𝐂𝐆𝐃𝐒𝐓𝐋 𝐂𝐎𝐍𝐃𝐔𝐂𝐓𝐒 𝐁𝐈𝐂𝐒 𝐓𝐑𝐀𝐈𝐍𝐈𝐍𝐆 𝐓𝐎 𝐒𝐓𝐑𝐄𝐍𝐆𝐓𝐇𝐄𝐍 𝐈𝐍𝐂𝐈𝐃𝐄𝐍𝐓 𝐌𝐀𝐍𝐀𝐆𝐄𝐌𝐄𝐍𝐓 𝐂𝐀𝐏𝐀𝐁𝐈𝐋𝐈𝐓𝐘
𝐋𝐎𝐎𝐊: The Coast Guard District Southern Tagalog (CGDSTL) strengthened its incident management and emergency response capabilities through the conduct of the Basic Incident Command System (BICS) Training, the training was held 2 to 4 September 2026, in Batangas City.
The three-day training covered key ICS principles, including organization and staffing, facilities, incident and event assessment, resource management, incident action planning, and transfer of command. The sessions were facilitated by Mr. Michael B. Gonzales, Senior Action Officer, PNP AVSEGROUP; Mr. William Edzar Lipit; Ms. Rowena Sanz; Ms. Lizel Reyes, BFP Victoria; and Ms. Maria Aiza Siason, Office of Civil Defense (OCD) MIMAROPA, who served as instructors and facilitators throughout the training.
During the closing program, Major General Arnulfo Matanguihan (Retired), Regional Director, OCD MIMAROPA, delivered a message emphasizing the importance of effective coordination, preparedness, and a structured command system in responding to emergencies and disasters.
Meanwhile, Captain Airland Lapitan PCG, Deputy Commander, CGDSTL, delivered the closing message, underscoring the importance of applying the knowledge and skills gained from the training in actual operations to ensure a more organized, coordinated, and effective response to incidents within the District’s area of responsibility.
The activity concluded with the endorsement of graduates, awarding of certificates to graduates and instructors, and recognition of special awardees, marking another step toward strengthening CGDSTL’s operational readiness and incident management capabilities.
