DepEd NEU Ilocos Sur Chapter Holds 3rd Quarter Meeting

Officers and district representatives of the Department of Education National Employees' Union (NEU) Ilocos Sur Chapter gathered at the SDO Conference Hall in Bantay, Ilocos Sur, on Tuesday afternoon, September 22, 2026, for their 3rd Quarter Meeting.

The agenda included a courtesy call to the new OIC-SDS Dr. Joye D. Madalipay, updates on the 2025 Collective Negotiation Agreement Incentive (CNAI) liquidation report, financial status and fund remittances, and plans for year-end benefits for regular members.

Attendees also reviewed and approved the union’s program lineup for FY 2026, distributed "United for a Cause" raffle tickets, received updates on the chapter's Landbank accounts, and addressed key local union issues and concerns.

The Schools Division of Ilocos Sur (SDO IS) continued its push for innovative and responsive teaching practices during the third day of the Division Seminar on the Advancement of Multigrade Instruction through Technology-Enhanced Lessons and HOTS Assessment Materials for Multigrade Teachers – Batch 3 held at HoteLinda Suites, September 20.

The activity brought together teachers handling both multigrade and monograde classes, providing them with practical strategies to enhance instruction, assessment, and learner engagement through technology and Higher-Order Thinking Skills (HOTS)-based approaches.

The day’s sessions highlighted innovative classroom strategies and assessment practices that teachers can adapt to different learning contexts.

The session on “Flipped Classroom Approach for Multigrade Setting” was facilitated by Michael Somera, Principal I of Sabangan Elementary School, and John Bernard Degracia, Teacher III of Cagayungan Elementary School. Their session introduced the flipped classroom approach as a strategy for maximizing limited instructional time by allowing learners to engage with learning materials before class and use classroom time for collaboration, application, discussion, and HOTS-oriented activities.

Meanwhile, Reysean Guzman, Principal I of Darao Elementary School, and Dr. Joy Caren “JC” Tablante, Master Teacher III of Bernardo P. Ragasa Elementary School, led the session on “Differentiated Assessment and Feedback in Tech-Enhanced Multigrade Materials.”

They emphasized the importance of tailoring assessment tasks and feedback to learners’ varying abilities, readiness levels, and learning needs while maximizing technology to make assessment more responsive and meaningful.

Dr. Carmela Sumagca, School Principal I of Banga Elementary School, also facilitated the session on “Creating Effective HOTS-Based Assessment Materials.”
Her session focused on developing assessment materials that go beyond recall and encourage learners to analyze, evaluate, create, and apply knowledge in meaningful contexts.

Through the three sessions, participants were equipped with practical approaches that can be applied not only in multigrade classrooms but also in monograde learning environments, reinforcing the division’s commitment to responsive, learner-centered, and technology-enhanced instruction.

The third day underscored the importance of equipping teachers with adaptable instructional and assessment strategies that address diverse learner needs while fostering critical thinking and deeper learning.

As the seminar progresses, SDO Ilocos Sur continues to strengthen the capacity of its teachers to utilize technology and innovative assessment practices in creating learning experiences that are inclusive, engaging, and responsive to the needs of every learner.

The Schools Division of Ilocos Sur (SDO IS) continued its efforts to strengthen technology-enhanced instruction and Higher-Order Thinking Skills (HOTS) assessment as the Division Seminar on the Advancement of Multigrade Instruction through Technology-Enhanced Lessons and HOTS Assessment Materials for Multigrade Teachers – Batch 3 progressed at HoteLinda Suites, Vigan City, September 19.

The seminar featured a series of sessions designed to equip multigrade teachers and school leaders with practical digital strategies, innovative approaches, and emerging technologies that can support diverse learning needs in multigrade classrooms.

The session on “Digital Literacy for Multigrade Teachers and School Leaders” was led by Dr. Eppie Joy I. Baclig, Master Teacher I of Cadanglaan Elementary School and Dr. Frances Jocelle Singson-Tabbilas, School Principal I of Nagbettedan Elementary School.

The session highlighted the importance of strengthening digital competencies among educators and school leaders to maximize technology in teaching, learning, communication, and school management.

Meanwhile, Dr. Aldrin Ferdinand P. Hadlos, School Principal I of Tampugo-Borono Elementary School, facilitated the session on “Managing Engagement through Gamification.” His discussion emphasized the use of game-based elements to increase learner participation, motivation, collaboration, and engagement in multigrade learning environments.

The seminar also tackled “Quality Assurance of Interactive Learning Materials,” facilitated by Dr. Christian P. Peria, Master Teacher I of Taguipuro Elementary School, and Mr. Kenneth C. Raguindin, School Principal I of Bacsil Central School.

Their session focused on ensuring that interactive learning materials are accurate, appropriate, engaging, accessible, and aligned with learning competencies and the varied readiness levels of multigrade learners.

Rounding out the featured sessions was “Leading AI Integration and Policy,” led by Dr. Richmond C. Queddeng, Master Teacher I of Villamar Elementary School. His session explored the responsible and purposeful integration of artificial intelligence in education, emphasizing the role of teachers and school leaders in guiding its effective, ethical, and meaningful use in teaching and assessment.

Through these sessions, the division underscored its commitment to empowering multigrade educators with digital literacy, innovative instructional strategies, quality learning resources, and responsible AI practices, all geared toward creating more responsive and engaging learning experiences for every multigrade learner.

BUILD LIVES, SHAPE FUTURE: Dr. Joye D. Madalipay, Assistant Schools Division Superintendent and OIC-SDS, challenged 70 elementary and junior high school MAPEH teachers to continue building lives and shaping futures during the Division Capability Building of MAPEH Teachers on Pedagogical Approaches – Batch 3 at Hotelinda Suites, Vigan City.

Highlighting that MAPEH is "not just a subject but a stress reliever," the three-day training aimed to boost content knowledge and pedagogical competencies in Music to enhance learner engagement, featuring expert sessions led by Dr. Cecilia D. “Technology is a part of our daily life. Maximize the use of technology in teaching by befriending it,” said Dr. Joye D. Madalipay, CESO VI, Assistant Schools Division Superintendent and Officer-in-Charge, Schools Division Superintendent, as she encouraged the 60 multigrade teachers to embrace technology as a vital tool in strengthening instruction during the Division Seminar on the Advancement of Multigrade Instruction through Technology-Enhanced Lessons and HOTS Assessment Materials for Multigrade Teachers – Batch 3 at Hotelinda Suites, Vigan City, September 18–20.

Madalipay emphasized that teachers must develop a positive attitude toward technology and explore its potential to make teaching and learning more responsive to the demands of a rapidly changing educational landscape.

“If there’s a will, there’s a way. Choose to be positive and befriend technology,” she added.

The three-day seminar focuses on strengthening the participants’ competencies in technology-enhanced instruction and the development of Higher-Order Thinking Skills (HOTS)-based assessment materials, particularly suited to the varied learning needs of pupils in multigrade classrooms.

Dr. Maria Teresita R. Gapate, Education Program Supervisor in charge of Multigrade Education and Program Owner, presented the statement of purpose, objectives, house rules, and training matrix, providing the participants with a clear understanding of the seminar’s goals, expectations, and learning activities.

“This training seeks to advance multigrade instruction by helping teachers integrate technology into their lessons while developing assessment materials that promote higher-order thinking among learners,” Gapate said.

The opening program also featured the introduction of the Division Training Management Team and the administration of a pretest to determine the participants’ baseline knowledge and skills in the key areas covered by the seminar.

Through the training, the Schools Division of Ilocos Sur aims to equip multigrade teachers with practical strategies, innovative approaches, and technology-based tools that will enable them to design more engaging lessons and meaningful assessments while responding to the diverse needs of learners in multigrade settings.
