In line with the instruction of President Ferdinand “Bongbong” R. Marcos, Jr. to strictly enforce road safety rules , the Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez summoned the registered owner of a motorcycle which was seen in a viral social media post with two back riders, including a minor.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said he was dismayed with what he described as irresponsibility of some people that compromises the safety of what appears to be family members, especially a child.

“The motorcycle was travelling along a busy road and while the rider and one of the two back riders had helmets, the child who was sitting in the middle had no helmet or any protective gear,” said Asec Mendoza.

“In the spirit of due process, we already summoned the registered owner of the motorcycle for him to explain whether or not he was the one driving the motorcycle at kung siya nga yun ay kailangan niyang ipaliwanag din kung bakit hindi siya dapat maparusahan,” he added.

The LTO social media team monitored the viral post and the agency identified the registered owner based on the information obtained from the photo.

The rider is facing administrative charges of Carrying More Passengers Other Than the Back Rider, for Failure to Require the Back Rider to Wear a Standard Protective Helmet and being an Improper Person to Operate a Motor Vehicle.

The registered owner was asked to appear before the LTO Central Office on October 2 with written and notarized explanation.

“In the interim, the Honda Click with Plate No. 430-UTN is placed under alarm while under investigation due to the severity of the violations committed,” the show cause order signed by LTO Intelligence and Investigation Division chief Renante Melitante read.

Once the identity of the rider is established, the 90-day preventive suspension on his driver’s license will immediately take effect.

“Failure to appear and submit the written comment/explanation as required shall be construed by this Office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” the SCO added. #

The Land Transportation Office (LTO), under the guidance of Acting Department of Transportation (DOTr) Secretary Giovanni Z. Lopez, has advised all motorists that the use of improvised and temporary plates will be prohibited starting November 1, 2025.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said there is no more justification in the use of either the improvised or temporary plates since there is no more backlog of license plates for both four-wheel cars and motorcycles.

“Kaya sa hindi pa nakukuha ang kanilang mga plaka, we advise them to do so in order to avoid any inconvenience with regard to the strict implementation of this policy. Let us take advantage of the entire month of October to do so,” said Asec Mendoza, adding that this is in line with the instruction of President Ferdinand “Bongbong” R. Marcos, Jr. to finally address all plate-related concerns.

Once the policy is implemented, Asec Mendoza said LTO enforcers and other deputized personnel to enforce traffic rules and regulations will be advised to apprehend violators for violation of Joint Administrative Order 2014-001 and other existing laws, rules and regulations.

The penalties under the JAO 2014-001 are P5,000 fine and confiscation of the temporary and improvised plates.

He added that motor vehicles with improvised or temporary plates will not be accepted for renewal of registration.

Asec Mendoza, however, clarified that the use of improvised plates will only be allowed provided that an authorization to use them shall be signed by concerned LTO offices that processed the duplicate plate request.

The improvised plate shall contain the assigned plate number of the vehicle with the words “Improvised Plate” below it.

Asec Mendoza said the strict policy against the use of improvised and temporary plates is reinforced by aggressive efforts to distribute all license plates nationwide in the soonest possible time.

He said the policy will also be supported with the LTO’s existing program of making sure that both the OR/CR and license plates must be available on the day of the release of newly-bought motor vehicles. #
