The Philippine Alternative Learning System (ALS) serves as a "second chance" by providing out-of-school youth and adults with opportunities to complete basic education and develop functional literacy skills through a flexible, non-formal learning system.
This parallel system addresses barriers to formal education, such as poverty, illness, and lack of access, enabling learners to achieve their goals, improve their quality of life, and contribute productively to society.
