SECOND WAVE OF OWWA RICE DISTRIBUTION
The second wave of the OWWA Rice Distribution for the Municipality of Basud was successfully conducted on October 6, 2026, primarily intended for Basudeños Overseas Filipino Workers (OFWs) who were unable to avail themselves of the assistance during the first wave of distribution.
A total of 424 OFWs were initially identified and pre-registered for the second wave. Of this number, 342 qualified beneficiaries were successfully served and received their allotted rice assistance.
Prior to the scheduled distribution, 206 sacks of rice were delivered on September 29, 2026 from the LGU of Jose Panganiban. The said rice allocation was in excess of the quantity required for their scheduled distribution, and the available excess was subsequently utilized as augmentation for the rice distribution of LGU Basud. Together with the 154 sacks remaining from the first wave of distribution in Basud, a total of 360 sacks were initially available for the second wave.
However, considering that the number of pre-registered OFWs exceeded the available rice allocation, an additional 211 sacks of rice were delivered on October 6, 2026. The additional allocation came from the rice stocks available from LGU Paracale, which had exceeded the requirements of their scheduled distribution. This augmentation was intended to ensure that sufficient rice would be available to accommodate the anticipated number of qualified OFWs in Basud.
Despite the additional rice allocation and the preparations made, only 342 OFWs were found qualified and successfully received the assistance. Some individuals who attempted to avail of the distribution were not served due to various reasons, including absence of records, incomplete documentary requirements, or possible duplicate/double availment, which required further verification and validation.
It is likewise worth noting that any remaining rice allocation from LGU Basud, after the completion of its scheduled distribution, shall be turned over to another municipality as augmentation, in support of its forthcoming OWWA rice distribution. This arrangement is in line with the coordinated allocation and utilization of available rice stocks among municipalities, particularly those whose scheduled distributions are yet to be conducted, subject to the final instruction or go-signal from OWWA.
As of this date, based on information provided by OWWA, four (4) municipalities in the Province of Camarines Norte remain unscheduled for the conduct of their rice distribution. These are the Municipalities of Mercedes, Daet, Vinzons, and Talisay, which are expected to conduct their respective distributions once their schedules are finalized and upon the issuance of the appropriate go-signal from OWWA.
The successful implementation of the activity was made possible through the full support of the Local Chief Executive, Hon. Mayor Shunn Frederick S. Davoco, particularly in providing the necessary logistical support through the Office of the Mayor. The General Services Office (GSO) provided assistance in the unloading, handling, and movement of the rice deliveries, while the Public Employment Service Office (PESO) facilitated the registration, verification, validation, and overall distribution process with the Supervision of OWWA Personnel.
Through the concerted efforts and close coordination of the concerned offices, the second wave of the OWWA Rice Distribution was carried out in a smooth, systematic, organized, and time-bound manner. The activity likewise demonstrated the importance of inter-municipal coordination in the proper utilization and augmentation of available rice allocations, ensuring that the assistance reaches as many qualified OFW beneficiaries as possible while maintaining proper documentation, validation, and accountability in the distribution process.
