Anchored on the theme โIsang Dekadang Digital: Konektado sa Puso at Serbisyo,โ the Department of Information and Communications TechnologyโCordillera Administrative Region (DICT-CAR) joined the celebration of the DICTโs 10th anniversary, highlighting a people-centered approach to technology and emphasizing that progress is measured not only by numbers but also by improved lives, safer online spaces, and public services that are directly felt by every citizen.
โThe DICT is what we call โsinaunang bagoโ (ancient yet new),โ said Dir. Jimmicio S. Daoaten, DICT-CAR Regional Director, during a Kapihan media session. โWhile the Department itself is relatively young, our roots trace back decadesโfrom the early telegraph and communication systems of the 1900s to the establishment of the DICT in 2016. This 10th anniversary is a reminder that digital transformation is not just about technology. It is about peopleโkonektado sa puso at serbisyo. It is about deepening public service so that no Filipino, and no Cordilleran, is left behind ('Awan ti maibati a Cordilleran').โ
Since its establishment in 2016 through Republic Act No. 10844, DICT-CAR has expanded partnerships and digital initiatives aimed at improving connectivity across the region's geographically challenging areas. These efforts support access to government services, digital learning opportunities, and economic activities in remote communities, including Geographically Isolated and Disadvantaged Areas (GIDAs).
With the collective efforts of government partners and stakeholders, more than 40,000 individuals have been trained on information and communications technology (ICT) through online and face-to-face learning modalities. To further develop digital skills and expand access to opportunities in the region, the department is set to launch the Learning Experience Platform (LXP), which will offer certification-based training programs for students, freelancers, and micro, small, and medium enterprises (MSMEs) in the digital economy.
DICT-CAR continues to strengthen digital governance through the Philippine National Public Key Infrastructure (PNPKI) and the expanding adoption of the eGov PH App across the Cordillera region. With 7,641 active users, PNPKI is being utilized to authenticate electronic documents, protect information from unauthorized alterations, and enhance the security of online transactions. Further, the eGov PH App has recorded 282,802 users in the region as of February 28, 2026, reflecting the growing adoption of the app. Meanwhile, 52 of the 77 local government units (LGUs) in the Cordillera Administrative Region have been onboarded to the eLGU platform, with 47 already operational. The platform streamlines the processing of business permits, civil registry records, building permits, and other frontline government services, reducing manual transactions and helping improve efficiency, transparency, and accessibility in public service delivery.
For its month-long celebration, DICT-CAR has structured its activities into a five-week program, with Week 1 (โKonektado Tayo Kapehanโ), featuring dialogues aimed at engaging the media and academe in discussions on the programs, services,regional initiatives, and digital education. Week 2 (Cyber Bayanihan) shifts the focus to cyber hygiene awareness and highlighting the DICTโs official 10th Anniversary on June 9, 2026, marked regionally by a DICT-CAR Open House, simultaneous SIM card distributions in Benguet, and digital literacy training for senior citizens and barangay leaders. Week 3 (Digital Workforce Week) focuses on AI readiness, freelancing skills, and growth toolkits for MSMEs, while Week 4 (the โWalang Iwanan Caravan: eGov Super App on Wheelsโ) deploys mobile digital hubs to bring government services to areas with limited or no connectivity. Finally, Week 5 (Bayani sa Last Mile Awards) serves as the culminating ceremony, honoring those who have championed digital inclusion and supported digital transformation in communities.
Moving into another milestone, DICTโCARโs commitment to advancing technology through a people-centered approach remains steadfast. By ensuring that connectivity is matched with care and that technology supports responsive and inclusive public service, the department continues to pursue its mission of making digital transformation meaningful and accessible to every Cordilleran.
