The 𝟏𝟐𝐭𝐡 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐟 𝐁𝐚𝐧𝐠𝐚𝐫 together with the 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐁𝐚𝐲𝐚𝐧 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 and 𝐒𝐁 𝐒𝐭𝐚𝐟𝐟 recently took part in a 𝟐-𝐃𝐚𝐲 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐜𝐮𝐦 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐏𝐮𝐛𝐥𝐢𝐜 𝐏𝐨𝐥𝐢𝐜𝐲 𝐟𝐨𝐫 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐨𝐫𝐬 on August 7 & 8, 2025 at Sangguniang Bayan Session Hall, Legislative Office, Bangar, La Union.

Over the course of two days, 𝐀𝐭𝐭𝐲. 𝐀𝐢𝐥𝐞𝐞𝐧 𝐒. 𝐋𝐮𝐛𝐢𝐚𝐧𝐨, Resource Speaker delved into in-depth discussions and interactive learning sessions on 𝐅𝐮𝐧𝐜𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐬, 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐞𝐬, 𝐩𝐫𝐨𝐩𝐞𝐫 𝐂𝐫𝐚𝐟𝐭𝐢𝐧𝐠 𝐨𝐟 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞𝐬 𝐚𝐧𝐝 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 𝐚𝐧𝐝 𝐍𝐚𝐯𝐢𝐠𝐚𝐭𝐢𝐧𝐠 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐚𝐧𝐝 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐑𝐮𝐥𝐞𝐬 𝐚𝐧𝐝 𝐔𝐧𝐝𝐞𝐫𝐬𝐭𝐚𝐧𝐝𝐢𝐧𝐠 𝐂𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐝 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐂𝐚𝐬𝐞 𝐏𝐫𝐨𝐜𝐞𝐞𝐝𝐢𝐧𝐠𝐬.

The workshop not only enriched the understanding of roles of legislators but also inspired to create more responsive, inclusive, and well-grounded policies for the Bangar constituents.

But it wasn’t all work and no play! To keep the energy high and the camaraderie stronger, fun games, exciting activities, small group discussion and workshop and team-building exercises were incorporated throughout the program. Laughter, friendly competition, and shared experiences made the training even more memorable.

It was a knowledgeable and enjoyable experience that not only enriched their understanding of public policy but also reinforced their unity as a legislative body committed to delivering meaningful service to the community.

Indeed, 𝙡𝙚𝙖𝙧𝙣𝙞𝙣𝙜 𝙞𝙨 𝙢𝙤𝙧𝙚 𝙢𝙚𝙖𝙣𝙞𝙣𝙜𝙛𝙪𝙡 𝙬𝙝𝙚𝙣 𝙞𝙩’𝙨 𝙨𝙝𝙖𝙧𝙚𝙙, 𝙚𝙣𝙟𝙤𝙮𝙚𝙙, 𝙖𝙣𝙙 𝙖𝙥𝙥𝙡𝙞𝙚𝙙 𝙬𝙞𝙩𝙝 𝙥𝙪𝙧𝙥𝙤𝙨𝙚.

𝐈𝐧 𝐏𝐡𝐨𝐭𝐨𝐬 | On the 4th day of July 2025, the 12th Sangguniang Bayan of Bangar held its Inaugural Session, a moment of transition and gratitude — warmly welcoming the new set of Sangguniang Bayan Members as they begin the journey of public service.

The session was presided over by the Municipal Vice Mayor, Hon. Virgelio M. Dabalos, which marked the beginning of a new legislative term. Municipal Mayor, Honorable Joy Pinzon-Merin, and Municipal Vice-Mayor, Honorable Virgelio M. Dabalos, delivered their Inaugural Address, followed by the Inaugural Speech of Sangguniang Bayan Members.

The Outgoing Sangguniang Bayan Members: Hon. Anthony J. Taguiam, Hon. Wilfredo R. Mosuela, and Hon. Rogelio F. Coloma, delivered touching and inspiring messages as they left their positions behind and made way for the new set of Sangguniang Bayan Members.

The 12th Sangguniang Bayan of Bangar also extended their appreciation to the Outgoing Sangguniang Bayan Members by awarding tokens of appreciation.

The Accomplishment Report of the 11th Council for FY 2022-2025 was also presented by Mr. Chester T. Martos and Ms. Sheena Dee. Alavarez, both Legislative Staff.
