DILG Abra Cluster Head Ameurfina C. Lapastora served as Resource Person during the Gender Sensitivity Training and Development Planning and Budgeting cm Orientation on the Harmonized Gender and Development Guidelines (HGDG) held on October 8–9, 2026, at the SB Session Hall, 2nd Floor, Boliney Municipal Hall.

The activity aimed to equip the Gender and Development Focal Point System (GAD FPS) of the Municipality of Boliney with essential knowledge and skills on GAD objectives, gender-responsive planning, and budgeting strategies.

Through this initiative, the Department of the Interior and Local Government (DILG) continues to support local government units in mainstreaming gender and development in their programs, projects, and activities, promoting gender sensitivity, equality, and inclusivity toward building a fair and gender-responsive community.

DILG Abra represented by Team Chief MLGOO Normita C. Venus, together with MLGOO Daryll Jane T. Paz, participated in the “Bawat Barangay Makikinabang through Socio-Civic Project Fund” Ceremonial Program held today at the La Paz Progreso Gymnasium, Poblacion, La Paz.

In her message of support to the program, Team Chief MLGOO Venus underscored that the fair, transparent, and effective implementation of the project will help strengthen communities and address the needs of fellow Abreños, particularly those who need assistance the most.

The initiative highlights the importance of inclusive development and equitable access to programs that support barangay development, empower communities, and promote the welfare of every Abreño.

The Department of the Interior and Local Government (DILG) Abra, headed by Provincial Director Kristoffer Dave R. Alvarez, together with Anti-Red Tape Authority (ARTA) North Luzon Regional Field Office Regional Head Sheila Rosemarie Songgadan and members of the EODB Audit Team, conducted an Ease of Doing Business (EODB) Audit in the Municipality of Boliney, Abra, on October 8, 2026.

The audit aims to monitor and assess the compliance of local government units (LGUs) with Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and other relevant laws and regulations.

Through this initiative, the team seeks to identify areas for improvement, promote transparency and accountability, and strengthen the delivery of efficient, accessible, and responsive public services to the people of Boliney.

This collaborative effort underscores the continuing commitment of DILG and ARTA to promoting good local governance and ensuring that government services are delivered efficiently and in accordance with established standards.

𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟔, 𝟐𝟎𝟐𝟔 | The Municipality of Tubo, Abra conducted a Capacity Building Training for the Local Project Monitoring Committee (LPMC) in partnership with the Department of the Interior and Local Government (DILG)-Abra.

LGOO II Jhazmine Alissa S. Daoaten and PEO II Prince Jeden A. Pascua led the discussions on LPMC Functionality and RPMES (Regional Project Monitoring and Evaluation System) Forms, equipping LPMC members with the knowledge needed to effectively monitor and evaluate local development projects. They also provided technical assistance to the LGU encoder on the SubayBAYAN system, ensuring accurate and timely encoding of local project data.

This initiative reflects the Department and LGU's continuing commitment to strengthening local governance by equipping LPMC members with the tools and knowledge to keep development projects transparent, accountable, and on track for the people of Tubo.

𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟖, 𝟐𝟎𝟐𝟔 |The Department of the Interior and Local Government (DILG) Abra Provincial Office headed by PD Kristoffer Dave R. Alvarez, through its Project Development and Monitoring Unit (PDMU), conducted monitoring of the Support to Barangay Development Program (SBDP) project which is the Construction of Multipurpose Building Phase I, in Barangay Poblacion, Boliney, Abra on October 8, 2026.

The PDMU team, together with Engr. Mark Andrew A. Lopez and Engr. Cheme Grenda C. Cuti of the DILG Cordillera Administrative Region (CAR) Regional Office, worked alongside the Local Government Unit (LGU) and members of the Local Project Monitoring Committee (LPMC) to check the status of implementation of the projects on the ground.

The inspection covered the quality of work, and adherence to approved plans and program guidelines, so that the building will be safe, dependable, and truly useful to the residents of Barangay Poblacion, Boliney.

Through PanagSubaybay, DILG and LGUs reaffirm their shared commitment to transparent, accountable, and responsive governance, building not only structures but stronger, more resilient communities.

𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟔-𝟕, 𝟐𝟎𝟐𝟔 | Department of the Interior and Local Government (DILG) Abra Provincial Office headed by PD Kristoffer Dave R. Alvarez together with the DILG CAR Regional Office Engineers conducted monitoring of FY 2024 Financial Assistance to Local Government Units (FALGU) and Support to Barangay Development Program (SBDP) projects in the Municipality of Tubo, Abra.

DILG Abra Project Development and Monitoring Unit (PDMU) team, together with Engr. Mark Andrew A. Lopez and Engr. Cheme Grenda C. Cuti of the DILG Cordillera Administrative Region (CAR) Regional Office, worked alongside the Local Government Unit (LGU) and members of the Local Project Monitoring Committee (LPMC) to look into how the projects are being implemented on the ground.

The Department of the Interior and Local Government (DILG) Abra, headed by Provincial Director Kristoffer Dave R. Alvarez, conducted an interfacing meeting with Hon. Mayor Darwin L. Domingo of the Municipality of Licuan-Baay on October 5, 2026.

Among the matters discussed were the updates on the results of the Local Project Monitoring Committee (LPMC) Functionality Assessment, and the rescheduling of the Ease of Doing Business (EODB) Audit, originally set for October 8, 2026, to October 7, 2026.

The interfacing is also in compliance with the directive to discuss and document implementation concerns, and obtain updates on the status and progress of LGSF-funded projects and ensure that the corresponding project information is updated in the SubayBAYAN portal.

Joining the interfacing meeting were MLGOO Sesvir C. Lopez; DILG Regional Office Engineers Engr. Mark Andrew A. Lopez and Engr. Chema Grenda C. Cuti; DILG Abra Engineer Gwyneth Ira P. Adong; and PEO II Prince Jeden A. Pascua.

The meeting highlighted the continued coordination and collaboration between DILG and the Local Government Unit of Licuan-Baay in strengthening local governance, ensuring effective project monitoring, and promoting efficient delivery of services to the community.
