The Department of Social Welfare and Development (DSWD) Field Office IX, in strong partnership with the City Government of Isabela, successfully held the Tara, Basa! Tutoring Program culmination activity on May 26, 2026, at Isabela East Central Elementary School (IECES) in Barangay East Side. Regional Director Dir. Riduan P. Hadjimuddin was represented by Hja. Jamila A. Arasid, RSW, Division Chief of the Innovation Division, who delivered the opening message celebrating the literacy milestones of local learners, tutors, and Youth Development Workers (YDWs).
To ensure the program's success, the City Government of Isabelaโthrough the City Social Welfare and Development Office (CSWDO)โextended vital logistical and administrative assistance to DSWD IX. The ceremony featured program accomplishment reports from TBTP Team Leader Ms. Ayesha J. Albani and moving testimonies from tutor Jenny Violet U. Dela Cruz, YDW Expel B. Dela Cruz, and parent Ruhirmina H. Abdurahim, underscoring the strong community collaboration.
The event concluded with the awarding of certificates to outstanding participants and vital stakeholders, including DEPED-SDO Isabela City and Basilan State College (BaSC), who served as the implementing partner agencies tasked with providing academic supervision, tutoring support, and institutional tracking. On behalf of DepEd Superintendent Dr. Ma. Laarni T. Villanueva, SDO Isabela City was represented by Chief Supervisor Eduardo G. Gulang. Additionally, Isabela City Mayor Hon. Sitti Djalia Turabin-Hataman was represented by Mohammad Ashraf R. Abubakar, RN, who delivered an inspiring message, while DSWD Central Office Division Chief Jose Ramil Reyes closed the ceremony.
Also present to witness and monitor the milestone event were Central Office Project Development Officer III Adrian Avelino and Information Officer Jackielyn Simene, alongside key members of the Regional Program Management Office (RPMO). The attending RPMO delegation included Raiza Palarca-Cabalce, RSW (SWO III / STU Head), Ivan Macaso (Project Development Officer II / Data Manager), Raisa Arpa (Project Development Officer I / Planning Officer), Nurhida Moharibain (Project Development Officer II / Information Officer), Nhadzwa U. Asaram (Social Welfare Assistant), and Farhana Abdurasid (Social Welfare Assistant).
Moving forward, the City Government of Isabela remains deeply committed to supporting local education and youth development. Through the CSWDO, the city pledges to sustain its alliance with national agencies, ensuring that impactful social welfare and literacy initiatives continue to reach and empower every child in the community.
