The 𝟭𝟮𝘁𝗵 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗕𝗮𝘆𝗮𝗻 𝗼𝗳 𝗕𝗮𝗻𝗴𝗮𝗿, under the leadership of 𝐇𝐨𝐧. 𝐕𝐢𝐫𝐠𝐞𝐥𝐢𝐨 𝐌. 𝐃𝐚𝐛𝐚𝐥𝐨𝐬, Municipal Vice-Mayor and Presiding Officer, successfully convened its 𝟓𝟖𝐭𝐡 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 on August 26, 2026, at the Session Hall of the Sangguniang Bayan Office, Bangar, La Union.

𝙆𝙚𝙮 𝙃𝙞𝙜𝙝𝙡𝙞𝙜𝙝𝙩𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙚𝙨𝙨𝙞𝙤𝙣:
1. One (1) Proposal was referred back to proponent, namely:
 Draft Ordinance No. 018-2026, entitled: “An Ordinance Establishing the Public Assistance and Grievance Desk (PAGD) and the Official LGU Hotline of the Municipality of Bangar, La Union, defining their Functions, Appropriating Funds Thereto, and for other Purposes.” (Proponent: Hon. Lorenz C. Mosuela)
2. Eleven (11) 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 were referred to the appropriate committees for proper action.
3. Two (2) 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐑𝐞𝐩𝐨𝐫𝐭𝐬 were adopted and approved, namely:
 Committee on Finance, Budget and Appropriations
4. Two (2) 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 were approved.

𝙆𝙚𝙮 𝙃𝙞𝙜𝙝𝙡𝙞𝙜𝙝𝙩𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙚𝙨𝙨𝙞𝙤𝙣:
1. Ten (10) 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 were referred to the appropriate committees for proper action.
2. Two (2) 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 were approved.

The 𝟭𝟮𝘁𝗵 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗕𝗮𝘆𝗮𝗻 𝗼𝗳 𝗕𝗮𝗻𝗴𝗮𝗿, 𝗟𝗮 𝗨𝗻𝗶𝗼𝗻 continues to uphold its mandate of enacting responsive legislation and promoting good governance. Throughout 𝐉𝐮𝐥𝐲 𝟮𝟬𝟮𝟲, the Council remained diligent in carrying out its legislative and oversight functions, ensuring that policies, programs, and initiatives are aligned with the needs and aspirations of the Bangareño people.

The 𝟭𝟮𝘁𝗵 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗕𝗮𝘆𝗮𝗻 𝗼𝗳 𝗕𝗮𝗻𝗴𝗮𝗿, under the leadership of 𝐇𝐨𝐧. 𝐕𝐢𝐫𝐠𝐞𝐥𝐢𝐨 𝐌. 𝐃𝐚𝐛𝐚𝐥𝐨𝐬, Municipal Vice-Mayor, successfully convened its 𝟓𝟒𝐭𝐡 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 on July 30, 2026, at the Session Hall of the Sangguniang Bayan Office, Bangar, La Union.

𝙆𝙚𝙮 𝙃𝙞𝙜𝙝𝙡𝙞𝙜𝙝𝙩𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙚𝙨𝙨𝙞𝙤𝙣:
1. Twelve (12) 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 were referred to the appropriate committees for proper action.
2. Four (4) 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐑𝐞𝐩𝐨𝐫𝐭s were adopted and approved, namely:
i. Three (3) Committee Reports were from the Committee on Finance, Budget and Appropriations
ii. One (1) Committee Report was from the Committee on Agriculture, Aquatic Resources, Cooperatives and Peoples Organizations and Non-Government Organizations
3. One (1) 𝐔𝐫𝐠𝐞𝐧𝐭 𝐌𝐞𝐚𝐬𝐮𝐫𝐞 was approved.
4. Nine (9) 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 were approved.

𝐃𝐚𝐛𝐚𝐥𝐨𝐬, Municipal Vice Mayor/Acting Mayor, warmly welcomed the delegation from the Sangguniang Bayan of Sabangan, Mountain Province, headed by 𝐇𝐨𝐧. 𝐅𝐚𝐮𝐬𝐭𝐨 𝐋𝐚𝐧𝐠𝐚𝐠𝐚𝐧 𝐁𝐚𝐥𝐥𝐚𝐤𝐢𝐬, Municipal Vice Mayor, during their successful benchmarking visit held on 𝐉𝐮𝐥𝐲 𝟐𝟑, 𝟐𝟎𝟐𝟔.

The delegation began its visit at 𝐃𝐞 𝐂𝐚𝐬𝐭𝐫𝐨 𝐋𝐨𝐨𝐦 𝐖𝐞𝐚𝐯𝐢𝐧𝐠, where they gained firsthand insight into the intricate process of panag-Abel and experienced the rich cultural heritage that has made Bangar's Inabel weaving a source of local pride. The visit provided the delegates with a deeper appreciation of the craftsmanship, tradition, and community efforts behind preserving this enduring cultural industry.

Following the cultural immersion, the delegation proceeded to the Sangguniang Bayan for the benchmarking session to learn from the Municipality of Bangar's legislative best practices, particularly on the implementation of the 𝐏𝐚𝐩𝐞𝐫𝐥𝐞𝐬𝐬 𝐒𝐞𝐬𝐬𝐢𝐨𝐧, the 𝐓𝐨𝐮𝐫𝐢𝐬𝐦 𝐂𝐨𝐝𝐞 𝐨𝐟 𝐁𝐚𝐧𝐠𝐚𝐫, and the ordinance institutionalizing 𝐈𝐧𝐚𝐛𝐞𝐥 𝐖𝐞𝐚𝐯𝐢𝐧𝐠 𝐚𝐧𝐝 𝐏𝐚𝐧𝐝𝐚𝐲 𝐂𝐫𝐚𝐟𝐭𝐬 as the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲'𝐬 𝐎𝐧𝐞 𝐓𝐨𝐰𝐧, 𝐎𝐧𝐞 𝐏𝐫𝐨𝐝𝐮𝐜𝐭 (𝐎𝐓𝐎𝐏). These initiatives were recognized by the Municipality of Sabangan as valuable models for strengthening local legislation and supporting the preservation of its own weaving industry.

The benchmarking activity provided an avenue for meaningful discussions, the exchange of best practices, and the sharing of innovative governance strategies that promote transparency, efficiency, cultural preservation, and sustainable local development.

The Sangguniang Bayan of Bangar expressed its appreciation for the opportunity to share its legislative initiatives and reaffirmed its commitment to fostering collaboration and partnership among local government units in pursuit of responsive and effective public service.

1. Hon. 𝐂𝐚𝐫𝐦𝐞𝐥𝐚 𝐌𝐚𝐫𝐢𝐳 𝐒. 𝐋𝐚𝐮𝐫𝐢𝐚𝐠𝐚 presided over the session as the Temporary Presiding Officer in lieu of Hon. Virgelio M. Dabalos who is currently serving as the Acting Mayor of the LGU.
2. Fourteen (14) 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 were referred to the appropriate committees for proper action.
3. One (1) 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐑𝐞𝐩𝐨𝐫𝐭 on Committee on Finance, Budget and Appropriations was adopted and approved.
4. One (1) 𝐔𝐫𝐠𝐞𝐧𝐭 𝐌𝐞𝐚𝐬𝐮𝐫𝐞 was approved.
5. Six (6) 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 were approved.
