The Department of the Interior and Local Government (DILG) has directed all local government units (LGUs) to take immediate steps to ensure the continuous and orderly movement of fuel, including allowing unhampered passage of fuel tankers within their jurisdictions.

Amid ongoing global oil supply pressures, the Department emphasized that restrictions such as truck bans and traffic coding should not impede the delivery of fuel. Local chief executives (LCEs) are thus urged to exempt legitimate fuel tankers from legitimate petroleum industry companies from these limitations.

“Ensuring the uninterrupted movement of fuel supply is critical to sustaining economic activity and protecting the welfare of our people during this period of global energy disruption,” the DILG said.

These measures align with President Ferdinand R. Marcos Jr.’s call for a whole-of-government and whole-of-society approach in addressing the crisis, following the issuance of Executive Order No. 110 declaring a state of national energy emergency.

In a memorandum circular, the DILG also called on LCEs to exercise their supervisory authority to ensure strict and effective implementation of the directive across all local jurisdictions.

“Local governments play a vital role in ensuring that essential goods such as fuel are delivered without delay. We count on your full cooperation,” the Department added.

The DILG further reminds LGUs to exercise their disciplinary authority over erring elected officials pursuant to Chapter IV, Title 2, Book 1 of RA 7160 or the Local Government Code.

The Department said it will continue to monitor compliance and coordinate with concerned agencies to ensure the uninterrupted delivery of fuel nationwide.

The Department of the Interior and Local Government (DILG) urged Filipinos to support and purchase affordable goods from KADIWA outlets now operating in 784 local government units (LGUs) nationwide, as the government steps up efforts to cushion the impact of rising fuel costs on basic commodities.

In line with the directive of President Ferdinand R. Marcos Jr. following the declaration of a National Energy State of Emergency, KADIWA ng Pangulo continues to provide direct access to low-cost food and essential goods.

KADIWA, or Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita, operates as a direct producer-to-consumer market under the Department of Agriculture, cutting layers in the supply chain to lower prices while increasing the income of farmers, fisherfolk, and micro, small, and medium enterprises.

The DILG called on LGUs to identify and secure strategic locations for KADIWA sites to ensure sustained access to fresh, affordable products in communities.

Consumers can purchase rice, vegetables, fruits, processed food, non-food items, and ready-to-eat meals at reduced prices, with P20-per-kilo rice available for vulnerable sectors.

Public response reflects its impact. One netizen shared, “Ang Kadiwa ay isa sa mga paraan upang maibsan ang nagtataasang presyo. Mababang presyo at de kalidad na produkto ang hatid sa bawat barangay.”

Another beneficiary said, “Pangalawang bili namin ng tig-20 pesos na bigas sa Kadiwa ng Pangulo. Sobrang laking tulong nito sa amin.”

The DILG also hosts a KADIWA market at its Central Office in Quezon City and has sustained monthly KADIWA activities since 2024, providing access to goods from over 40 merchants.

The Department emphasized that programs like KADIWA ensure that government support is directly felt at the household level.

LOOK | DILG TO LGUs: CUT ENERGY USE, SHIFT TO 4-DAY ONSITE WORK

The Department of the Interior and Local Government (DILG), through Memorandum Circular No. 2026-023, is urging all Local Government Units (LGUs) to adopt energy conservation measures in line with the directive of President Ferdinand R. Marcos Jr.

The directive pushes LGUs to immediately implement practical steps to reduce power consumption and optimize government resources, including:

⚡ 24°C standard for air-conditioning
⚡ Virtual meetings for coordination
⚡ Limited official travel to essential functions
⚡ Improved fuel and fleet efficiency
⚡ Reduced elevator use, when practicable
⚡ Adoption of a four-day onsite work arrangement
⚡ Full rollout of the Government Energy Management Program (GEMP)

The DILG said the move comes amid ongoing geopolitical tensions, stressing the need for government to lead in conserving energy and ensuring efficient use of public funds.
