The Coast Guard Fleet, through the Fleet Education, Training, and Doctrine Development Institute (FETDDI), successfully conducted the Joint Graduation and Convening Ceremony on 10 February 2026 at 1000H.

The ceremony was graced by 𝐀𝐒𝐄𝐂 𝐌𝐀𝐍𝐔𝐄𝐋 𝐆 𝐂𝐀𝐁𝐎𝐂𝐇𝐀𝐍 𝐈𝐈𝐈, Assistant Secretary for Special Concerns, Department of Transportation, who served as Guest of Honor and Speaker, together with 𝐑𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, Commander, Coast Guard Fleet & 𝐂𝐎𝐌𝐌𝐎 𝐑𝐎𝐃𝐄𝐑𝐈𝐊 𝐌 𝐄𝐋𝐈𝐎𝐑𝐀𝐍 𝐏𝐂𝐆, Deputy Commander, Coast Guard Fleet and also the Acting Commander, FETDDI.

In his address, 𝐀𝐒𝐄𝐂 𝐂𝐚𝐛𝐨𝐜𝐡𝐚𝐧 congratulated the graduates and welcomed the newly convened trainees, emphasizing that while one mission may be completed, service in the maritime profession never ends. He reminded Coast Guardians that competence, discipline, teamwork, and integrity are non-negotiable at sea, where every role—navigation, engineering, operations, logistics, and safety—functions as one system.
He highlighted that graduation certificates are not symbols of completion, but commitments, and urged the graduates to let their training guide them and their integrity anchor them, especially when decisions must be made under pressure. For the newly convened trainees, he encouraged them to embrace the demanding journey ahead, as the standards are high because the mission is unforgiving.

𝐀𝐒𝐄𝐂 𝐂𝐚𝐛𝐨𝐜𝐡𝐚𝐧 underscored that Coast Guardians represent the steadiness of the State and the compassion of the Filipino people, in calm seas and in times of crisis. He challenged everyone to always be present when duty calls, especially when lives are at stake, and to uphold professionalism, integrity, and excellence—placing duty above self.

𝐋𝐎𝐎𝐊: The Coast Guard Fleet, through the Fleet Education, Training, and Doctrine Development Institute (FETDDI), formally concluded the Deck and Gunnery Officer's Package Course (DGOPC) Class 02-2025,Damage Control Officer’s Package Course (DCOPC) Class 06-2025and Mess & Supply Officer’s Package Course (MSOPC) Class 06-2025 in a graduation ceremony held on 15 December 2025 aboard Fleet Training Center of Excellence (FTCE) in Brgy. Santol, Balagtas, Bulacan.

𝐑𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, Presiding Officer, commended the class for completing a one month of training that tested their discipline, focus, and character. The graduates are now formally designated to serve as Deck and Gunnery Officers (DGO), the responsible for the safe navigation and manages all shipboard weapons and ammunition, ensures proper storage and safety,DamageControl Officers (DCO), the ship’s front-line emergency responders, and Mess and Supply Officers (MSO), the custodians of crew sustenance, logistics, and morale.

These competency courses are fundamental to strengthening Coast Guard Fleet Officers’ professional competence, mission readiness, and leadership performance aboard PCG commissioned and manned vessels.

In his address, 𝐑𝐀𝐃𝐌 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆 challenged the graduates to embody the principles of 𝐀𝐇𝐄𝐀𝐃: 𝐀ccountable Governance and Leadership, 𝐇ighest Standard of Coast Guard Core Values, 𝐄fficient and Sound Resource Management, 𝐀gile System and Technological Advancement, and 𝐃ependable Partnerships and Cooperation.

The Fleet Training Center of Excellence (FTCE), the Philippine Coast Guard’s hub for operational and advanced maritime training, welcomed 𝐑𝐀𝐃𝐌 𝐉𝐄𝐅𝐅𝐑𝐄𝐘 𝐖 𝐍𝐎𝐕𝐀𝐊 𝐔𝐒𝐂𝐆, Commander, Southwest District and Deputy Commander, Pacific Area together with his beautiful wife, 𝐃𝐚𝐫𝐜𝐢𝐞 𝐍𝐨𝐯𝐚𝐤, along with 𝐂𝐀𝐏𝐓 𝐉𝐀𝐒𝐎𝐍 𝐋𝐄𝐇𝐓𝐎 𝐔𝐒𝐂𝐆 and 𝐋𝐂𝐃𝐑 𝐁𝐑𝐄𝐀𝐍𝐍𝐀 𝐇𝐈𝐓𝐄 𝐔𝐒𝐂𝐆 on 21 November 2025.

Upon arrival, the delegation was accorded a tour of the FTCE facilities, where they observed the notable upgrades made across various learning environments—including modernized classrooms, enhanced laboratories, and improved training grounds. These developments reflect the Fleet Education, Training, and Doctrine Development Institute's (FETDDI) continued commitment to elevating the quality of CGFleet's education and training.

Following the site visit, was the discussion on the strategic direction of FETDDI, with emphasis on planned infrastructure enhancements, capability development initiatives, and the introduction of upcoming training programs.

𝐂𝐎𝐌𝐌𝐎 𝐑𝐎𝐃𝐄𝐑𝐈𝐊 𝐌 𝐄𝐋𝐈𝐎𝐑𝐀𝐍 𝐏𝐂𝐆, conveyed his heartfelt appreciation to the U.S. Coast Guard for its steadfast support to the Philippine Coast Guard Fleet, most especially to the FETDDI. Their continued partnership has been instrumental in enhancing our training systems, deepening international cooperation, and reinforcing the overall mission-readiness of the PCG.

𝐋𝐎𝐎𝐊: The Coast Guard Fleet, through the Fleet Education, Training, and Doctrine Development Institute (FETDDI) conducted the Joint Graduation ceremony of the Seniorship Management Level Course (SSMLC) Class 21-2025 and the Juniorship Operational Level Course (JSOLC) Class 24-2025 and Convening Ceremony of Seniorship Management Level Course Class 22-2025, Deck and Gunnery Officer’s Package Course Class 02-2025, Damage Control Officer’s Package Course Class 06-2025, Mess and Supply Officer’s Package Course Class 06-2025, Boat Captain’s Package Course Class 22-2025, and Boat Engineer’s Package Course Class 16-2025 held on 04 November 2025 at the Fleet Training Center of Excellence (FTCE), Brgy. Santol, Balagtas, Bulacan.

The ceremony was presided over by 𝐑𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀. 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, Commander, Coast Guard Fleet, who extended his greetings to the graduates and newly convened students, emphasizing their vital role in sustaining the fleet’s operational momentum.

In his message, 𝐑𝐀𝐃𝐌 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆 urged every Coast Guardian to navigate with competence, discipline, and integrity — taking full ownership of their duties and embracing leadership anchored in the PCG core values of Professionalism, Integrity, and Excellence. He reminded everyone that the mission to move the Coast Guard Fleet 𝐀𝐇𝐄𝐀𝐃 rests on:

𝐋𝐎𝐎𝐊: The Coast Guard Fleet through the Fleet Education, Training, and Doctrine Development Institute (FETDDI) conducted the joint graduation and convening ceremony held on 09 October 2025 at Fleet Training Center of Excellence (FTCE), Brgy. Santol, Balagtas, Bulacan. A total of 162 Coast Guard personnel completed the six (6) specialization and two (2) competency courses, while six (6) new rating courses were formally convened, marking another milestone in the Philippine Coast Guard’s continuous pursuit of excellence, professionalism, and operational readiness at the Coast Guard Fleet.

The Joint Graduation and Convening Ceremony was presided by 𝐑𝐄𝐀𝐑 𝐀𝐃𝐌𝐈𝐑𝐀𝐋 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, Commander, Coast Guard Fleet. CDR RAQUEL M COLARINA PCG and LT KIM MELODY C NAVARRA PCG received the award. FETTDI, through the Coast Guard Fleet, has made significance contributions to the Philippine Coast Guard through successful conduct and completion of courses programmed in the annual training calendar, facility conduciveness, competency of STIs Faculty, and Training directorate in functional courses, specialization programs, and advanced trainings prescribed by CGETDC. Moreover, FETDDI successfully met STIs compliance with CGETDC training standards by conducting duly accredited PCG courses.

This accomplishment reflects PCG’s unwavering dedication to upholding the highest training standards in alignment with the vision and mission of CGETDC. Also, it underscores its vital role in developing highly skilled and mission-ready coastguardians committed to maritime leadership, education, discipline and service to the nation.

The Fleet Education Training and Doctrine Development Institute (FETDDI), the Philippine Coast Guard’s hub for advanced maritime education and doctrine development, welcomed 𝐌𝐬. 𝐅𝐫𝐚𝐧𝐜𝐨 𝐉𝐨𝐬𝐞 𝐁𝐚𝐥𝐥𝐞𝐬𝐭𝐞𝐫𝐨𝐬, Junior Advisor from GIZ – Deutsche Gesellschaft für Internationale Zusammenarbeit, on 06 August 2025. They were joined by representatives from the Coast Guard Aviation Command (CGAvCom) and the Coast Guard Staff for Strategic Studies and Modernization (CG-15).

Upon arrival, the delegation was warmly received by 𝐑𝐀𝐃𝐌 𝐑𝐨𝐦𝐦𝐞𝐥 𝐀 𝐒𝐮𝐩𝐚𝐧𝐠𝐚𝐧 𝐏𝐂𝐆, Commander of CGFLEET, before proceeding with a tour of the Institute’s classrooms, simulators, and training facilities. This was followed by in-depth discussions on how GIZ can support the Institute’s capacity building programs. Possible areas of cooperation include upgrading training equipment, enhancing curriculum content, and facilitating knowledge exchange with local and international maritime experts.

This engagement aligns with GIZ’s mission to promote sustainable development and institutional capacity, complementing the Philippine Coast Guard’s drive to strengthen its training infrastructure, enhance inter-agency collaboration, foster international partnerships, and build resilience in the global maritime sector.

The event was graced by Coast Guard Fleet Commander, 𝐑𝐀𝐃𝐌 𝐑𝐨𝐦𝐦𝐞𝐥 𝐀 𝐒𝐮𝐩𝐚𝐧𝐠𝐚𝐧 𝐏𝐂𝐆.

With the theme "𝑭𝒐𝒓𝒈𝒊𝒏𝒈 𝑭𝒖𝒕𝒖𝒓𝒆-𝑹𝒆𝒂𝒅𝒚 𝑮𝒖𝒂𝒓𝒅𝒊𝒂𝒏𝒔: 𝑭𝑬𝑻𝑫𝑫𝑰’𝒔 𝑪𝒐𝒎𝒎𝒊𝒕𝒎𝒆𝒏𝒕 𝒕𝒐 𝑬𝒙𝒄𝒆𝒍𝒍𝒆𝒏𝒄𝒆 𝒂𝒏𝒅 𝑺𝒆𝒓𝒗𝒊𝒄𝒆," the celebration highlighted the institute’s mission to develop future-ready leaders—Guardians—through a strong commitment to quality, excellence, and public service.

During the program, FETDDI officers and non-officers were recognized for their outstanding service through the awarding of merit and commendation medals and ribbons. Individuals, agencies, and institutions who have supported and partnered with FETDDI in fulfilling its mission were also honored.

The event also featured a vibrant barrio fiesta for the students, aimed at enriching and showcasing the diverse cultures of different regions. The celebration concluded with a festive communal meal, reflecting unity and joy.
