The Department of Science and Technologyโ€“Cordillera Administrative Region (DOST-CAR) extends its greetings to the outstanding students who have successfully qualified for the 2026 DOST-Science Education Institute (SEI) S&T Undergraduate Scholarship Programs. The 148 qualifiers are part of the 8,500 qualifiers nationwide who emerged from a historic milestone for one of the countryโ€™s most competitive scholarship programs. This year, a record-breaking 97,617 applicants took the qualifying examinations held on February 21-22 and March 7-8, 2026, across 222 testing centers nationwide.
The qualifiers from CAR will be classified under two distinct scholarship tracks based on specialization and socio-economic criteria. The Merit Scholarship Program, under Republic Act No. 2067, is awarded to students demonstrating a high aptitude in science and mathematics. Meanwhile, the RA No. 7687 Scholarship Program, also known as the โ€œScience and Technology Scholarship Act of 1994โ€, is awarded to talented and deserving students whose familiesโ€™ socio-economic status does not exceed the set cut-off values of certain indicators. Qualifiers under the RA 7687 program must pursue priority fields of study in the basic sciences, engineering, other applied sciences, and science and mathematics teaching.
Once the regional qualifiers formally avail of the scholarship, they will enjoy a comprehensive benefits package designed to support them throughout their academic journey. During the regular academic year, scholars will receive a Php 8,000 monthly living allowance, a Php 10,000 learning materials and connectivity allowance per academic year, a Php 10,000 thesis allowance, transportation assistance, and a Php 1,000 graduation allowance. Scholars studying in private Higher Education Institutions (HEIs) are also given up to a Php 40,000 tuition fee subsidy per academic year. For the midyear term, they are entitled to receive a Php 8,000 monthly living allowance, a Php 2,000 learning materials and connectivity allowance, and up to a Php 10,000 tuition fee subsidy for those in private HEIs. Additionally, all scholars are covered by premium accident and health insurance.
The qualifiers will receive a notice of award through email, stating the date and venue of the orientation and signing of the scholarship agreement, and the requirements to be submitted.
Qualifiers with an asterisk (*) in their names need to resubmit their lacking requirements as stated in their notice of award.

DOST-Abra conducted monitoring visits in Manabo, Bucay, and Peรฑarrubia today, May 28, 2026, to assess the ongoing implementation and progress of projects under the Community Empowerment through Science and Technology (CEST) and the Small Enterprise Technology Upgrading Program (SETUP).

During the field visits, the DOST-Abra team engaged with project cooperators and beneficiaries to evaluate project status, identify challenges encountered, and document initial outcomes. These monitoring activities ensure that Science and Technology interventions are effectively implemented and continuously improved to meet community and enterprise needs.

Through regular monitoring and technical assistance, DOST-Abra remains committed to strengthening local enterprises and communities by ensuring the sustainability and impact of DOST-supported programs.

DOST-Abra conducted a project monitoring activity in the Municipality of Luba under the Community Empowerment through Science and Technology (CEST) program to assess the status and impact of various science and technology interventions provided to the community.

The activity included a courtesy meeting and discussion with Mayor Emirald Baculi on the ongoing projects and support extended by the agency, such as the provision of STARBOOKS, Unmanned Aerial Vehicle (Drone), base station, and radios for DRRM, nutrition education kits, as well as trainings on meal management, safe food handling, and ampalaya food processing.

To further identify opportunities for assistance and development, the DOST-Abra team also conducted community needs assessments among local organizations and associations engaged in agriculture and food production. These included the associations in Barangay Lulluno involved in ampalaya and other โ€œpinakbetโ€ vegetable farming, and the Sabnangan-Omli Mothersโ€™ Association engaged in fruit and fish processing activities.

In addition, a technology needs assessment was conducted for Richzelleโ€™s Prints, Crafts, and Souvenirs, a local enterprise specializing in customized printing, souvenir production, and crafts-making.

Through continuous collaboration and innovation, DOST-Abra remains committed to empowering communities and supporting sustainable local development through science, technology, and innovation.

The Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR), through PSTO-Abra, formally sealed its partnership with Palipiasโ€™ Panciteria of Palaquio, Bucay, Abra, owned by Ms. Shelah A. Gaitos, through the signing of a Memorandum of Agreement (MOA) under the Small Enterprise Technology Upgrading Program (SETUP).

Established in 2017, the food business began after Ms. Gaitos returned home from working overseas as an OFW and decided to invest her hard-earned savings in a local panciteria serving affordable, home-style meals to the community.

One of the firmโ€™s unique advantages is its in-house production of fresh miki noodles, ensuring quality and freshness in every serving of pancit. Since its establishment, the noodle eatery has attracted regular customers thanks to its delicious pancit dishes, friendly service, and accessible roadside location.

Through this collaboration, the project is expected to strengthen the enterpriseโ€™s noodle processing and food service operations, improve production efficiency, and further contribute to the growing local food industry in Abra.

The individual wearing a kattukong (a locally made hat from Abra) and abel (woven loom fabric) represents an Abrenian. As representatives of DOST-Abra, they serve as a voice that educates the youth about the importance of gender equality, including the equal distribution of duties and responsibilities.

The eye serves as an eye-opener and symbolizes a weighing scale, representing equality between the duties and responsibilities of men and women regardless of gender. The tongue symbolizes the way Abrenians communicate and reach out to the youth. The youth, represented by the boy and girl, are the ones being educated about gender equality and who understand the overall message of unity, equality, and peace conveyed by the Abrenian figure. Lastly, the rainbow background symbolizes respect and recognition for members of the LGBTQ community, acknowledging that some individuals take on the roles of both father and mother in raising their children.

This poster slogan highlights the importance of providing equal rights, opportunities, and respect to all individuals regardless of gender. Through this poster, we aim to spread awareness that men and women should be treated fairly and valued equally in society. We believe that promoting gender equality can help create a more peaceful, united, and progressive community for everyone.

May 20, 2026 | The Department of Science and Technology โ€“ Abra (DOST-Abra), in partnership with the Provincial Government of Abra, successfully conducted another leg of the Project HIVE (Harnessing Innovation for Village Empowerment) Caravan in the Municipality of Licuan-Baay as part of its continuing commitment to strengthening local livelihood opportunities through science, technology, and innovation.

The activity gathered local honey gatherers, coffee farmers, and community members for a series of learning sessions focused on sustainable livelihood development and value-adding practices.

DOST-Abra experts facilitated discussions on responsible honey harvesting, proper handling and packaging, emphasizing the importance of hygienic processing, product quality, and sustainable harvesting practices to help preserve bee populations and maintain environmental balance.

In addition, a Coffee Appreciation and Technology Talk was conducted by DOST-Abraโ€™s coffee expert, during which participants learned about coffee quality, proper processing practices, and the potential of coffee as a high-value local product that can create additional economic opportunities for the community.

Through Project HIVE, DOST-Abra continues to promote science-based interventions that empower communities, improve local products, and create opportunities for sustainable, resilient livelihoods in the province.

DOST โ€“ Abra recently concluded the inventory-taking, tagging, and validation of Property, Plant, and Equipment (PPE) and semi-expendable items.

The activity was conducted by the inventory team from the DOST-CAR Regional Office, in coordination with the Commission on Audit โ€“ CAR (COA-CAR), to ensure accurate recording, proper tagging, and compliance with government accounting and auditing standards.

Through this initiative, DOST-Abra continues to uphold transparency, accountability, and responsible management of government resources in support of quality and efficient public service delivery.
