𝐋𝐎𝐎𝐊 || The Provincial Government of Batangas, through its Environment and Natural Resources Office (PGENRO), conducted a 𝙋𝙧𝙚-𝙒𝙖𝙨𝙩𝙚 𝘼𝙣𝙖𝙡𝙮𝙨𝙞𝙨 𝙖𝙣𝙙 𝘾𝙝𝙖𝙧𝙖𝙘𝙩𝙚𝙧𝙞𝙯𝙖𝙩𝙞𝙤𝙣 𝙎𝙩𝙪𝙙𝙮 (𝙒𝘼𝘾𝙎) preparation meeting with 𝘔𝘴. 𝘉𝘦𝘳𝘯𝘢𝘥𝘦𝘵𝘵𝘦 𝘔𝘢𝘳𝘪𝘴𝘵𝘦𝘭𝘢, Municipal Environment and Natural Resources Officer (MENRO) of the Local Government Unit (LGU) of Laurel, Batangas, together with Sanitary Engineering students from Batangas State University.

The meeting focused on the preparations and coordination for the scheduled Waste Analysis and Characterization Study (WACS) to be conducted on September 1–4, 2026. Discussions covered the necessary arrangements, coordination, and preparations to ensure the smooth and systematic conduct of the study.

The activity also provided an opportunity to strengthen coordination between the PGENRO and the LGU of Laurel in support of the Province’s continuing efforts to gather accurate and relevant data on waste generation and composition. These data are essential in developing appropriate strategies and interventions for effective solid waste management and resource recovery.

The 𝘽𝙖𝙩𝙖𝙣𝙜𝙖𝙨 𝙍𝙚𝙘𝙤𝙜𝙣𝙞𝙩𝙞𝙤𝙣 𝘼𝙬𝙖𝙧𝙙𝙨 𝙛𝙤𝙧 𝙑𝙚𝙧𝙙𝙚 𝙄𝙨𝙡𝙖𝙣𝙙 𝙋𝙖𝙨𝙨𝙖𝙜𝙚 𝙊𝙪𝙩𝙨𝙩𝙖𝙣𝙙𝙞𝙣𝙜 𝙈𝙖𝙧𝙞𝙣𝙚/𝙈𝙖𝙣𝙜𝙧𝙤𝙫𝙚 𝙋𝙧𝙤𝙩𝙚𝙘𝙩𝙚𝙙 𝘼𝙧𝙚𝙖 𝙖𝙣𝙙 𝘽𝙚𝙨𝙩 𝘽𝙖𝙣𝙩𝙖𝙮 𝘿𝙖𝙜𝙖𝙩 is making its return!

This September, the 𝗕𝗥𝗔𝗩𝗢 𝟮𝟬𝟮𝟲 assessment will take a closer look at some of the province’s vital coastal resources and the people working to protect them—𝗼𝘂𝗿 𝗰𝗼𝗿𝗮𝗹 𝗿𝗲𝗲𝗳𝘀, 𝗺𝗮𝗻𝗴𝗿𝗼𝘃𝗲𝘀, 𝘀𝗲𝗮𝗴𝗿𝗮𝘀𝘀 𝗲𝗰𝗼𝘀𝘆𝘀𝘁𝗲𝗺𝘀 𝗮𝗻𝗱 𝗕𝗮𝗻𝘁𝗮𝘆 𝗗𝗮𝗴𝗮𝘁. 🪸🌱🌊

These coastal treasures are protected.
They are conserved.
They are valued.

But 𝐰𝐡𝐚𝐭 𝐦𝐚𝐤𝐞𝐬 𝐨𝐧𝐞 𝐬𝐭𝐚𝐧𝐝 𝐨𝐮𝐭?

The assessment journey gets underway this month as we look closer at the practices, efforts and management of participating coastal communities.

𝐏𝐀𝐀𝐋𝐀𝐋𝐀 𝐒𝐀 𝐏𝐔𝐁𝐋𝐈𝐊𝐎: 𝐌𝐀𝐍𝐀𝐓𝐈𝐋𝐈𝐍𝐆 𝐋𝐈𝐆𝐓𝐀𝐒 𝐒𝐀 𝐇𝐀𝐙𝐄

Noong Agosto 31, 2026, iniulat ng Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB) na may naobserbahang haze sa ilang bahagi ng Metro Manila, CALABARZON at MIMAROPA, na posibleng dulot ng smoke at transboundary haze mula sa patuloy na forest fires sa Kalimantan, Indonesia, na maaaring naitulak patungo sa Pilipinas ng prevailing winds. Patuloy ding mino-monitor ng DENR-EMB ang air quality upang matukoy ang lawak at posibleng epekto nito.

Kaugnay nito, narito ang health advisory ng Department of Health (DOH) tungkol sa mga posibleng epekto ng haze sa kalusugan at mga hakbang upang mabawasan ang exposure. Manatiling mapagmatyag, subaybayan ang mga opisyal na air quality advisories at gawin ang kinakailangang pag-iingat. 😷

DOH: MAGING HANDA SA EPEKTO NG HAZE SA KALUSUGAN!

Dahil sa hanging Habagat, umabot na sa ilang bahagi ng Luzon at Visayas ang usok mula sa forest fires sa Kalimantan, Indonesia.

Maaaring magdulot ang haze ng hirap sa paghinga, pag-ubo, pananakit ng dibdib, pangangati o pagluluha ng mga mata, at paglala ng mga sakit sa baga tulad ng hika. Dobleng pag-iingat ang kailangan para sa mga bata, matatanda, at mga may dati nang sakit sa baga o puso.

Habang nagpapatuloy ang banta ng haze, mag-suot ng mask kung lalabas ng bahay. Alamin ang lagay ng hangin sa inyong lugar at unahin ang kaligtasan. Maging handa sa banta ng Haze!

In line with 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐕𝐢𝐥𝐦𝐚 𝐒𝐚𝐧𝐭𝐨𝐬-𝐑𝐞𝐜𝐭𝐨’s commitment to environmental protection and sustainable development, the Batangas PGENRO led by Officer-in-Charge 𝐃𝐫. 𝐌𝐚𝐫𝐢𝐯𝐢𝐜 𝐄𝐬𝐦𝐚𝐬, 𝘤𝘰𝘯𝘥𝘶𝘤𝘵𝘦𝘥 𝘢 𝘮𝘦𝘦𝘵𝘪𝘯𝘨 𝘰𝘯 𝘴𝘶𝘴𝘵𝘢𝘪𝘯𝘢𝘣𝘭𝘦 𝘸𝘢𝘴𝘵𝘦 𝘮𝘢𝘯𝘢𝘨𝘦𝘮𝘦𝘯𝘵 𝘢𝘯𝘥 𝘳𝘦𝘴𝘰𝘶𝘳𝘤𝘦 𝘳𝘦𝘤𝘰𝘷𝘦𝘳𝘺 𝘰𝘯 𝘈𝘶𝘨𝘶𝘴𝘵 26, 2026.

The meeting featured 𝐌𝐬. 𝐋𝐞𝐨𝐧𝐞𝐥𝐥𝐞 𝐝𝐞 𝐋𝐞𝐨𝐧, Founder of EveGrocer, who presented “A Practical Pathway from Organic Waste to Local Energy.” The discussion explored practical approaches to converting organic waste into valuable resources, as well as emerging technologies and systems that may support improved waste management, resource recovery and local energy generation. It also provided an avenue to exchange ideas on how these approaches may complement the Province’s planned circular economy initiatives and contribute to cleaner communities and more sustainable resource use.

Through continued knowledge-sharing, innovation and collaboration, the Batangas PGENRO remains committed to exploring practical solutions to waste management challenges and advancing more sustainable approaches to environmental management in Batangas. 💚

Water samples were collected from five sampling stations located across the barangays of 𝘔𝘢𝘭𝘢𝘺𝘢, 𝘔𝘢𝘳𝘪𝘭𝘢𝘨, 𝘚𝘢𝘯 𝘐𝘨𝘯𝘢𝘤𝘪𝘰, 𝘔𝘢𝘴𝘢𝘺𝘢 𝘢𝘯𝘥 𝘓𝘰𝘭𝘰𝘯𝘨𝘢𝘯-𝘓𝘶𝘬𝘴𝘶𝘩𝘪𝘯 as part of the continuing monitoring of the river’s water quality.

🌱 𝑷𝑮𝑬𝑵𝑹𝑶 𝑩𝒓𝒊𝒏𝒈𝒔 𝑬𝒏𝒗𝒊𝒓𝒐𝒏𝒎𝒆𝒏𝒕𝒂𝒍 𝑺𝒆𝒓𝒗𝒊𝒄𝒆𝒔 𝑪𝒍𝒐𝒔𝒆𝒓 𝒕𝒐 𝒕𝒉𝒆 𝑩𝒂𝒕𝒂𝒏𝒈𝒖𝒆𝒏̃𝒐𝒔

As part of 𝑪𝙖𝒑𝙞𝒕𝙤𝒍 𝒐𝙣 𝙒𝒉𝙚𝒆𝙡𝒔 𝒊𝙣 𝙎𝒂𝙣 𝙋𝒂𝙨𝒄𝙪𝒂𝙡, 𝑩𝙖𝒕𝙖𝒏𝙜𝒂𝙨 held last August 24, 2026, the Batangas PGENRO offered forest and fruit-bearing seedlings for residents who wished to plant and grow trees in their communities.

A total of 𝟱𝟬𝟬 𝘀𝗲𝗲𝗱𝗹𝗶𝗻𝗴𝘀 were made available, with 𝟭𝟯𝟱 𝗶𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹𝘀 availing of the seedlings, including 𝐵𝘢𝑛𝘢𝑏𝘢, 𝑁𝘢𝑟𝘳𝑎, 𝘔𝑜𝘭𝑎𝘷𝑒, 𝘙𝑎𝘮𝑏𝘶𝑡𝘢𝑛, 𝘎𝑢𝘺𝑎𝘣𝑎𝘯𝑜, 𝘈𝑣𝘰𝑐𝘢𝑑𝘰 𝑎𝘯𝑑 𝐶𝘢𝑐𝘢𝑜. 🌳🌱

Noong Agosto 11, 2026, nagsagawa ang Batangas PGENRO, katuwang ang Ramon Aboitiz Foundation, Inc. (RAFI), ng mangrove monitoring and assessment sa 𝐌𝐚𝐧𝐠𝐫𝐨𝐯𝐞 𝐑𝐞𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐑𝐞𝐟𝐨𝐫𝐞𝐬𝐭𝐚𝐭𝐢𝐨𝐧 𝐒𝐢𝐭𝐞 𝐬𝐚 𝐁𝐫𝐠𝐲. 𝐁𝐚𝐧𝐨𝐲𝐨, 𝐒𝐚𝐧 𝐋𝐮𝐢𝐬, 𝐁𝐚𝐭𝐚𝐧𝐠𝐚𝐬 upang matukoy ang epekto ng malakas na 𝘏𝘢𝘣𝘢𝘨𝘢𝘵 dulot ng Bagyong Maymay sa mangrove area.

Batay sa assessment, tinatayang 𝟐𝟎% ng mga itinanim na bakawan sa isang bahagi ng lugar ang naapektuhan at nasira, dulot ng naipong debris at iba pang materyales na inanod ng bagyo. Napansin din ang pagdami ng lumot na nakakapit sa mga seedlings na itinanim noong Pebrero, na maaaring makaapekto sa kanilang paglago at survival.

Bilang tugon, nagsagawa ang PGENRO noong Agosto 12–13 ng mangrove at coastal clean-up activity, katuwang ang Samahan ng mga Mangingisda ng Banoyo, RAFI, MENRO San Luis, Philippine Coast Guard–Lemery Substation at iba pang mga boluntaryo mula sa barangay.

Sa loob ng dalawang araw, humigit-kumulang 𝟒𝟎 na sako ng debris ang nakolekta. Karamihan sa mga ito ay driftwood at mga bunga ng niyog, na tinatayang umabot sa halos isang dump truck ang dami.

Ang isinagawang assessment at clean-up ay bahagi ng patuloy na monitoring, pangangalaga at rehabilitasyon ng mangrove ecosystem sa lugar.

𝐀𝐥𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐯𝐞 𝐰𝐨𝐫𝐤 𝐚𝐫𝐫𝐚𝐧𝐠𝐞𝐦𝐞𝐧𝐭𝐬 𝐚𝐭 𝐥𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐦𝐨𝐝𝐞𝐬 𝐬𝐚 𝗕𝗨𝗢𝗡𝗚 𝗟𝗔𝗟𝗔𝗪𝗜𝗚𝗔𝗡 𝗡𝗚 𝗕𝗔𝗧𝗔𝗡𝗚𝗔𝗦 𝐢𝐩𝐚𝐭𝐮𝐭𝐮𝐩𝐚𝐝 𝐛𝐮𝐤𝐚𝐬, 𝐀𝐠𝐨𝐬𝐭𝐨 𝟐𝟎

Sa Memorandum Circular No. 131 na nilagdaan ni Executive Secretary Ralph G. Recto, ipinag-utos ng Malacañang ang pagpapatupad ng naaangkop na alternative work arrangements sa mga tanggapan ng pamahalaan at alternative learning modes at learning continuity measures sa mga pampubliko at pribadong paaralan bukas, Agosto 20, bilang paghahanda sa inaasahang patuloy na malakas na pag-ulan dulot ng habagat.

Ang hakbang ay alinsunod sa rekomendasyon ng National Disaster Risk Reduction and Management Council (NDRRMC) at dahil sa banta ng localized flooding at mga panganib sa paglalakbay dulot ng patuloy na pag-ulan.

Ipatutupad ang alternative work arrangements at alternative learning modes sa BUONG LALAWIGAN NG BATANGAS.

Hindi sakop ng alternative work arrangements ang mga ahensyang may kinalaman sa pagbibigay ng basic at health services, paghahanda at pagtugon sa mga sakuna at kalamidad

Ang mga Contract of Service (COS) at Job Order (JO) workers na ilalagay sa alternative work arrangements ay patuloy na tatanggap ng kaukulang sahod o bayad, alinsunod sa umiiral na mga patakaran at regulasyon.

Ipinauubaya ng Malacanang sa mga Local Chief Executives ang kapangyarihang mag-pasiya kung kinakailangang suspendihin ang pasok sa mga lugar na kanilang nasasakupan na hindi napabilang sa memorandum circular.

Nasa diskresyon naman ng pamunuan ng pribadong sektor ang pagdeklara ng suspensyon sa trabaho.

Pursuant to Memorandum Circular No. 129, government offices are directed to implement appropriate alternative work arrangements on 19 August 2026 (Wednesday), in certain areas of the country, including .

Furthermore, unless otherwise directed by their respective Local Chief Executives, alternative learning modes and learning continuity measures shall be implemented at all levels in public and private schools throughout the province.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.
