursuit of excellence and continuous improvement in all its operations.

As part of its continuing commitment to institutional excellence and responsive governance, the National Police Commission Cordillera Administrative Region (NAPOLCOM CAR), under the leadership of Regional Director George Aplas D. Daskeo, CESO IV, actively assisted the Research and Evaluation Division of the Planning and Research Service (RED, PRS) on the administration of the CY 2025 Survey on the Level of Awareness and Stakeholders' Satisfaction on NAPOLCOM Plans, Programs, and Policy Advisories on April 28, 2026 in Baguio City and April 29, 2026 in La Trinidad.

The activity forms part of the Commissionโ€™s broader efforts to assess institutional performance, evaluate the effectiveness of its programs and policy issuances, and further enhance public awareness of its mandates and services. By gathering insights directly from its stakeholders, NAPOLCOM CAR aims to ensure that its initiatives remain relevant, impactful, and aligned with the needs of the communities it serves.

The survey engaged a wide range of stakeholders across three categories. Primary respondents included uniformed personnel of the Philippine National Police (PNP) and Local Chief Executives. Secondary stakeholders comprised representatives from Regional and Municipal Trial Courts, Peopleโ€™s Law Enforcement Boards (PLEBs), officials of Local Government Units, and other institutions within the Criminal Justice System. Meanwhile, tertiary stakeholders included Civil Society Organizations, academic institutions, private sector partners, and community leaders.

With this commitment, NAPOLCOM CAR reaffirms its dedication to participatory governance and continuous improvement, ensuring that its plans, programs, and policies are not only effectively implemented but also widely understood and appreciated by the public it is sworn to serve.

In a continued effort to foster collaboration and strengthen investigative coordination, a briefing with the Japan National Police Agency (NPA) was conducted on April 27, 2026 at the Kapanalig Hall of the Baguio City Police Office. The activity focused on updates regarding a homicide case, underscoring the importance of information-sharing and international cooperation in addressing complex criminal incidents.

The briefing was notably attended by Josephus G. Angan, PBGEN (Ret.), NAPOLCOM Commissioner, who delivered a keynote message and shared valuable insights on investigative processes, coordination mechanisms, and the significance of inter-agency and international partnerships in law enforcement. His presence further emphasized the Commissionโ€™s strong support for initiatives that enhance the capabilities of police units in maintaining peace and order.

Also present during the activity were NAPOLCOM CAR Regional Director Atty. George Aplas D. Daskeo, CESO IV, and Atty. Michelle G. Lee, Baguio City Officer, who joined officials and personnel of the BCPO in engaging with representatives of the Japan NPA. The Tracer Study on NAPOLCOM Scholarship Program Beneficiaries was successfully conducted on April 28โ€“29, 2026, as part of the agencyโ€™s continuing efforts to evaluate and enhance its scholarship initiatives. The study aimed to assess the effectiveness and overall impact of the NAPOLCOM Scholarship Program on its beneficiaries.

To ensure a comprehensive analysis, the study utilized a mixed-method approach, combining an online perception survey and virtual interviews to gather data on the scholarsโ€™ experiences, employment outcomes, and the relevance of the program to their professional growth. The interviews were conducted with five (5) scholar-graduates who voluntarily signified their interest to participate, representing batches from 2015 to 2025. These engagements provided deeper insights into the personal and professional journeys of the beneficiaries.

Significantly, to further enrich the findings with institutional perspectives, key officials and personnel were also engaged. Nathaniel A. Cayaba, Acting Assistant Regional Director; Atty. Costa Joy G. Anniban, Chief of the Technical Services Division, shared valuable insights on program implementation, key challenges, and strategic directions. Additionally, the 2 process owners of the Evaluation and Approval of Scholarship application, Ms. Brylene T. Ekid and Jahzeel B. Todiano contributed their firsthand experiences in managing the program.

This study highlighted both the strengths and areas needing enhancement within the scholarship program. It also served as a platform to identify implementation gaps and generate policy-level recommendations.

Reinforcing its commitment to effective community-based policing oversight, NAPOLCOM CAR actively participated in the La Trinidad Peopleโ€™s Law Enforcement Board (PLEB) Seminar titled โ€œEnhancing PLEB Effectiveness: Capability Development and Interboard Coordination Trainingโ€ held on April 22โ€“23, 2026 at Ynad's Place Hotel & Resort, attended by approximately 30 participants.

Representing NAPOLCOM CAR, Atty. Zane Mark D. Bongayon, Provincial Officer for Benguet, served as one of the resource persons, sharing his expertise with members of the La Trinidad People's Law Enforcement Board alongside participants from the PLEBs of Mankayan, Kibungan, Kapangan, and Atok. The activity provided a valuable platform for strengthening coordination and enhancing the functional capacity of PLEBs across municipalities.

Atty. Bongayon delivered comprehensive discussions on key areas vital to PLEB operations, including an introduction to the PLEB and administrative procedures, the Community and Service-Oriented Policing System (CSOP), administrative offenses and corresponding penalties, as well as the proper use of PLEB forms. The seminar also featured mock sessions, allowing participants to apply their knowledge in simulated case proceedings, further sharpening their skills in handling administrative complaints against members of the Philippine National Police.

Sustaining significant engagements like this, NAPOLCOM CAR continues to empower PLEBs as vital instruments of accountability and community partnership, ensuring that discipline, transparency, and responsiveness remain at the core of policing.

NAPOLCOM CAR Regional Director Atty. George Aplas D. Daskeo, CESO IV, conducted an Executive Visit at the Kalinga Police Provincial Office (KPPO), along with field visits to the Tabuk City Police Station and Rizal Municipal Police Station, further strengthening coordination and support for the โ€œLumin-awa Copsโ€ of Kalinga on April 23, 2026.

Warmly welcomed at Camp Captain Juan M. Duyan in Bulanao, Tabuk City, RD Daskeo along with Atty. Joshua B. Tuguic, NAPOLCOM Provincial Officer for Kalinga, was received by the KPPO, led by Provincial Director PCOL Gilbert A. Fati-ig. The visit opened with a vibrant cultural presentation by the 1st Kalinga Provincial Mobile Force Company, reflecting the provinceโ€™s rich heritage and hospitality. PLTCOL Jolly N. Ngaya-an, Deputy Provincial Director for Administration, delivered the welcome remarks, followed by the introduction of the Guest of Honor by PCOL Fati-ig.

In his keynote message, RD Daskeo emphasized three guiding principles for effective police service: empowerment through oversight, protection through public trust, and leadership through integrity. He likewise underscored the significance of living by the PNP Police Officerโ€™s Pledge, reminding personnel of the values of professionalism, accountability, and ethical conduct that must be upheld at all times.

The visit was especially meaningful, as RD Daskeo once served as the Provincial Director of KPPO in 2015, making his return both memorable and inspiring for the officers and personnel. His presence not only rekindled shared experiences but also reaffirmed his enduring commitment to the growth and welfare of the Kalinga police force.

In support of strengthened police oversight and public safety in the Province of Kalinga, NAPOLCOM CAR Regional Director Atty. George Aplas D. Daskeo, CESO IV, who was accompanied by Atty. Joshua B. Tuguic, NAPOLCOM Provincial Officer for Kalinga, conducted an official visit to the Province of Kalinga, marked by courtesy calls and the conferring of deputization to key Local Chief Executives (LCEs) on April 23, 2026.

RD Daskeo paid a courtesy visit to Governor Hon. James S. Edduba, where he reaffirmed NAPOLCOMโ€™s commitment to support the Philippine National Police (PNP) in the province. The visit underscored the vital role of local government units in advancing peace and order, in line with Section 64 of Republic Act No. 8551. Governor Edduba highlighted Kalingaโ€™s improving security landscape, attributing it to the strong collaboration among the PNP, LGUs, and local peace mechanisms. A deputation plaque and paperweight were awarded to the Governor, recognizing his authority as a NAPOLCOM Deputized Representative.

In Tabuk City, RD Daskeo met with Mayor Hon. Darwin C. Estraรฑero to discuss key concerns on maintaining peace and order and enhancing public safety initiatives. The engagement further strengthened coordination between NAPOLCOM and the city government. Mayor Estraรฑero also received his deputation plaque and paperweight, affirming his role in overseeing and supporting police functions within his jurisdiction.

RD Daskeo likewise visited the Municipality of Rizal, where Municipal Mayor Hon. Karl Bugao P. Baac, represented by Municipal Administrator Atty. Blair Casiw, was conferred with the same deputation recognition.

Through these engagements, RD Daskeo emphasized the importance of proactive and community-oriented policing, encouraging continued collaboration among the PNP, LGUs, and the community to sustain peace and security across Kalinga.

Baguio City โ€“ The National Police Commission-Cordillera Administrative Region (NAPOLCOM-CAR), under the leadership of Regional Director Atty. George Aplas Daskeo, acknowledges the concerns raised by Greafin Bell Valdez-Olsim-Maranes-Dodon in her open letter dated April 15, 2026, concerning the recent incident at the CARTC, as well as the broader culture within our training institutions.

We wish to inform the public and the aggrieved parties that NAPOLCOM-CAR had already initiated formal proceedings well in advance of the issue reaching the media. On March 13, 2026, acting on a directive from NAPOLCOM Vice-Chairperson and Executive Officer Atty. Rafael Vicente Calinisan, our office commenced a proactive and rigorous fact-finding investigation into reports of misconduct.

NAPOLCOM-CAR maintains a zero-tolerance policy toward any form of sexual violence or abuse of authority. Such acts are a grave betrayal of the uniform and the mandate of the Philippine National Police (PNP).

To ensure a transparent and unhampered investigation, immediate preventive measures were implemented. The personnel involved have been relieved from their posts. Formal administrative cases for Grave Misconduct and violations of PNP Training Institute Guidelines will be filed should the evidence substantiate the allegations.

Our investigation is also specifically addressing unauthorized practices and the reported consumption of alcohol within the training schoolโ€”acts that directly violate standing policies and will be dealt with to the fullest extent of the law. Furthermore, we are looking into reported systematic issues regarding trainee allowances and fees; we will not tolerate a culture where trainees are exploited.

NAPOLCOM-CAR stands firmly with the victims. We hear the demand for dignity and justice, and we affirm that these are non-negotiable. We are committed to ensuring that both criminal and administrative prosecutions are swift and decisive.

We are currently reviewing existing protocols to ensure that institutional silence is replaced by absolute accountability. We remain dedicated to cleansing the ranks and ensuring that our training centers remain safe and honorable grounds for the next generation of police officers.
