Congressman Angelo Marcos Barba leads the Awarding of Various Interventions to all Local Government Units of the 2nd District, including various Farmers' Associations and Organizations from the 2nd District of the Province of Ilocos Norte, on August 6, 2026, at the Department of Agriculture - Ilocos Norte Research and Experiment Center, in Batac, Ilocos Norte.

The Municipalities of Badoc, Banna, Batac City, Currimao, Dingras, Marcos, Nueva Era, Paoay, Pinili, San Nicolas, and Solsona all received quantities of Ammonium Chloride fertilizer for Rice production worth ₱21,639,975.00. Numerous farmers' associations received Pump and Engine Sets for Corn production worth ₱2,997,000.00, Mungbean for the High Value Crops Development Program (HVCDP) worth ₱1,463,778.00, Multi-purpose cultivators for the National Urban and Peri-Urban Agriculture Program (NUPAP) worth ₱299,889.00, LEED Cattle Multiplier Farm for Livestock programs worth ₱4,960,000.00, and cultivators, net mesh, vegetable seeds, and albendazole to the Adaptation and Mitigation Initiative in Agriculture program worth ₱669,390.00

Congressman Barba ensures that the programs and initiatives for the agricultural sector and livelihoods continue to flourish, with the main goal of promoting sustainable development throughout the province.

The Office of Congressman Angelo Marcos Barba joins in celebrating the 1st Year Anniversary of Republic Act No. 12230, which he principally authored, alongside the launch of "Pag-asang Luntian para sa Paoay Lake," a greening project aimed at planting 5,000 native seedlings, establishing a 20-species native tree arboretum, and enhancing the ecological integrity of the protected landscape over the next two years.

To support these ongoing conservation efforts, the Protected Area Management Office has introduced official PLPL merchandise, where every purchase of shirts, eco-bags, and caps directly funds community-based environmental education and priority preservation programs for Paoay Lake.

One year ago, a big step was taken to protect one of Ilocos Norte’s greatest natural treasures.

Today marks the 1st anniversary of the declaration of the Paoay Lake as a Protected Landscape, through the Republic Act No. 12230. Isang panukalang batas na pangunahing inakda ni Congressman Angelo Marcos Barba, naisulong ang batas na ito upang bigyan ng institutional support at pondo ang pag-alaga sa Paoay Lake.

One year later, the mission remains the same. Patuloy nating pangalagaan ang Paoay Lake; hindi lang bilang isang magandang tanawin dito sa Ilocos Norte, kundi bilang isang mahalagang bahagi ng ating kalikasan, kasaysayan, at kinabukasan.

CONG. AMB PUSHES 5% INCREASE IN LGU NATIONAL TAX ALLOTMENT

Proposed bill aims to strengthen local fiscal autonomy under Mandanas-Garcia framework

Congressman Angelo Marcos Barba convened with LokalGovPH leaders to advance a landmark proposal to increase the National Tax Allotment (NTA) of Local Government Units.

Cong. Barba announced he will file a bill seeking to grant LGUs an additional 5% share in all national taxes. The increase will be implemented gradually at 1 percentage point annually to ensure smooth fiscal transition.

Recognizing that municipalities bear the bulk of basic service delivery, the bill allocates 70% of the additional NTA to municipalities. The remaining share will be distributed equally: 10% each to provinces, cities, and barangays.

A key feature of the measure is the Income Classification Equalization Factor, which will direct more support to lower-income LGUs to help bridge development gaps across communities.

By expanding municipal fiscal space, the proposal is expected to improve local development outcomes and enable LGUs to fully implement their devolved functions under the Local Government Code and the Mandanas-Garcia Supreme Court ruling.

The meeting with LokalGovPH convenors focused on refining the bill’s provisions and building consensus among local government stakeholders ahead of its filing in Congress.

Cong. Barba reaffirmed his commitment to governance in the Segundo Distrito and to legislative reforms that empower local governments nationwide.

Balikan natin ang entrustment of 25 crossbred female buffaloes worth ₱2 million sa KASAKA Sustainable Livelihood Program Association sa Barangay San Marcelino, Dingras, na pinangunahan ni Congressman Angelo Marcos Barba noong July 24, 2026.

Implemented through the Philippine Carabao Center, layunin ng proyekto na palakasin ang kabuhayan ng rural families through sustainable agriculture and enterprise development, habang isinusulong ang Dingras bilang hub for buffalo-based livelihood initiatives.

Kabuhayang may pundasyon, kinabukasang may direksyon.

Good afternoon to everyone.

To our Regional Director, PBGen Jovencio S. Badua Jr., Provincial Director PCOL Joemar Q. Labiano, Mayor Ed Mar Vincent L. Bonoan, our local officials, officers and personnel of the Philippine National Police, distinguished guests, patpatgek unay a kakailiak, magandang hapon po sa inyong lahat.

First of all, congratulations to the Philippine National Police, especially our officers and personnel here in Ilocos Norte, on this important milestone.

Today marks another step in our shared commitment to keeping our communities safe and secure.

The value of this building will never be measured by its size or design. It will be measured by the service our police provide inside these walls and by the peace of mind it gives every family in San Nicolas. This station will support our police in carrying out their duties with greater efficiency, professionalism and dedication. In the end, the greatest beneficiaries will always be the people we serve.

I also see this as the beginning of something bigger. In the near future, this site will also be home to the new Bureau of Fire Protection Headquarters and, hopefully, with the support and shared vision of our good Mayor, the Municipal Trial Court as well. Imagine having our police, our firefighters, and our courts in one place—working side by side in the service of our people. Together, they will form what we hope will become the first Safety, Peace and Resiliency Center, or San Nicolas SPARC. I believe this can become a model for communities not only in Ilocos Norte but across the country.

I am grateful that we were given the opportunity to support this project. Today is not about who made it possible. It is about ensuring that those who dedicate their lives to protecting our communities are given the support they deserve.

To our men and women in uniform, thank you for your commitment and sacrifice. Your work often goes unnoticed, but it is because of your dedication that our people can live, work and raise their families in peace.

I also thank the leadership of the Philippine National Police, our local government officials and everyone who worked together to bring this project to reality. This is what we can achieve when national agencies and local governments work hand in hand with one purpose: to serve our people better.

As your Congressman, I will continue to support programs and initiatives that strengthen our public institutions because every investment in public service is an investment in our people’s future.
