Starting in January 2026, all Primary Tourism Enterprises (PTE) in Baliwag City shall be required to obtain a Certificate of Compliance from the Baliwag City Arts, Culture, and Tourism Office per Ordinance No. 26, s 2025 (Tourism Code of Baliwag 2025) to apply/renew their business permits.
To receive a Certificate of Compliance, the TREs must have submitted their tourism data and statistics for the previous year (2025) using the required DOT forms. Moreover, the TRES shall have a DOT Accreditation. A probationary Certificate of Compliance will be given to those who have submitted their tourism data and statistics while their DOT accreditation is pending or in process.
Primary Tourism Enterprise shall refer to facilities and services that are directly related to tourism. These are the following:
1. Travel and tour agencies (inbound travel agencies and tour operators, local tour operators, ecotour operators, and tour guides)
2. Tourist transport services (whether for land, sea, or air transport exclusively or the majority of its seats are for tourist use, including airport taxis and tourist drivers)
3. Accommodation establishments (hotels, resorts, apartment hotels, tourist inns, motels, pension houses, private homes used for homestay, ecolodges, condotels, serviced apartments, and bed and breakfast facilities)
4. Hotel and tourism estate management services
5. Meetings, incentives, conventions, and exhibition organizers and facilities (MICE)
6. Sports and recreational facilities (dive shops, amusement parks, adventure and ecotourism facilities)
