𝐎𝐋𝐏𝐈𝐍𝐃𝐎-𝐂𝐚𝐛𝐮𝐪𝐮𝐢𝐭 was recognized as a Finalist for the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐑𝐀𝐈𝐒𝐄 𝐀𝐰𝐚𝐫𝐝𝐬 – 𝐆𝐚𝐰𝐚𝐝 𝐊𝐚𝐫𝐚𝐧𝐠𝐚𝐥𝐚𝐧 during the 50th Anniversary Celebration of the Parole and Probation Administration, held today at Crowne Plaza Manila.

The recognition highlights CPPO Olpindo-Cabuquit's unwavering commitment to public service, exemplary leadership, and steadfast dedication to advancing community-based corrections. Her outstanding contributions continue to inspire excellence in the rehabilitation and reintegration of persons under community-based corrections, reflecting the ideals of the Parole and Probation Administration.

𝐁𝐀𝐋𝐀𝐍𝐆𝐀 𝐂𝐈𝐓𝐘, 𝐁𝐀𝐓𝐀𝐀𝐍 – In line with the celebration of the 50th Anniversary of the Parole and Probation Administration (PPA) and as part of its continuing commitment to community service, the Bataan Parole and Probation Office (BPPO) successfully turned over donations to the Bahay Puso Apostolate Foundation in Balanga City, Bataan.

The donations were generously contributed by the probationers and parolees under the supervision of BPPO during the Mid-Year General Assembly and PPA 50th Anniversary Celebration held on July 27, 2026, at the Limay Sports Complex in Limay, Bataan. The initiative served as a collective expression of gratitude and thanksgiving by the clients, reflecting the values of compassion, generosity, and social responsibility that the agency seeks to instill through community-based rehabilitation.

The donated items consisted of essential supplies requested by the foundation for the benefit of its elderly residents, including adult diapers, laundry detergents, and cleaning materials. These contributions are expected to help address the daily needs of the beneficiaries while demonstrating the positive impact of restorative justice and successful community reintegration.

The donation drive forms part of BPPO's regular "Adopt the Bahay Puso Program," a sustained community outreach initiative that encourages probationers and parolees to actively participate in meaningful acts of service. Through the program, clients are provided opportunities to give back to the community, reinforcing the importance of empathy, volunteerism, and responsible citizenship as integral components of their rehabilitation.

Leading the turnover were Chief Probation and Parole Officer Frances O. Cabuquit, together with the personnel of the Bataan Parole and Probation Office and its dedicated Volunteer Probation Assistants (VPAs), whose continued support has been instrumental in advancing the Office's rehabilitation and community development initiatives.

The activity underscores the Parole and Probation Administration's enduring mission of promoting restorative justice by empowering clients to become productive and socially responsible members of society. In celebration of the 50th Anniversary of the Parole and Probation Administration (PPA) with the theme, "Celebrating 50 Years of Hope, Healing, and Second Chances: Honoring the Past, Celebrating the Present, and Shaping the Future," the Bataan Parole and Probation Office (BPPO) successfully conducted its local anniversary celebration at the Limay Sports Complex, Limay, Bataan. The event served as a meaningful gathering of clients under supervision, office personnel, Volunteer Probation Aides (VPAs), and partner stakeholders in commemorating the agency's five decades of dedicated service in advancing restorative justice, offender rehabilitation, and successful community reintegration.

The celebration was spearheaded by CPPO Frances O. Cabuquit, together with SrPO Karla A. Alfonso and PPOII Reimond C. Agana, with the active participation of BPPO personnel, Volunteer Probation Assistants, and 604 probationers and parolees representing the different supervision clusters throughout the province. The successful conduct of the activity was made possible through the invaluable support of the Local Government Unit of Limay, dedicated Volunteer Probation Assistants, and partner faith-based organizations, whose collaborative efforts contributed to the meaningful observance of the agency's Golden Anniversary.

The program opened with an orientation highlighting the Parole and Probation Administration's remarkable 50-year journey of providing hope, healing, and second chances through community-based corrections. Participants were reminded of the importance of rehabilitation, personal accountability, and community support in empowering clients to become productive, law-abiding, and responsible members of society. The orientation likewise reaffirmed BPPO's continuing commitment to strengthening restorative justice through collaborative programs that foster positive behavioral change and active community involvement.

A highlight of the celebration was the spiritual enrichment sessions facilitated by Volunteer Probation Assistants - Pastor Emmanuel Calora and Pastor Edson C. Ayuste. Pastor Calora delivered an inspiring message entitled "From Brokenness to New Life," encouraging participants to view every challenge as an opportunity for growth, renewal, and transformation. Pastor Ayuste followed with a heartfelt message on "Hope, Healing, and Second Chances," emphasizing the transformative power of faith, forgiveness, perseverance, and embracing a renewed purpose in life. Their messages underscored that rehabilitation extends beyond compliance with supervision requirements—it is a journey toward emotional, spiritual, and personal transformation.

The celebration also provided participants with an opportunity to reflect on the true meaning of second chances while renewing their commitment to living responsible and productive lives. More importantly, it strengthened the partnership among the Bataan Parole and Probation Office, Volunteer Probation Aides, local government units, faith-based organizations, and community stakeholders in supporting the rehabilitation and successful reintegration of clients.

The Bataan Parole and Probation Office, in partnership with the Bataan VPA Association, successfully concluded its annual Lapis at Papel Iskolarship Program on May 30, 2026, 𝐛𝐞𝐧𝐞𝐟𝐢𝐭𝐢𝐧𝐠 𝐞𝐢𝐠𝐡𝐭𝐲 (𝟖𝟎) 𝐬𝐭𝐮𝐝𝐞𝐧𝐭 𝐛𝐞𝐧𝐞𝐟𝐢𝐜𝐢𝐚𝐫𝐢𝐞𝐬 𝐟𝐫𝐨𝐦 𝐊𝐢𝐧𝐝𝐞𝐫𝐠𝐚𝐫𝐭𝐞𝐧 𝐭𝐨 𝐒𝐞𝐧𝐢𝐨𝐫 𝐇𝐢𝐠𝐡 𝐒𝐜𝐡𝐨𝐨𝐥 from different municipalities of the Province of Bataan.

The activity was spearheaded by Ms. Frances L. Olpindo-Cabuquit, Chief Probation and Parole Officer, together with the dedicated personnel of the Office. This annual initiative provides school supplies to the children of probationers and parolees, particularly those whose families face financial limitations in meeting basic educational needs.

The program began as a simple initiative to recognize and encourage highly compliant probationers and parolees. Over time, it has developed into a meaningful project that supports the education of their children and strengthens the Office’s commitment to rehabilitation, reintegration, and community support.

Following a pause during the pandemic, the program resumed with forty-five (45) student beneficiaries through the generosity of individual sponsors. This year, the number of beneficiaries increased to eighty (80), composed of learners from Kindergarten to Senior High School, following careful profiling and verification of the economic situation of the client-families.

During the activity, CPPO Frances L. Olpindo-Cabuquit delivered an inspiring message to the young beneficiaries, encouraging them to strive harder in their studies this coming school year and to continue pursuing their dreams through education. SrPO Alfonso also shared a meaningful reminder to the children, emphasizing that they should enjoy learning and always show kindness and gratitude to their parents, who work hard and make ends meet to provide for their education.

Meanwhile, the Volunteer Probation Assistants unanimously expressed their heartfelt appreciation to the generous sponsors, donors, and participating children. They also recognized the children’s effort and determination to move forward in their education despite the challenges faced by their families.

This increase in beneficiaries reflects the continuing need to support children’s education and the shared belief that learning can open better opportunities for families. It also shows the commitment of client-beneficiaries to help their children pursue education and build a more positive future.

The successful implementation of the activity was made possible through the collective efforts of the Bataan Parole and Probation Office, the Bataan VPA Association, private individuals, and generous donors who extended their support to this worthy cause.

Through the Lapis at Papel Iskolarship Program, the Bataan Parole and Probation Office continues to promote hope, responsibility, and positive change—one student, one family, and one community at a time.
