Pursuant to Malacañang Memorandum Circular No. 128, and in view of the continuous heavy rainfall associated with the Southwest Monsoon, please be informed of the following arrangements for Tuesday, 18 August 2026:

🎓 CLASSES
In-person classes at ALL LEVELS in both public and private schools are SUSPENDED. Schools shall implement Alternative Learning Modalities to ensure the continuity of learning.

🏠 WORK IN GOVERNMENT OFFICES
Government offices shall implement appropriate Alternative Work Arrangements, including Work-From-Home (WFH), as may be applicable.

⚠️ WHO SHALL CONTINUE TO REPORT FOR WORK?
Personnel of government agencies and offices involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

🏢 For the private sector, the suspension of work or adoption of alternative work arrangements shall be left to the discretion of their respective management.

Everyone is advised to remain vigilant, take the necessary precautions, and continue monitoring official advisories.

📢 WORK SCHEDULE ADVISORY

The Municipal Government of Bangar will temporarily observe an 8:00 AM to 5:00 PM work schedule from 17 to 20 August 2026, in view of Ninoy Aquino Day on 21 August 2026, a Special Non-Working Holiday.

The regular Compressed Workweek Schedule of 8:00 AM to 7:00 PM will resume on 24 August 2026.

In line with the national government's digitalization efforts, the Philippine Statistics Authority (PSA) has issued Memorandum Circular No. 2026-12 (see photos), allowing the use of printed PSA E-Certificates for registration and other official transactions.

Whether you have a digital or a printed copy, your PSA E-Certificate is valid and secure!

WHAT YOU NEED TO KNOW:
✅Validity: PSA E-Certificates (Birth, Marriage, Death, CENOMAR, and CENODEATH) have the same legal validity as physical documents printed on security paper.

✅Verification is Key: To ensure authenticity, agencies and stakeholders will verify your printed E-Certificate by scanning the “QR code” on the document or checking it through the official portal at e-cert.psahelpline.ph.

✅Easy Access: You can request your digital civil registry documents online via psahelpline.ph and receive them securely through email.

APPLICATION FEES:
📑Birth, Marriage, Death Certificates: PhP290.00.
📑CENOMAR and CENODEATH: PhP345.00.

📢 ANNOUNCEMENT: Premium Annotation Service Available at PSA CRS Outlets!

Good news, everyone! The Philippine Statistics Authority (PSA) is now offering a faster and more convenient way to process annotation requests for civil registry documents through the Premium Annotation Service under the CRS-ITP2.

Starting July 1, 2026, a total of 55 PSA CRS outlets (including San Fernando City, La Union CRS Outlet) nationwide are already accepting Premium Annotation requests — with plans to expand to all outlets soon!

COVERAGE:
Annotations resulting from:
✅ R.A. 9048 & 10172 (correction of clerical errors)
✅ Supplemental Reports
✅ Court Decrees
✅ Other Legal Instruments

HOW IT WORKS:
1️⃣ File your request at the nearest PSA CRS outlet.
2️⃣ Submit the required documents for evaluation (coordinate with the Local Civil Registry Office)
3️⃣ Pay the processing fee (PhP255.00, inclusive of 1 annotated SecPa copy). Courier fee is charged separately.
4️⃣ Receive SMS notifications on the status of your request — from receipt to release!
5️⃣ Claim your feedback at the originating outlet, and your annotated document at any PSA CRS outlet.

📅 10 working days from receipt of complete documents at the PSA Central Office.

By virtue of Executive Order No. 14, s. 2026, work in government offices is hereby suspended on Monday, 10 August 2026.

​Pursuant to Executive Order No. 43, classes at all levels and work in government offices in the Province of La Union are suspended tomorrow, AUGUST 6, 2026, due to Tropical Storm Maymay.

​Suspension of work in private companies is also encouraged and left at the discretion of their respective heads of office.

Offices providing essential services, such as health, disaster risk reduction, and emergency response, will remain fully operational.
