Through Timpuyog Talks: The RCSP Abra–Tarlac Exchange, conducted via Zoom, the Department of the Interior and Local Government Abra, headed by Provincial Director Kristoffer Dave R. Alvarez, shared its implementation experiences, practical approaches, and proven practices on the Retooled Community Support Program (RCSP) with DILG-Tarlac, headed by Provincial Director Zotico Gerzon A. Villanueva.

The online knowledge-sharing session was participated in by the Cluster Head, Program Manager, Municipal Local Government Operations Officers (MLGOOs), and Provincial Office Staff of DILG-Tarlac and served as a platform for exchange of field experiences, practical insights, and lessons learned on RCSP implementation.

DILG-Abra MLGOO sharers, led by MLGOO VI Alfrainer F. Partido, facilitated the discussion on field-tested RCSP practices and implementation strategies aimed at strengthening community participation, local convergence, and responsive development planning. Shared during the session were practical approaches such as the simultaneous conduct of Ugnayan sa Barangay and Serbisyo Caravan to encourage wider participation, participatory methods in Barangay Development Plan (BDP) formulation, the use of digital tools for more organized planning and tracking of PPAs, and convergence mechanisms that help align community needs with available government interventions.

The exchange also emphasized that RCSP implementation goes beyond peace and order by strengthening partnerships, encouraging community participation, and fostering responsive local governance toward sustainable peace and development.

As One DILG, initiatives such as this continue to strengthen collaboration and shared learning in building peaceful, empowered, and development-oriented communities.

𝐃𝐈𝐋𝐆 𝐀𝐛𝐫𝐚 𝐋𝐞𝐚𝐝𝐬 𝟐𝟎𝟐𝟔 𝐂𝐡𝐢𝐥𝐝-𝐅𝐫𝐢𝐞𝐧𝐝𝐥𝐲 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐀𝐮𝐝𝐢𝐭

The CFLGA Provincial Inter-Agency Monitoring Task Force (PIMTF), chaired by the Department of the Interior and Local Government, conducted the 2026 Child-Friendly Local Governance Audit (CFLGA) Provincial Assessment on May 13–14, 2026, covering all 27 municipalities of Abra.

Joining the activity were key member agencies from the Provincial Social Welfare and Development Office (PSWDO), Provincial Health Office (PHO), and Provincial Planning and Development Office (PPDO). The task force reviewed and validated the encoded data and uploaded Means of Verification (MOVs) submitted by the municipalities through the CFLGA System.

The assessment evaluated local government performance in the areas of survival, development, protection, participation, and governance to ensure that programs and policies promoting children’s welfare and rights are effectively implemented.

Conducted entirely through the CFLGA System, the audit enabled a more efficient and paperless validation process while strengthening transparency and accountability among local government units.

The CFLGA serves as an annual mechanism that recognizes and encourages LGUs to continuously improve child-friendly programs, services, and governance for the welfare and development of every child. #

𝐂𝗬 𝟮𝟬𝟮𝟲 𝗟𝗖𝗔𝗧-𝗩𝗔𝗪𝗖 𝗙𝘂𝗻𝗰𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘁𝘆 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝐭 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝

The Provincial Inter-Agency Monitoring Team (PIMT), chaired by the DILG and joined by representatives from the PNP, DOJ, PSWDO, and PHO, conducted the CY 2026 LCAT-VAWC Functionality Assessment among LGUs in the province.

The assessment aims to evaluate the functionality and effectiveness of Local Committees on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) in addressing issues related to trafficking, violence, and the protection of vulnerable sectors.

More than an audit of compliance, the activity serves as a venue to identify strengths, gaps, and areas for improvement to further strengthen local mechanisms, coordination, and service delivery for women, children, and communities.

As emphasized by the assessment team, the activity is not meant to find faults, but to help LGUs recognize what is working, address challenges, and provide the necessary support to improve their programs and initiatives. #

The DILG Abra joined the Municipality of San Isidro in the inauguration and turnover of the newly constructed Multipurpose Building in Barangay Poblacion on May 14, 2026.

Funded under the FY 2024 Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU), the facility will serve as a venue for community meetings, trainings, livelihood activities, youth programs, disaster response operations, and other important barangay activities.

More than just a structure, the building provides the community with a safer and more accessible space where residents can gather, coordinate, and participate in programs and activities that support local development.

Moreover, the multipurpose building is expected to contribute to the municipality’s long-term development by encouraging tourism-related activities, supporting local enterprises, and providing an inclusive venue where residents can convene, collaborate, and celebrate important community milestones. The project stands as a testament to the government’s commitment to building resilient, functional, and people-centered infrastructure that improves the quality of life of every San Isidroñan.

Present during the activity were DILG Abra Provincial Director Kristoffer Dave R. Alvarez, Municipal Mayor Marilyn F. Pacsa, barangay officials, stakeholders, and community members, reflecting the strong partnership between the national and local government in bringing meaningful projects closer to the people. #
