The DOST-STARBOOKS Mass Installation Program was successfully conducted on September 9–10, 2026, with the active participation of twenty-seven (27) agencies. These comprised eleven (11) City and Municipal Libraries, four (4) LGU School Libraries, five (5) DepEd School Libraries, and seven (7) Private Academic Libraries within the Province.
In line with the program, a total of sixty-two (62) library administrators and personnel, together with teachers and school administrators, attended the orientation sessions. The activity provided them with essential guidance and knowledge to ensure the effective utilization and management of the STARBOOKS resources in their respective institutions. This initiative forms part of the MBA-VSR Program of the Provincial Government of Batangas, which seeks to strengthen its outreach to libraries that play a vital role in advancing education within the Batangueño community
Representing Governor Vilma Santos-Recto, Provincial Administrator Atty. Joel Montealto graced the event and delivered an inspirational message. In his address, he underscored the significance of continuously expanding knowledge and utilizing modern technology to further strengthen education and the dissemination of information to the public. Likewise, Secretary to the Sangguniang Panlalawigan, Mr. Nelson M. Bayani, was also present to welcome all participants and share his own inspirational message.
The Batangas Provincial Library extends its deepest gratitude to the DOST–Science and Technology Information Institute (DOST-STII) and the National Library of the Philippines for their invaluable support and partnership. Their assistance was instrumental in ensuring the successful conduct of this activity, and their continued commitment to advancing library services throughout the province is sincerely appreciated.
Participants learned how to use, navigate, and explore DOST STARBOOKS and its available learning resources. They recognized STARBOOKS as an accessible and useful resource for teaching, learning, research, students, teachers, library users, and the community. They expressed appreciation for the initiative and the organizers and recommended more sessions and wider dissemination to other institutions and libraries.
