Barangay Poblacion 03 is located at the east-central part of the Municipality of Balangiga. After WWII, the town proper or the Poblacion of Balangiga was divided into Six Areas. One of the areas was called Area 3 which later became Barangay 03 by virtue of the Presidential Decree No. 86, dated December 31, 1975 creating barangay citizens assemblies which became the legal basis for the existence of
the Barangay. The first and second Barangay Chairmen was appointed by the Municipal Mayor while the third Barangay Chairman was already elected with 6 Kagawads. The present political structure of the barangay nowadays follows the electoral process with its mandates and powers governed by the Republic Act 7160 otherwise known as the Local Government Code. The Barangay is accessible by the Philippine - Japan Friendship Highway 80 kilometers from Tacloban City, which is the center of trade and commerce of the region, and 105 kilometers from Borongan, Eastern Samar which is the capital town of the province. Poblacion 03 envisions to be the government and education center of the municipality with peace loving, environment - friendly, independent and participative residents living in a progressive community and green environment under responsive and accountable leadership. MISSION
