SUBJECT: DIRECTIVE ON HEIGHTENED PREPAREDNESS AND RESPONSE TO THE CONTINUING EFFECTS OF THE SOUTHWEST MONSOON (HABAGAT)
In view of the Memorandum issued by the Governor/PDRRMC Chairperson Luis Raymond F. Villafuerte Jr. directing all concerned local government units, all barangays and response agencies to maintain heightened preparedness and operational readiness due to the continuing effects of the Southwest Monsoon (Habagat), and considering the potential impacts of prolonged rainfall, thunderstorms, strong winds, flooding, rain-induced landslides, and other related hazards,
ALL CONCERNED ARE HEREBY DIRECTED to undertake the following measures within the Municipality of Bato:
1. Maintain Continuous Monitoring.The MDRRMO, MDRRMC member-agencies, and BDRRMCs shall continuously monitor official weather and hazard advisories from DOST-PAGASA, MGB, PHIVOLCS, PDRRMC, and other authorized agencies.
2. Ensure Readiness of Response Teams and Equipment.All response teams, personnel, vehicles, communication and rescue equipment, and other resources shall be maintained in operational readiness for immediate deployment.
3. Strengthen Barangay-Level Monitoring and Warning. All Punong Barangays/BDRRMC Chairpersons shall closely monitor hazard-prone areas and immediately disseminate warnings and instructions to affected communities.
4. Prepare Evacuation Centers and Plans. All barangays shall ensure that designated evacuation centers are accessible, safe, and ready for use, and that at-risk households are informed of evacuation procedures.
5. Implement Timely Evacuation. Pre-emptive or forced evacuation shall be facilitated when necessary, particularly when there is imminent danger to life and safety. Safety of residents shall be the priority.
6. Enforce Safety Measures for Lake and Coastal Activities. Fisherfolk and boat operators shall strictly monitor weather advisories. Fishing and boat travel shall not be undertaken when conditions are unsafe or when warnings are issued.
7. Restrict Unnecessary Travel and Outdoor Activities. The public shall be advised to avoid unnecessary travel and outdoor activities during hazardous weather conditions and to stay away from rivers, waterways, lakeshores, and other danger areas.
8. Implement Suspension of Classes and Work When Necessary. Suspension of classes and work shall be implemented when warranted, subject to existing laws, guidelines, and issuances. NGAs and private-sector employers are encouraged to adopt appropriate work suspension or flexible work arrangements when conditions pose risks to personnel.
9. Immediately Report Incidents and Requests for Assistance. All flooding, landslides, stranded persons, road obstructions, damages, emergencies, and other incidents shall be immediately reported to the MDRRMO/EOC or concerned BDRRMC for appropriate action.
10. Intensify Public Information and Warning. The MDRRMO, BDRRMCs, and response agencies (PNP, BFP, PCG, PA) shall continuously disseminate official warnings, advisories, evacuation instructions, and safety reminders through available communication channels.
11. Report Significant Incidents. All significant incidents, emergencies, damages, evacuations, casualties, and other critical developments shall be immediately reported to the MDRRMO/EOC for coordination, monitoring, documentation, and response through Mobile No. 0985-083-7314 or via Facebook Messenger: BDRRMC Chat Group.
All concerned are hereby directed to maintain heightened preparedness, vigilance, and operational readiness throughout the prevailing weather disturbance and undertake all necessary measures to protect lives and property.
