From the Classroom to the Farm: The Journey of Mr. Edwin Rivera

“Learning is a lifelong process.” For Mr. Edwin Rivera, these aren't just words—they are a way of life. After a distinguished 39-year career as a faculty member at the College of Teacher Education in Laoag City, Mr. Rivera returned to his roots. Born into a family of farmers, he saw his retirement not as an end but as a vibrant new beginning.

Unlearning the Old, Embracing the New

Despite his upbringing, Mr. Rivera realized that the "old ways" of farming had evolved. To bridge the gap between tradition and technology, he enrolled in the School-on-the-Air (SOA) on Goat and Swine Production.

"As I continued learning through the SOA, I realized how much had changed. I knew I had to strengthen my knowledge not just for myself, but for my community," says Mr. Rivera.

His dedication was immediate and undeniable; Mr. Rivera emerged as one of the Top Achievers of the program, proving that a teacher's greatest asset is the ability to remain a student.

A Growing Portfolio: From Livestock to Vegetables

Mr. Rivera’s thirst for knowledge did not stop at livestock. Driven by a desire to diversify his farm, he recently enrolled in the SOA on Vegetable Production. Proving his commitment to the craft, he made sure to join every single episode, ensuring no piece of advice went unheard.

He has already translated these airwave lessons into tangible results. Today, his home is a model of resourcefulness, where he grows fresh vegetables for his family using recycled materials. Furthermore, he has successfully applied technical lectures by propagating alukon (birch flower), ensuring this local staple remains a fixture on the Ilocano table.

Cultivating Community: The Gift of Forage

Mr. Rivera’s impact is most visible in his fields and his generosity. After attending the training on forage production, he successfully cultivated forage grasses using planting materials from the Department of Agriculture-Ilocos Norte Research and Experiment (DA-INREC) Station in Dingras.

While many might focus solely on their own herd, Mr. Rivera focuses on the success of his neighbors. He explains:

"It’s not just my experience in raising goats that I can share, but the planting materials that I have grown and mass-produced from the sample forages provided during our SOA."

What started as a few sample materials has grown into a sustainable, mass-produced supply that he now shares with interested farmers.

A Promise Kept

Mr. Rivera has come full circle—from teaching students in a classroom to mentoring farmers in the field. He now serves as a Board Director and Consultant for a local farmers' organization, working closely with the Laoag City Agriculture Office to uplift fellow producers.

“I will make sure that all my learnings in the SOA will be shared with all other farmers,” he asserts.

Through his hands-on leadership and his willingness to share both his knowledge and his harvests, Mr. Edwin Rivera is ensuring that the seeds of progress continue to grow.

To recall, the SOA program was made possible through partnerships with the Provincial Government of Ilocos Norte (PGIN), local government units, ILAARRDEC, and various MMSU offices, supported by media partners including DWFB Radyo Pilipinas Laoag, DWCI Radyo Adjo Piddig, and DWNI Radyo Karruba Burgos.

𝐏𝐡𝐨𝐭𝐨 𝐡𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬: The Regional Science Communication Cluster (RSCC) of the Ilocos Agriculture, Aquatic, and Natural Resources Research and Development Consortium (ILAARRDEC) conducted a meeting to discuss its deliverables and target activities for CY 2026. Held via Zoom last April 28, the meeting served as a platform to align plans and strategies toward the achievement of these targets.

Dr. Sherlyn B. Nicolas, the RSCC coordinator of ILAARRDEC served as the presiding officer of the meeting which was also attended by the RSCC representatives from across region1. Participants included Dr. Gerry Galvez of DMMMSU, Mr. Ephraime Hyacinth Chavez of ISPSC, Ms. Marites Raboy of UNP, Mr. Anthony Marquez of UCU, Ms. Jenny Fernadez of PSU, Mr. Johnny Maloom of NTA, Ms. Diana Rose Salaguban of PCC at MMSU, Ms. Maureen Noces of BFAR-R1, Ms. Franzel Monique Bonilla of PhilRice-Batac, and Ms. Corazon Maria Victoria P. 𝐏𝐡𝐨𝐭𝐨 𝐡𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬: The Regional Research and Development Cluster (RRDC) of the Ilocos Agriculture, Aquatic, and Natural Resources Research and Development Consortium (ILAARRDEC) conducted a meeting to discuss research and development initiatives of the Ilocos region. Conducted via Zoom last April 22, the meeting served as guide to meet the different deliverables and target activities for CY 2026.

Dr. Dionisio S. Bucao, the RRDC coordinator of ILAARRDEC, served as the presiding officer of the meeting joined by the different RRDC representatives across region 1. Participants also shared the status of their RD initiatives in their respective agencies. Through this, the consortium will be able to monitor, strengthen coordination, and enhancing collaborative decision-making among member agencies.

4𝐭𝐡 𝐆𝐚𝐫𝐥𝐢𝐜 𝐅𝐞𝐬𝐭𝐢𝐯𝐚𝐥, 𝐜𝐨𝐧𝐜𝐥𝐮𝐝𝐞𝐝

The Mariano Marcos State University (MMSU) in collaboration with the Taiwan Technical Mission in the Philippines (TTMP) spearheads the 4th Garlic Festival from March 26- 27 held at MMSU-RDE grounds. Anchored on the theme “Our Garlic, Our Pride: Cultivating Excellence for a Richer Harvest” and a tagline “Unified for a Bountiful Harvest”, the activity aims to strengthen and sustain the revitalization of the garlic industry in Ilocos Norte by institutionalizing the Garlic Festival as an annual research-anchored platform for innovation, market linkages, cultural promotion, and multi-stakeholders convergence.

Graced by various stakeholders, the festival serves as a vibrant celebration of culture, unity, and local pride that brings together farmers, entrepreneurs, researchers, local government units (LGUs), private sectors, and other individuals which showcases the richness of the garlic industry in Ilocos Norte.

Mr. Kimio Takarada, the President of Takara Inc. in Japan underscored that this festival reflects the hardwork and dedication of the Ilocos farmers. “Your efforts are truly contributing in revitalizing the garlic industry”, he added.

Dr. Virgilio Julius P. Manzano, University President of MMSU highlighted that technologies developed in partnership with various institutions can now go far beyond our imaginations. By bringing varied expertise, a multinational garlic variety can be developed and can definitely bring smiles to farmers.

Other stakeholders also expressed their messages of support in the conduct of the activity. Among them are: Dr. Shirley C. Agrupis, Chairperson of the Commission on Higher Education (CHED); Ms. Katsura Yamauchi, Project Formulating Officer of Japan International Cooperation Agency (JICA); Hon. Cecilia Araneta-Marcos, represented by Engr. Teresa Bacnat, the Assistant Provincial Agriculturist of Ilocos Norte; and Vice Governor Matthew Marcos Manotoc, represented by Board Member Jeffrey Saguid. On the other hand, Dir. Joseph Manicad, Director of High Value Crops National Program served as keynote speaker of this year’s garlic festival.

Series of garlic-inspired competitions were conducted including exhibit booth competition, biggest garlic (local and introduced), novel garlic products, same event video edit, mascot naming, dance, and culinary competitions. These events further showcase the diverse potential of garlic and its significant role in culture, enterprise, and local development.

The festival was successfully conducted in partnership with other agencies like Provincial Government of Ilocos Norte through the Ilocos Norte Agriculture and Fisheries Extension Center (PGIN-INAFEC), Ilocos Norte Research and Extension Center (INREC), and Ilocos Agriculture and Aquatic Resources Research and Development Consortium (ILAARRDEC).

𝐉𝐔𝐒𝐓 𝐈𝐍: DOST PCAARRD's Technology Transfer and Promotion Division (TTPD) conducted a site visit of the "Nature-Based Solutions for Sustainable Mangrove Management and Resilient Coastal Communities through Innovative Green Engineering Approach" project sites on March 19, 2026 in Pasuquin, Badoc, and Currimao, Ilocos Norte.
In collaboration with Mariano Marcos State University (MMSU), the activity aims to assess the project sites and discuss ways forward in further improving the strategies in mangrove planting practices.
The project is under the Extension and Deployment Section of TTPD under the supervision of Section Head Dr. Engelbert R. Lalican.

𝐈𝐒𝐏𝐒𝐂 𝐅𝐈𝐓𝐒 𝐊𝐢𝐨𝐬𝐤 𝐈𝐧𝐚𝐮𝐠𝐮𝐫𝐚𝐭𝐞𝐝

The Ilocos Sur Polytechnic State College (ISPSC) formally inaugurated the Farmers’ Information and Technology Services (FITS) Kiosk at its Sta. Maria Campus on March 16, 2026. The FITS Kiosk is under the Techno Gabay Program (TGP), spearheaded by the Agricultural Training Institute – Regional Training Center 1 (ATI-RTC 1), in collaboration with the Ilocos Agriculture, Aquatic and Natural Resources Research and Development Consortium (ILAARRDEC).

Anchored on the theme “Bridging Communities Through Information and Technology,” the FITS Kiosk seeks to expand access to agricultural knowledge, innovations, and technologies among farmers, students, extension workers, and other stakeholders in Sta. Maria, Ilocos Sur and nearby communities. This project is aligned with the consortium’s program on revitalizing the TGP in the region, fostering science-based technologies to the people.

Mr. Alladin Tabo, Regional Techno Gabay Focal Person presented an overview of the FITS Kiosk, emphasizing its role as a platform for disseminating science-based agricultural information and facilitating technology transfer at the grassroots level.

Messages of support were delivered by key partner institutions: Dr. Mario P. Obrero, President of ISPSC; Dir. Jayvee Bryan C. Carillo, Director of ATI-RTC 1, represented by Dr. Maricel Dacapias; Dr. Nathaniel R. Alibuyog, Consortium Director of ILAARRDEC, represented by Love Grace Campano, Regional ICT Cluster Coordinator of ILAARRDEC; and Hon. Michael Florendo, Municipal Mayor of Sta. Maria.

Dr. Obrero expressed optimism as development initiatives continue to be implemented under his leadership, stressing that projects such as the FITS Kiosk advance the university’s mission of promoting societal development and sustainability through research, instruction, and extension services. Mayor Florendo likewise affirmed the municipality’s strong support, noting that the facility will provide farmers with updated technologies and information to improve productivity and strengthen the local farming sector. He further affirmed the revitalization of the FITS-Sta.Maria based at Municipal Agriculture Office.

The inauguration was highlighted by a ceremonial ribbon-cutting, symbolizing the strengthened partnership among participating institutions in advancing agricultural development through knowledge sharing and innovation.

As part of the activity, audiovisual equipment was awarded to ISPSC under the ILAARRDEC project “Enhancing the Audiovisual Equipment, Information, Communication and Technology (ICT) Infrastructure and Connectivity of ILAARRDEC and CMIs,” funded by the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD).

The establishment of the FITS Kiosk underscores the continuing collaboration among partner agencies in expanding access to science- and technology-based information, ultimately empowering communities and supporting sustainable agricultural development in the Ilocos Region.

Other present during the event is the proposed Magsasaka Syentista of FITS Sta. Maria as well farmers and cooperative in the community. This was actively participated by the faculty staff of the ISPSC Sta. Maria campus, RSSC Coordinator Dr. Sherlyn Nicolas, RTTC representative Ms. Abegel Joson, and Ms. Mary Anne R. Rarogal, ILAARRDEC technical staff.

FITS Kiosk Opens: Bringing Knowledge and Technology Closer to Farmers

The Ilocos Sur Polytechnic State College (ISPSC) Sta. Maria Campus officially inaugurated its Farmers’ Information and Technology Services (FITS) Kiosk on March 16, 2026, a new initiative aimed at helping local farmers and communities gain easier access to agricultural knowledge and technology. The project highlights the college’s commitment to connecting research, education, and community development to strengthen the local agriculture sector.

Developed in partnership with the Agricultural Training Institute (ATI), the FITS Kiosk will serve as an information center where farmers, students, and residents can access updated resources on crop production, livestock, fisheries, and agribusiness. During the ceremony, Dr. Mario P. Obrero, President of ISPSC, emphasized the institution’s dedication to supporting rural communities. Meanwhile, Dr. Jayvee Bryan C. Carillo, Director of ATI-RTC1, highlighted the importance of training and knowledge sharing for farmer empowerment.

Other leaders also shared their support for the initiative, including Dr. Nathaniel R. Alibuyog, Consortium Director of Ilocos Agriculture, Aquatic and Resources Research and Development Consortium (ILAARRDEC), who stressed the importance of bringing research closer to communities, and Hon. Michael Florendo, Mayor of Sta. Maria, Ilocos Sur, who expressed strong backing for programs that uplift local farmers.

A media conference followed the inauguration, strengthening cooperation among government agencies, academic institutions, and local government units. With the launch of the FITS Kiosk, ISPSC hopes to promote a more informed, resilient, and technology-driven agricultural community—bringing farmers and information closer together for a stronger future.
