Learning becomes more meaningful when experiences from the field are shared.
Through Timpuyog Talks: The RCSP AbraโTarlac Exchange, conducted via Zoom, the Department of the Interior and Local Government Abra, headed by Provincial Director Kristoffer Dave R. Alvarez, shared its implementation experiences, practical approaches, and proven practices on the Retooled Community Support Program (RCSP) with DILG-Tarlac, headed by Provincial Director Zotico Gerzon A. Villanueva.
The online knowledge-sharing session was participated in by the Cluster Head, Program Manager, Municipal Local Government Operations Officers (MLGOOs), and Provincial Office Staff of DILG-Tarlac and served as a platform for exchange of field experiences, practical insights, and lessons learned on RCSP implementation.
DILG-Abra MLGOO sharers, led by MLGOO VI Alfrainer F. Partido, facilitated the discussion on field-tested RCSP practices and implementation strategies aimed at strengthening community participation, local convergence, and responsive development planning. Shared during the session were practical approaches such as the simultaneous conduct of Ugnayan sa Barangay and Serbisyo Caravan to encourage wider participation, participatory methods in Barangay Development Plan (BDP) formulation, the use of digital tools for more organized planning and tracking of PPAs, and convergence mechanisms that help align community needs with available government interventions.
The exchange also emphasized that RCSP implementation goes beyond peace and order by strengthening partnerships, encouraging community participation, and fostering responsive local governance toward sustainable peace and development.
As One DILG, initiatives such as this continue to strengthen collaboration and shared learning in building peaceful, empowered, and development-oriented communities.
