𝗠𝗴𝗮 𝗸𝗮-𝗧𝗡𝗞, 𝗮𝗹𝗮𝗺 𝗻’𝘆𝗼 𝗯𝗮 𝗸𝘂𝗻𝗴 𝗯𝗮𝗸𝗶𝘁 𝗲𝘀𝗽𝗲𝘀𝘆𝗮𝗹 𝗮𝗻𝗴 𝗔𝗴𝗼𝘀𝘁𝗼 𝗽𝗮𝗿𝗮 𝘀𝗮 𝗔𝗦𝗘𝗔𝗡?

Dahil tuwing Agosto 8, ipinagdiriwang natin ang pagkakatatag ng Association of Southeast Asian Nations o ASEAN. Sa Pilipinas naman, itinalaga ang buong buwan ng Agosto bilang ASEAN Month sa bisa ng Presidential Proclamation No. 282, s. 2017.

Ngayong 2026, higit na makahulugan ang mga paggunita nito dahil Pilipinas ang ASEAN Chair. Sa ating pamumuno ngayong taon, may mahalagang papel ang ating bansa sa paghubog ng mga usapin, prayoridad, at pagtutulungan ng mga bansang kasapi nito, kabilang ang pagsusulong natin ng gender equality at women empowerment.

Sa pamamagitan ng regional cooperation, maaaring mapalakas ang partisipasyon at pamumuno ng kababaihan at maisulong ang mga patakaran at inisyatibang tumutugon sa kanilang mga pangangailangan at karapatan—tungo sa isang mas inklusibo, matatag, at gender-responsive na ASEAN.

Pero ano nga ba ang ibig sabihin nito para sa ating mga Pilipino? At paano ito maaaring makaapekto sa buhay ng mga kababaihan?

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗣𝗖𝗪 𝟭𝟮𝘁𝗵 𝗘𝗻 𝗕𝗮𝗻𝗰 𝗕𝗼𝗮𝗿𝗱 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

On August 26, 2026, the Philippine Commission on Women (PCW) held its 12th En Banc Board Meeting to discuss policies and initiatives that advance gender equality and women’s rights.

Among the key discussions were updates on the Philippine Care Economy Framework, which seeks to recognize and support unpaid care work; efforts to advance ILO Convention No. 190 toward eliminating violence and harassment in the workplace; and updated to midwifery standards to strengthen maternal health protections.

The Board also discussed national representation in the ASEAN Women Entrepreneurs Network (AWEN), reflected on key takeaways from the recent CODI Summit, and prepared for an upcoming High-Level Dialogue with cultural agencies.

The Philippine Commission on Women (PCW) commends the filing of House Bill No. 10099, a pivotal legislative measure seeking to repeal Article 266-C of the Revised Penal Code, as amended by Republic Act No. 8353 (Anti-Rape Law of 1997).

Filed by Representatives Dadah Kiram Ismula, Jose Manuel “Chel” Diokno, Percival “Perci” Cendaña, and Arlene “Kaka” Bag-ao, HB 10099 seeks to repeal legal provisions that erase criminal liability or penalties for r**e if the offender subsequently marries the victim-survivor, or if a wife forgives a husband who committed marital r**e.

“There is no place in a just society for a law that allows criminal accountability for r**e to be erased through marriage,” PCW Chairperson Ermelita V. Valdeavilla emphasized.

“Article 266-C reduces a public crime to a private compromise. It allows perpetrators to force survivors into marriage to evade justice, trapping women in abusive unions and perpetuating continuous trauma,” she added.

The repeal of Article 266-C is a cornerstone of the Women’s Priority Legislative Agenda (WPLA). The Commission stresses that abolishing this clause is critical to fulfilling the country’s mandates under the Magna Carta of Women (Republic Act No. 9710) and international human rights commitments, particularly the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Since 2006, the UN CEDAW Committee’s Concluding Observations on the Philippine State Party reports have repeatedly called for the elimination of discriminatory legal provisions that absolve perpetrators of sexual violence through marriage or pardon.

Removing Article 266-C is essential to enacting a truly consent-based anti-r**e legal framework. Under a rights-based perspective, r**e is recognized as an explicit violation of bodily integrity and personal autonomy, where the primary element is the absence of freely given consent. Consent cannot be inferred from marriage, current or past relationships, silence, lack of physical resistance, or attire.

The urgency of this legislative reform is underscored by official data. In 2025 alone, the Philippine National Police recorded a total of 1,842 cases under Republic Act No. 8353. Archaic legal loopholes like Article 266-C perpetuate underreporting by entrenching gender-insensitive processes and societal stigma against survivors.

PCW calls on lawmakers in both Houses of Congress to prioritize the passage of HB 10099 to close legal gaps that shield abusers from justice.

The Philippine Commission on Women (PCW) has formally begun the participatory formulation of the successor to the Philippine Plan for Gender-Responsive Development (PPGD) 1995–2025, starting with the Visayas Regional Consultation held on August 10–11, 2026 at Bai Hotel Cebu in Mandaue City.

The consultation, conducted with the support of the United Nations Development Programme (UNDP), brought together representatives from regional government agencies, local government units (LGUs), civil society and women’s organizations, and the academe from Regions VI, VII, VIII and Negros Island Region (NIR) to surface regional gender issues and contribute to shaping the country’s long-term directions for gender equality and women’s empowerment toward 2040.

In a historic milestone for gender equality and workers’ rights, the Philippine Commission on Women (PCW) successfully convened the country’s 𝗳𝗶𝗿𝘀𝘁-𝗲𝘃𝗲𝗿 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗼𝗻 𝗗𝗲𝗰𝗼𝗿𝘂𝗺 𝗮𝗻𝗱 𝗜𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻 (𝗖𝗢𝗗𝗜) 𝗦𝘂𝗺𝗺𝗶𝘁 on August 13, 2026, at the SMX Convention Center Aura, in collaboration with venue partner SM Supermalls. The landmark event brought together national leaders, human resource professionals, and advocates from across the country to strengthen the implementation of anti-harassment policies and promote functional, trusted, and responsive CODI mechanisms that protect employees from gender-based sexual harassment and other forms of workplace harassment.

Anchored on the theme “Tindig Babaylan, Pang-aabuso’y Wakasan!”, the summit drew inspiration from the traditional Babaylan— a symbol of women’s empowerment, equality, healing, and strength in pre-colonial Philippines.

The Harmonized Gender and Development Guidelines (HGDG) Climate Change Adaptation and Mitigation (CCAM) Checklist is now available online!

Developed as part of the continuing efforts of the Climate Change Commission and its partners to advance gender-responsive climate action, the Checklist provides a practical guide for government offices, agencies, and instrumentalities in integrating gender-responsive approaches into the design and enhancement of climate change adaptation and mitigation programs and projects. PCW took part in the review of the Checklist to help strengthen its gender-responsive approach.

Lead agencies and government entities implementing programs under the Nationally Determined Contribution and National Adaptation Plan are particularly encouraged to use the Checklist to help make climate action more gender-responsive and inclusive.
