The Department of the Interior and Local Government (DILG) has launched the 2026 Child-Friendly Local Governance Audit (CFLGA) through Memorandum Circular No. 2026-018, encouraging cities and municipalities to strengthen programs that promote the survival, development, protection, participation, and rights of Filipino children. The audit will assess local government unit (LGU) programs implemented in 2025 to ensure that children have access to essential services and grow up in safe and supportive communities.
Under the audit, LGUs will be evaluated across five key areasโsurvival, development, protection, participation, and governance. To pass, LGUs must obtain at least 80 percent in each category, qualifying them for the Seal of Child-Friendly Local Governance (SCFLG) conferred by the Council for the Welfare of Children. Data submission through the SCFLG Knowledge Management System will take place from March to April 2026, followed by validation at the provincial, regional, and national levels.
The CFLGA serves as a results-based mechanism that guides LGUs in strengthening policies, programs, and systems that uphold childrenโs rights and ensure inclusive and child-responsive local governance.
