Iloilo Gov. Arthur Defensor Jr. has turned the Local Economic Development and Investment Promotions (LEDIP) Center into a full-fledged office under the Office of the Governor.
Defensor, in Executive Order No. 180 dated 1 March 2022, said that it is imperative for the LEDIP Center “to operate as a separate entity to effectively function given the expanding demand for economic services from LGUs.”
This is despite of its delivery of “optimum results towards achieving the Iloilo Provincial Government’s Strategic Direction of creating jobs and other economic opportunities” following its integration with Provincial Cooperative Development Office (PCDO) in 2020.
The said integration resulted in the creation of the Provincial Trade, Investments and Cooperatives Development Office (PTICDO) by virtue of Appropriation Ordinance No. 2019-07 or the Annual Budget for Fiscal Year 2020.
Under Section 76 of the Local Government Code of 1991, every local government unit can design and implement its own organizational structure and staffing pattern taking into consideration its service requirements and financial capability.
The LEDIP Center, now headed by Development Management Officer IV Aulynn Yue Sin, was established through Executive Order No. 51 in 2014 and was further strengthened by the enactment of the Provincial Investment and Incentives Code of 2015.
The functions and management of the LEDIP Center was initially mandated as part of the Provincial Planning and Development Office (PPDO) from 2013 to 2019, and was transferred to the PCDO in 2020 to form the PTICDO.
Prior to Executive Order No. 180, there were five offices under the Office of the Governor, namely the PCDO, Information Communications Technology Management Office, Provincial Library and Archives, Provincial Tourism Office and Public Information and Community Affairs Office.
