SDO Batangas City Champions Research-Driven Innovation at 2026 Basic Education
The Schools Division Office (SDO) of Batangas City convened the Division Conference of Basic Education Researchers (DCBER),September 3–4, 2026 at the Batangas Country Club, Bolbok Road, Batangas City, bringing together SDO personnel and teacher-researchers in a collective pursuit of strengthening the link between educational research, innovation, and practice.
Anchored on the theme, “Shaping Batangueño Future: Strengthening the Research-to-Practice Cycle through ALA EH Driven Outputs,” the two-day conference underscores the SDO’s continuing commitment to building a culture where research goes beyond documentation and becomes a powerful driver of meaningful improvements in teaching, learning, and educational governance.
The conference is being led by Schools Division Superintendent Dr. Hermogenes M. Panganiban, CESO V, whose leadership continues to place evidence-based decision-making and innovation at the heart of educational development in the division. Supporting the initiative is Assistant Schools Division Superintendent Dr. Catherine V. Maranan, CESO VI, together with the Schools Governance and Operations Division (SGOD) Chief, Dr. Angelisa A. Amoto.
Also playing key roles in the organization and implementation of the conference are Dr. Marc Elmer Perez, Senior Education Program Specialist for Planning and Research, and Planning Officer Madonna A. Abrugen, who helped strengthen the division’s research and planning mechanisms and ensure that research findings are positioned to inform programs, policies, and interventions.
In his message, Dr. Panganiban emphasized that research conducted within the SDO Batangas City must move beyond the pages of reports and translate into innovation and actual implementation.
He highlighted the importance of creating an environment where research findings can inform decisions, improve practices, and generate solutions responsive to the realities faced by learners, teachers, schools, and communities.
For Dr. Panganiban, education is an ongoing journey—one that requires continuous learning, reflection, and adaptation. He underscored three essential elements that must guide this journey: culture, evidence, and empathy.
A strong research culture, he emphasized, enables educators and education leaders to continuously ask questions and seek better ways of doing things. Evidence provides the foundation for sound and informed decisions, while empathy ensures that educational innovations remain grounded in the actual experiences, needs, and aspirations of learners and educators.
His message reinforced the idea that research should ultimately lead to action: from identifying challenges, generating evidence, and developing innovations, to implementing solutions that create meaningful impact in schools and learners
The DCBER serves as a platform for SDO personnel and teacher-researchers to share research outputs, exchange ideas, and learn from one another’s experiences. More importantly, it provides an avenue for researchers to examine how their findings can contribute to improving educational practices and outcomes.
The conference reflects SDO Batangas City’s continuing effort to institutionalize a research culture that is collaborative, evidence-informed, innovative, and responsive to the evolving needs of basic education.
Through the collective leadership of Dr. Panganiban and Dr. Maranan, together with the SGOD, Planning and Research Team, and the dedicated community of teacher-researchers and SDO personnel, the BCBER reinforces a clear direction for the division: research must not end with results—it must lead to innovation, implementation, and meaningful transformation.
As Batangueño educators continue to learn, inquire, innovate, and act, SDO Batangas City moves forward in shaping a future where research becomes a catalyst for better education and better opportunities for every learner. (MVCD)
