As the DOTr-LTO Oplan: Balik Eskwela 2026 officially commenced, the Land Transportation Office (LTO) Barotac Viejo District Office, in collaboration with the Local Government Unit of Barotac Viejo led by Mayor Bongbong Tupas, conducted a town hall meeting with all TODA Presidents in the municipality.

The two-hour dialogue served as a meaningful avenue for both the government and transport sector representatives to bridge gaps and strengthen cooperation toward achieving safer roads for the publicโ€”especially for students and teachers returning to school this year.

During the meeting, the TODA Presidents, representing their respective associations, were reminded of their vital role in safeguarding the welfare of commuters. Emphasis was given on the importance of complying with traffic laws, practicing discipline on the road, and promoting proper attitude and behavior among tricycle drivers. The TODA leaders expressed their commitment to strictly impose these reminders among their members.

The LTO Barotac Viejo District Office also issued a stern warning against violations that compromise the safety of the riding public, particularly schoolchildren. Drivers were reminded to respect the perimeter boundaries of their franchises to avoid being charged with COLORUM operations. Acting Chief Ryan John A. Apalacio further emphasized that the office remains open to legitimate tricycle operators who wish to report illegal COLORUM activities within the municipality.

This intensified enforcement campaign of the LTO Barotac Viejo District Office is fully supported by the Local Government Unit of Barotac Viejo, reinforcing the shared commitment of both agencies toward safer and more orderly roads.

Meanwhile, LTO Region 6 Regional Director, Atty. Gaudioso P. Geduspan II, reiterated his belief that strict and consistent law enforcement is essential in disciplining motorists and ensuring road safety. Moreover, the Regional Director emphasized that meaningful collaboration between government agencies and various sectors of society, alongside bridging the gap between the agency and the people, remains key in building a culture of responsible road use.

This was the message delivered by Land Transportation Office Region 6 (LTO-6) Regional Director Atty. Gaudioso P. Geduspan II during Monday's flag-raising ceremony as he highlighted the latest national recognition received by LTO Chief Assistant Secretary Markus V. Lacanilao.

"This is how we should get things done," Director Geduspan told LTO-6 personnel, referring to the leadership style that recently propelled Assec. Lacanilao to become one of the country's highest-rated government officials in a nationwide governance survey.

The Regional Director stressed that the public must see government agencies actively working and responding to their concernsโ€”whether through law enforcement operations, administrative actions, or public engagement.

Director Geduspan emphasized that public trust and respect are not automatically given but are earned through consistent and genuine public service.

The remarks came on the heels of the RPMD Foundation Inc.'s nationwide "Boses ng Bayan" survey, which placed Assistant Secretary Markus V. Lacanilao at No. 4 among the country's top-performing government officials, highlighting strong public approval of his leadership and performance.

Survey results showed the LTO chief obtaining an impressive 84-percent Index of Governance (IOG) score, supported by an 83.4-percent trust rating and an 84.6-percent performance rating from respondents nationwide.

The survey, conducted from April 1 to 8, 2026 among 5,000 Filipinos, measured public perceptions of government officials based on trustworthiness, performance, and effectiveness in delivering public services.

BRIGADA ESKWELA 2026 KICK-OFF AT BAROTAC VIEJO NATIONAL HIGH SCHOOL

Acting Chief Ryan John A. Apalacio delivered a message to students,
teachers, parents, and volunteers as the LTO Barotac Viejo District
Office joined the Kick-Off Program of Brigada Eskwela 2026 at Barotac
Viejo National High School on June 1, 2026.

In his message, the Acting Chief reaffirmed the officeโ€™s commitment to
ensuring safer roads for the youth throughout the school year. He
emphasized that promoting road safety remains one of the agencyโ€™s top
priorities:

โ€œAmo gani nga kami sa Land Transportation Office Region VI, sa
pagpanguna sang amon Regional Director nga si Atty. Gaudioso P.
Geduspan II, padayon nga nagapaningwa para mapasangkad ang kultura
sang Road Safety โ€” indi lang bilang kampanya, kundi bilang
responsibilidad sang kada isa.โ€

He also highlighted the importance of protecting the youth by quoting
the words of our national hero, Dr. Jose Rizal:

โ€œAng kabataan ang pag-asa ng bayan.โ€ Pero pamangkuton ta anay ang aton kaugalingon โ€” paano mangin paglaum sang banwa ang aton kabataan kung sa dalan pa lang, yara na sila sa peligro? Ano pa ang pulos sang maayo nga edukasyon kung wala man kita kasiguruhan nga makapauli sila nga

As classes officially begin, the agency will also launch OPLAN BALIK
ESKWELA 2026 to help ensure the safety and security of students,

To culminate the month-long celebration of the DOTrโ€™s Road Safety Month 2026, the LTO Barotac Viejo District Office successfully conducted a Road Safety Lecture in Ajuy, Iloilo for tricycle drivers, e-bike drivers, traffic auxiliaries, and barangay tanods.
The activity served as a meaningful platform to strengthen road safety awareness and remind all road users and traffic frontliners of their vital role in maintaining peace, order, and safety on our roads and within our communities. As the agency wraps up this yearโ€™s observance, the initiative highlights the continuing commitment of the LTO in promoting responsible driving and protecting lives through education and community partnership.
The lecture team from LTO was led by LTO Barotac Viejo Acting Chief Ryan John A. Apalacio, together with expert lecturers Mr. Frederick Regenio and Mr. Edgar Lee Ballente, who shared valuable insights, practical guidance, and important reminders on road discipline, traffic rules, and accident prevention.
This initiative was made possible through the unwavering support of LTO Region 6 Regional Director Atty. Gaudioso P. Geduspan II, whose continued commitment to road safety advocacy greatly contributed to the success of the activity. The LTO Barotac Viejo District Office likewise expresses its sincere gratitude to Mayor Loida Espinosa of Ajuy, Iloilo for partnering with this initiative by allowing the use of the Municipal Gymnasium and extending assistance through the provision of chairs for the participants despite the short notice. In celebration of the DOTrโ€™s Road Safety Month 2026, the LTO Barotac Viejo District Office successfully conducted a Road Safety Lecture for the tricycle drivers of Brgy. Nueva Sevilla, Barotac Viejo on May 28, 2026.

The activity aimed to strengthen awareness among our drivers regarding the proper doโ€™s and donโ€™ts on the road, promoting discipline, responsibility, and a culture of safety for both motorists and commuters.

Through the insightful discussion of expert lecturers Mr. Frederick Reginio and Mr. Edgar Lee Ballente, participants were reminded that road safety is not just a responsibility โ€” it is a shared commitment to protect lives every day.

This was the firm reminder of Land Transportation Office (LTO) Region VI Director Atty. Gaudioso P. Geduspan II when asked for comment by local media on a proposal suggesting that LTO law enforcers ease apprehensions for traffic violations amid rising fuel prices.

Director Geduspan stressed that while economic concerns are valid, enforcement of road transport laws must remain consistent to ensure that discipline on the road and the safety of all motorists are not weakened.
