๐—ก๐—˜๐—ช๐—ฆ | Laoag City partners with MMSU to boost MSMEs

The City Government of Laoag and Mariano Marcos State University (MMSU) signed a memorandum of agreement (MOA) on May 4 at Laoag City Hall to support micro, small, and medium enterprises (MSMEs) through enhanced product development and innovation.

Under the agreement, the MMSU Technology Business Incubator (TBI) will assist local businesses in improving their products and boosting their competitiveness.

The MOA was signed by MMSU President Virgilio Julius P. Manzano, Jr. and Laoag City Mayor James Bryan Alcid, along with incubatees and representatives of partner institutions.

In his message, Dr. Manzano expressed his full support for the initiative and also shared his aspiration for the local products to reach a wider market.

โ€œOne of the primary goals of MMSU is to improve the communityโ€™s quality of life through honest labor and integrity of work, which is why we remain committed to supporting initiatives that help advance this mission,โ€ he said. โ€œOur products are our identity; we are known by what we create. So, let us work together to develop these products so they can reach markets beyond the city,โ€ he added.

Mayor Alcid agreed with the sentiment of the MMSU President, describing the need for the city to establish a distinct identity, one that will show the creativity and uniqueness of the people of Laoag.

โ€œWhen people hear about a certain product, they will think of where it came from. And that is what we want. When they hear your brand, they will say, thatโ€™s from Laoag.โ€ Mayor Alcid stated.

Under the agreement, MMSU will provide MSMEs with basic incubation services through the MMSU ATBI DAP-AYAN, including market validation, prototype development, intellectual property protection, pilot testing, business model development, business plan preparation, business pitching, and business registration.

Selected MSMEs will also undergo a qualifying process for advanced incubation services, which include training, mentorship and coaching, linkaging and networking, as well as financial matching and fund sourcing.

The partnership aims to transform the business of the incubatees into sustainable and competitive enterprises by maximizing the shared resources of the university and the city of Laoag.

We are excited to share that we have received a total of 17 applications from passionate and aspiring innovators. Your enthusiasm and support inspire us to continuously enhance our programs, strengthen our services, and create more meaningful opportunities for entrepreneurs.

As much as we would love to accommodate everyone, our incubation program can only support a limited number of incubatees per cohort to ensure quality mentorship, focused guidance, and the best possible support for each venture.

While this call is now officially closed, this is only the beginning. We look forward to connecting with even more aspiring incubatees as we further refine our offerings to better serve you.

Adones Integrated Farm has officially commenced its Technology Transfer Training under the Technology Licensing Agreement (TLA) with Mariano Marcos State University for the adoption of the Pickled Eggs and Pickled Fruits and Vegetables technologies.

The first phase of the training, conducted at the TBI Conference Room and Food Innovation Center, laid a strong foundation for quality and market-ready production.

Dr. Felicitas S. Sanculi provided a comprehensive discussion on the Overview of Food Processing, emphasizing the principles of value addition, proper handling, preservation techniques, and the importance of food safety in developing competitive products.

Mr. Eleazer Grande discussed Good Manufacturing Practices (GMP), highlighting quality assurance standards, sanitation protocols, and compliance requirements essential for safe and consistent food production.

Mr. Jerson Coloma, ATBI Project Manager and one of the technology generators, shared the background, development process, and technical foundations of the Pickled Eggs and Pickled Fruits and Vegetables technologies giving valuable insights into product formulation, and processing standards.

The technology transfer trainings will continue throughout March, with the official product launch targeted at the end of the month.

This initiative reflects a strong collaboration between the MMSU and its incubatee, transforming research-based innovations into sustainable, value-added enterprises for the local community.
